India to abolish Haj subsidy from 2018

New Delhi, Nov 3: Prime Minister Narendra Modi-led union government is all set to abolish Haj subsidy from 2018 following the recommendation of special committee set up in January this year.

The decision has come in the face of strong opposition from the Haj Committee of India that wants the subsidy phased out gradually by 2022, as directed by the Supreme Court in 2012.

A review meeting on a new Haj policy was held on Thursday between senior officials of the ministries of minority affairs, external affairs and civil aviation, Air India and the Haj Committee of India. Officials privy to the meeting confirmed to Express that the subsidy would be scrapped next year.

Before 2012, the amount of funds set aside for Haj subsidy was cited to the Supreme Court as av­eraging around Rs 650 crore per year. Since then, subsidies have gr­adually declined. Last year, the amount was pegged at Rs 450 crore.

A source, who did not wish to be named, said the government had agreed to certain suggestions by the stakeholders but made it clear that the subsidy would have to go in 2018 itself. Minority Affairs Ministry officials said Haj subsidy funds would from now on be used for educational empowerment and the welfare of minorities in the country.

Mangaluru, Apr 17: Authorities in Dakshina Kannada have announced a fresh coronavirus positive case. The patient is a resident of Uppinangady in Puttur taluk.

With this the total number of covid-19 positive cases in this coastal district mounted to 13 even though most of the patients have recovered and returned home after treatment.

In past twelve days this is the first coronavirus case reported in the district.

It is learnt that the 39-year-old had been to Delhi. He was home quarantined for past few days. His throat swabs were tested positive for the deadly disease today.

Feb 26: The Tamil Nadu government on Tuesday claimed that it prevented Karnataka from discussing the contentious Mekedatu reservoir issue at the Cauvery Water Management Authority (CWMA) meeting held in New Delhi.

Besides the representatives of Tamil Nadu and Karnataka at the fifth meeting of CWMA, presided over by Central Water Commission Chairman R K Jain, officials of Kerala and Puducherry also participated.

CWMA member and TN PWD Secretary K Manivasan told reporters after the meeting that the state government prevented Karnataka from discussing the dam issue by pointing out the pending petitions in the Supreme Court against the project filed by the E Palaniswami government.

"We have told participants of the meeting that Mekedatu reservoir will be against the interests of Tamil Nadu and its farmers. Our consistent stand is that it should not be built at any cost. Finally the issue was not discussed in the meeting," Manivasan said.

The Mekedatu reservoir is proposed to be constructed by Karnataka across Cauvery river near Mekedatu, about 110 km from Bengaluru, in Kanakapura taluk.

It was first proposed along with Shivanasamudra hydro power project at Shimsa in 2003 with an intention to use the water for a hydro power station and supply drinking water to Bengaluru city. It was designed to store 67 tmc feet of water.

While Tamil Nadu is claiming that the construction of a balancing reservoir will disturb Cauvery water flow to the state affecting irrigation, Karnataka says the project is basically designed to take care of the drinking water needs of Bengaluru after releasing water to Tamil Nadu as per the quantum specified by the Cauvery water disputes tribunal.

The current physical distancing guidelines provided by the World Health Organisation (WHO) and by the US Centers for Disease Control and Prevention (CDC) may not be adequate to curb the coronavirus spread, according to a research which says the gas cloud from a cough or sneeze may help virus particles travel up to 8 metres. The research, published in the Journal of the American Medical Association, noted that the the current guidelines issued by the WHO and CDC are based on outdated models from the 1930s of how gas clouds from a cough, sneeze, or exhalation spread.

Study author, MIT associate professor Lydia Bourouiba, warned that droplets of all sizes can travel 23 to 27 feet, or 7-8 metres, carrying the pathogen.

According to Bourouiba, the current guidelines are based on "arbitrary" assumptions of droplet size, "overly simplified", and "may limit the effectiveness of the proposed interventions" against the deadly pandemic.

 She explained that the old guidelines assume droplets to be one of two categories, small or large, taking short-range semi-ballistic trajectories when a person exhales, coughs, or sneezes.

However based on more recent discoveries, the MIT scientist said, sneezes and coughs are made of a puff cloud that carries ambient air, transporting within it clusters of droplets of a wide range of sizes.

Bourouiba warned that this puff cloud, with ambient air entrapped in it, can offer the droplets moisture and warmth that can prevent it from evaporation in the outer environment.

"The locally moist and warm atmosphere within the turbulent gas cloud allows the contained droplets to evade evaporation for much longer than occurs with isolated droplets," she said.

"Under these conditions, the lifetime of a droplet could be considerably extended by a factor of up to 1000, from a fraction of a second to minutes," the researcher explained in the study.

The MIT scientist, who has researched the dynamics of coughs and sneezes for years, added that these droplets settle along the trajectory of a cough or sneeze contaminating surfaces, with their residues staying suspended in the air for hours.

"Even when maximum containment policies were enforced, the rapid international spread of COVID-19 suggests that using arbitrary droplet size cutoffs may not accurately reflect what actually occurs with respiratory emissions, possibly contributing to the ineffectiveness of some procedures used to limit the spread of respiratory disease," Bourouiba wrote in the study
