‘Gulf security is our security,’ British PM tells GCC summit

Manama, Dec 8: British Prime Minister Theresa May was the star of the show at the 37th Gulf Cooperation Council (GCC) Summit on Wednesday.

GCCThe first woman and first British leader to address a GCC summit, May told the assembled leaders: “Gulf security is our security. I want to assure you that I am clear-eyed about the threat that Iran poses to the Gulf and to the wider Middle East.

“We in the UK are determined to continue to be your partner of choice as you embed international norms and see through the reforms which are so essential for all of your people.”

May acknowledged that the nuclear deal with world powers that limited Iran’s ability to enrich uranium “was vitally important for regional security.”

But she also said parties must “work together to push back against Iran’s aggressive regional actions, whether in Lebanon, Iraq, Yemen, Syria or in the Gulf itself.”

May said she sought a “bold new chapter” in cooperation with Gulf states, which she described as “a strategic relationship … based on true partnership and an enduring commitment between our countries and our peoples.”

She said: “The risks to our shared security are growing and evolving, as terrorists operate across national borders to plot attacks against our people; as new threats emerge from the malevolent use of the Internet, and as certain states continue to act in ways that undermine stability in your region — undermining, in turn, our own security in the West and further reinforcing the need for all of us to work together.”

May said she was “encouraged by recent economic and social reforms” in the Gulf, and “by the bold vision set out by all of the Gulf states for more fundamental and lasting change, most recently with Saudi Arabia’s vision for 2030.”

May praised the “rich history” between the UK and the Gulf, dating back to the mid-17th century, through the Cold War to the present day.

She said her country “has been proudly at the forefront of a relationship between the Gulf and the West that has been the bedrock of our shared prosperity and security.”

May said the UK’s vote to leave the European Union presented an opportunity to “go even further in working with old friends, like our allies here in the Gulf, who have stood alongside us for centuries. There has never been a more important, or more challenging time to do so.”

The premier said “no country is a more committed partner” for the Gulf states than the UK in “confronting the terrorism of Al-Qaeda or the murderous barbarity of Daesh.”

She cited intelligence from Saudi Arabia that “has saved potentially hundreds of lives in the UK.”

May hailed the “close cooperation on counter-terrorism” between the UK and Gulf states, which has succeeded “in foiling terrorist plots and a range of threats against citizens in all our countries.”

Saying the UK “will make a more permanent and more enduring commitment to the long-term security of the Gulf,” May said Britain wanted to invest more than £3 billion in defense spending in the region over the next decade.

May said the construction of HMS Jufair naval base in Bahrain would enable more British warships, aircraft and personnel to be deployed on operations in the Gulf than in any other part of the world.

She also cited “a regional land training hub in Oman” that “is establishing a permanent British army presence in the region.”

The prime minister announced that Saif Sareea 3, the largest UK-Omani military exercise in 15 years, would take place in Oman in 2018.

“We will establish a new British Defense Staff in Dubai to coordinate our regional activities and, here in Bahrain, we will embed a dedicated military officer with the Ministry of Interior bomb disposal unit to provide bomb scene management support and training,” said May.

“We will establish a new Joint Working Group on Counter-Terrorism and Border Security and a new National Security Dialogue at GCC level to protect critical national infrastructure, facilitate faster intelligence sharing on suspected foreign terrorist fighters and implement traveler screening systems to detect terrorists attempting to pass through any GCC airport.”

May also offered British help with cyber-security, in the form of advice from appointed experts and a new Cyber Industry Representative based in the region, “who will build links between cyber sectors in the UK and the Gulf.”

Simon Collis, British ambassador to Saudi Arabia, agreed that the UK and the Kingdom had a long history of diplomatic ties.

“This year we are celebrating 100 years of diplomatic relations with Saudi Arabia and looking forward to the next century, supporting the Kingdom in achieving the goals of Vision 2030 by fostering innovation and entrepreneurship in the next generation,” he said in a statement to Arab News. Chris Doyle, director of the London-based Council for the Advancement of Arab-British Understanding, pointed out the significance of May’s visit to the Gulf, given that she only took office in July.

“(May) and her government are determined to reach out to non-EU markets in order to demonstrate that Britain is not going to be turning in on itself and has an outward looking approach to the world; she is attempting to make this a very concrete demonstration of that fact,” he said.

Doyle added that the British government is “extremely wary” of any additional conflict in the Middle East.

“Exactly how the British government and its allies will go about containing Iran is another matter because obviously Iran has played a largely negative role within the Syrian context and of course there are concerns about the role it may have in Yemen and other theaters,” he said.

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.

Dubai, Jan 16: The UAE Ministry of Climate Change and Environment on Wednesday announced that it has banned the import of birds, some eggs and meat products from Hungary and Slovakia.

The ministry said the decision was taken following a notification from the World Organization for Animal Health (OIE) on the outbreak of a highly pathogenic strain of bird flu, H5N2, in the two countries.

Accordingly, the ministry has banned "the import of all species of domestic and wild live birds, ornamental birds, chicks, hatching eggs, meats and meat products and non-heat-treated wastes from Hungary and Slovakia".

It has also regulated the import of poultry meat and non-heat-treated products, requiring a health certificate for the export of meat and meat products from the two countries to release consignments into the UAE.

A health certificate will be needed for the import of eggs, the ministry added.

However, thermally-treated poultry products (meat and eggs) have been cleared for import from all parts of Hungary and Slovakia.

Kaltham Ali Kayaf, Acting Director, Animal Development & Health Department at the ministry, said: "These measures reiterate the ministry's keenness in achieving its strategic objectives including enhancing bio-security levels and eliminating pathogens before they enter the country. In doing so, the ministry prevents the bird flu virus and related risks and impacts on the country's poultry health and safety, in addition to protecting public health and well-being."

Riyadh, Apr 28: The number of confirmed coronavirus cases in Saudi Arabia crossed the critical 20,000-mark on Tuesday with the discovery of 1,266 new cases. Eight new deaths were also recorded during the last 24 hours, bringing the virus-related death toll to 152.

Twenty-three percent of the new cases are of Saudi nationals, while 77 percent are of non-Saudi residents, Saudi Press Agency (SPA) quoted the ministry spokesman Dr. Muhammad Al-Abdel Ali as saying.

Out of the total 20,077 cases till Tuesday, 17,141 cases are active, he added. A total of 118 cases are currently critical, the spokesman said.

Out of the 1,266 new cases, 327 were reported in Makkah, 273 in Madinah, 262 in Jeddah, and 171 in Riyadh. There were 58 cases in Jubail, 35 in Dammam, 32 in Taif, 29 in Tabuk and 18 in Al-Zulfi. Additionally, nine cases were recorded in Khulais; eight in Buraidah; seven in Al-Khobar; five in Hufof; four each in Qatif and Ras Tanura; three in Adhum; two each in Al-Jafr, Al-Majaridah, Yanbu, Bisha and Diriyah; and one each in Abha, Khamis Mushayt, Baqeeq, Dhahran, Dhalum, Sabiya, Hafr Al Batin, Hail, Sakaka, Wadi Al-Dawasir and Sajr, the spokesman said.

The Kingdom saw a spike in cases when the health ministry began its field-testing efforts nearly two weeks ago, targeting suspected infection cluster areas. Since then, there has been a steady increase in daily cases.

Till Monday, around 1 million people were screened in various neighborhoods throughout the Kingdom.
