Haryana school topper gangrape: Accused armyman, two others on the run

New Delhi, Sept 16: The National Commission for Women stepped in Saturday as an army man and two others accused of raping a woman in Haryana’s Mahendragarh district continued to evade arrest.

A top commander said the Army will help the police in the probe.

The Haryana police set up a special investigation team and announced a reward of Rs 1 lakh for information leading to their arrest.

The victim’s father has said 8 or 10 men may have raped her but she could identify only three of them.

The woman, a CBSE school topper who had been felicitated by the government, was abducted at a bus stop in Kanina town while she was on the way to a coaching class, police said.

She was then allegedly drugged and gangraped at a secluded spot.

Haryana’s Director General of Police BS Sandhu confirmed Saturday that one of the accused is an army man posted in Rajasthan.

A police team has been sent there, “and I hope that he will be arrested today”, he told reporters.

Sandhu said the army man was on leave and expected to rejoin later in the day.

In Jaipur, Lt Gen Cherish Mathson, who heads the South Western Command, said the army will help bring the rape accused to book.

“We do not shelter criminals. We would facilitate in searching out the accused, and will make sure that if any Army man is found involved in the rape case, he is brought to the book,” he told reporters at an Army event.

Also on Saturday, the National Commission for Women (NCW) condemned the incident and asked the Haryana police chief to give an update on the probe.

The special investigation team, led by Nuh Superintendent of Police Naazneen Bhasin, visited the crime spot.

Bhasin told reporters in Rewari that the sketches of the accused will soon be released by police.

Their antecedents are also being checked for any past criminal record.

She said a medical examination had confirmed rape.

The victim’s mother had accused the police of delay in acting after a complaint was filed, but Bhasin countered the charge.

She said the police sent out raiding teams when they were told about the crime. “But the accused had left the place on the day of incident, according to their mobile forensics.”

Multiple teams have been formed to nab them, she said.

The SP said police personnel attended to the victim properly.

“The most important factor was to make the victim comfortable to take her statement in a sensitive way,” she said, adding there was no delay in this procedure.

The army man who allegedly raped the woman was identified as Pankaj, posted in Kota.

Narnaul and Rewai police are also looking for the other two men, the Haryana police chief said, expressing confidence that they will be caught soon.

Sandhu said all the three accused were known to the victim.

He said an FIR was registered as soon as the victim lodged her complaint, and a medical examination conducted.

She was allegedly kidnapped by three men who arrived in a car and was taken to a secluded place where she was gangraped after being offered a drink laced with sedatives, the complainant had alleged.

The accused later left her near a bus stop in Kanina the same day.

The case evoked sharp reaction from the opposition parties. They demanded the resignation of chief minister Manohar Lal Khattar on moral grounds, saying the state had failed to protect its daughters.

Muzaffarnagar, Jun 11: Three persons have been arrested for allegedly using plastic scrap to make jaggery at Bhokaheri village under Bhopa police station here, as official said on Thursday.

 Police raided a jaggery manufacturing unite (kolhu) and arrested three persons on Wednesday, SHO, Bhopa police station Sanjive Kumar said.

Police have registered a case against five persons including the trio that was arrested while two of them managed to escape, he said, adding that two loaded tractor trollies of plastic scrap have been seized.

Jun 25: A 16-year-old girl allegedly committed suicide at her house in east Delhi and her family members secretly buried her body, which was later exhumed for post-mortem, police said on Wednesday.

The girl, whose family hails from Jharkhand, allegedly hanged herself in a room in her house on Monday, they said.

No suicide note was recovered from the spot, police said.

Her body was exhumed on Tuesday as per the directions of the Sub Divisional Magistrate of the area. The process was carried out as her family members secretly buried her without informing the police.

The post-mortem will be conducted after Covid-19 tests, police said.

The incident took place on Monday. The reason behind her taking the extreme step is yet to be ascertained, they said.

Police said the girl lived with her mother and two siblings. The family hails from Jharkhand and are financially extremely weak. Her father died two years ago, they said.

After the father’s death, the girl's mother along with her siblings took her body to a burial ground and buried her, police said.

The police said the matter came to their notice after a neighbour alerted them about it. Following the information the body was exhumed, they said.

On questioning the girl's mother, she told police that she didn't know that one has to inform police in a suicide case, a senior police officer said.

Inquest proceedings have been initiated, police said.

Ahmadabad, July 17: The Gujarat high court has ordered the Bharuch superintendent of police to investigate and produce a 14-year-old girl before the court, who has allegedly eloped with a man. Ironically, the man was convicted two years ago on Pocso charges for eloping with another minor girl in 2016.

The high court has asked the government to file an application for bail cancellation of the convict because he has indulged in a similar offence after having come out on bail.

The case involved one Dilip Padhiyar (24) from Uchchhad village in Jambusar taluka of Bharuch district.

He was punished with 10 years in jail in December 2018 by a special court for kidnapping a 16-year-old girl in 2016. He was prosecuted under the Protection of Children from Sexual Offences (Pocso) Act and for rape and kidnapping charges. He got away with a 10-year-imprisonment because the girl was over 16 years and she had not alleged rape. However, Dilip Padhiyar was held guilty of statutory rape, abduction as well as under provisions of Pocso Act.

Dinesh Padhiyar got regular bail from the high court pending his appeal challenging his conviction in January 2019. In November 2019, he eloped with another minor girl.

Her father approached the high court complaining that though an FIR was registered with Vedach police station, the police have not made any effort to trace his minor girl. It was also contended in the habeas corpus petition that Padhiyar is a habitual offender.

Petitioner's advocate Imtiyaz Kureshi said that looking at the past of Dinesh Padhiyar, the high court asked the state government to initiate proceedings for cancellation of his bail.

The bench headed by Justice Sonia Gokani instructed HC's registry to treat the bail cancellation application as an urgent matter.

The high court has ordered Bharuch SP to produce the girl before the court by July 20, and in case she cannot be traced by then, he will have to submit an action taken report.
