India Most Dangerous Country For Women, US Ranks Third: Survey

London, Jun 26:  India is the world's most dangerous country for women due to the high risk of sexual violence and being forced into slave labour, according to a poll of global experts released on Tuesday.

War-torn Afghanistan and Syria ranked second and third in the Thomson Reuters Foundation survey of about 550 experts on women's issues, followed by Somalia and Saudi Arabia.

The only western nation in the top 10 was the United States, which ranked joint third when respondents were asked where women were most at risk of sexual violence, harassment and being coerced into sex.

The poll was a repeat of a survey in 2011 that found experts saw Afghanistan, Democratic Republic of Congo, Pakistan, India, and Somalia as the most dangerous countries for women.

Experts said India moving to the top of poll showed not enough was being done to tackle the danger women faced, more than five years after the rape and murder of a student on a bus in Delhi made violence against women a national priority.

"India has shown utter disregard and disrespect for women ... rape, marital rapes, sexual assault and harassment, female infanticide has gone unabated," said Manjunath Gangadhara, an official at the Karnataka state government.

"The (world's) fastest growing economy and leader in space and technology is shamed for violence committed against women."

Government data shows reported cases of crime against women rose by 83 percent between 2007 and 2016, when there were four cases of rape reported every hour.

The survey asked respondents which five of the 193 United Nations member states they thought were most dangerous for women and which country was worst in terms of healthcare, economic resources, cultural or traditional practices, sexual violence and harassment, non-sexual violence and human trafficking.

Respondents also ranked India the most dangerous country for women in terms of human trafficking, including sex slavery and domestic servitude, and for customary practices such as forced marriage, stoning and female infanticide.

India's Ministry of Women and Child Development declined to comment on the survey results.

Trapped By War

Afghanistan fared worst in four of the seven questions, with concerns over healthcare and conflict-related violence.

Kimberly Otis, director of advancement at Women for Afghan Women, said women and girls faced severe gender-based violence, abuse, illiteracy, poverty, and other human rights offences.

"The ongoing war and conflict are getting worse in Afghanistan, which puts the lives of women and girls at increasing risk," said US-based Otis, a survey participant.

Afghanistan's Public Health Minister Ferozuddin Feroz said the deteriorating security situation was making life difficult for women, with large parts of the country still in the control of Taliban fighters after nearly 17 years of war.

"Nowadays, suicide bombings and armed conflict is the third (highest) cause of deaths and disability in Afghanistan," he told the Thomson Reuters Foundation in an interview in London.

"Instead of focusing (spending) on maternal health, on nutritional status, we spend it on trauma."

The impact of a seven-year war drove Syria into third place in the survey, amid concerns over access to healthcare and both sexual and non-sexual violence.

"There are so many dangers for girls and women," said Maria Al Abdeh, executive director of Women Now For Development, which supports women's centres in Syria.

"There is sexual violence by government forces. Domestic violence and child marriage are increasing and more women are dying in childbirth. The tragedy is nowhere near an end."

Somalia, where more than two decades of war has fuelled a culture of violence and weakened institutions meant to uphold the law, was again named as one of the five most dangerous countries for women.

Saudi Arabia ranked fifth, with women's rights experts saying there had been some progress in recent years, but the recent arrests of female activists ahead of the lifting of a ban on women driving showed much more needed to be done.

"One of the worst laws that prevent women from having equal opportunities is guardianship - because every woman is subjected to a male guardian. She cannot get a passport, cannot travel, sometimes she cannot work," said Ahlam Akram, founder of BASIRA (British Arabs Supporting Universal Women's Rights) in the UK.

"We need to completely obliterate this system. I think change is coming, but it takes time."

#MeToo Puts US On List

Experts said the surprise addition of the United States in the top 10 most dangerous countries for women came down to the #MeToo and Time's Up campaigns against sexual harassment and violence that have dominated headlines for months.

"People want to think income means you're protected from misogyny, and sadly that's not the case," said Cindy Southworth, executive vice president of the Washington-based National Network to End Domestic Violence.

"We are going to look back and see this as a very powerful tipping point ... We're blowing the lid off and saying '#Metoo and Time's Up'."

Rounding out the top 10 most dangerous countries for women were Pakistan, Democratic Republic of Congo, Yemen and Nigeria.

India, Libya and Myanmar were considered the world's most dangerous nations for women exploited by human traffickers in a global crime worth an estimated $150 billion a year.

"In many countries the simple fact of being female creates a heightened risk of becoming a victim of slavery," said Nick Grono, chief executive of the Freedom Fund, the first private donor fund dedicated to ending slavery.

The poll of 548 people was conducted online, by phone and in person between March 26 and May 4 with an even spread across Europe, Africa, the Americas, South East Asia, South Asia and the Pacific.

Respondents included aid professionals, academics, healthcare staff, non-government organisation workers, policy-makers, development specialists and social commentators.

Washington, May 8: Four top Republican senators have urged US President Donald Trump to suspend all-new guest worker visas for 60 days and some of its categories, including the H-1B visa, for at least the next year or until unemployment figures return to normal levels in the country.

The unemployment figures in the US have reached an all-time high due to the coronavirus pandemic. The letter has been signed by Senators Ted Cruz, Tom Cotton, Chuck Grassley and Josh Hawley.

"As you know, more than 33 million Americans have filed for unemployment coverage just since mid-March, and approximately one-fifth of the American workforce is currently out of work. This is a stunning difference compared with the historically-low nationwide unemployment rate of just 3.5 per cent in February this year," they said in their letter to the president on Thursday.

The letter, dated May 7, specifically calls for suspension of all non-immigrant guest worker visas for the next 60 days, followed by a continued suspension of certain categories of new non-immigrant guest worker visas for a year or until the national unemployment figures return to normal levels.

"To protect unemployed Americans in the early stages of economic recovery, we urge you to suspend all non-immigrant guest worker visas for the next 60 days," the senators said.

Exceptions to this suspension should be rare, limited to time-sensitive industries such as agriculture and issued only on a case-by-case basis, when the employers can demonstrate that they have been unable to find Americans to take the jobs, the senators wrote.

After 60 days, the senators urged Trump to continue to suspend new non-immigrant guest workers for a year or until the national unemployment figures return to normal levels, whichever comes first.

"That suspension should, at a minimum, include H-2B visas (non-agricultural seasonal workers), H-1B visas (specialty occupation workers) and the Optional Practical Training (OPT) program (extension of foreign student visas after graduation). We also urge you to suspend the EB-5 immigrant visa program, effective immediately," the lawmakers wrote.

The H-1B work visa for foreign technology professionals is highly popular among Indians and a large number of Indians also opt for the EB-5 investors visa.

The senators argued that there is no reason why unemployed Americans and recent college graduates should have to compete in such a limited job market against an influx of additional H-1B workers, most of whom work in business, technology or STEM fields.

"Temporarily suspending the issuance of new H-1B visas would also protect the hundreds of thousands of H-1B workers and their families already working in the United States -- workers who could otherwise be subject to deportation if they are laid off for more than 60 days," they said.

"Of course, appropriate exceptions could also be crafted to the H-1B program suspension to allow for doctors, nurses and other healthcare professionals who wish to come to the United States to assist in combating the coronavirus pandemic," the senators wrote.

Additionally, the United States ought to suspend its Optional Practical Training (OPT) programme, which allows foreign students in the country to extend their stay after graduation for one to three years to get "experience in the field" by taking jobs here, they wrote.

In 2019, more than 223,000 former foreign students had their OPT applications approved or extended. While the merits of such a programme are subject to debate, there is certainly no reason to allow foreign students to stay for three additional years just to take jobs that would otherwise go to unemployed Americans as the country's economy recovers, the lawmakers said.

The senators also urged Trump to remove the EB-5 visa from the exemptions in his Presidential Proclamation issued on April 22, at least until real reforms are adopted.

The EB-5 programme has long been plagued by scandal and fraud, and criticised as effectively functioning as a pay-for-citizenship scheme in many cases. There is no reason that the programme should receive preferential treatment as opposed to other green card programmes for employment-based immigrants, the lawmakers said.

Beijing, Mar 6: World health officials have warned that countries are not taking the coronavirus crisis seriously enough, as outbreaks surged across Europe and in the United States where medical workers sounded warnings over a "disturbing" lack of hospital preparedness.

The World Health Organization warned Thursday that a "long list" of countries were not showing "the level of political commitment" needed to "match the level of the threat we all face".

"This is not a drill," WHO chief Tedros Adhanom Ghebreyesus told reporters.

"This epidemic is a threat for every country, rich and poor."

Tedros called on the heads of government in every country to take charge of the response and "coordinate all sectors", rather than leaving it to health ministries.

What is needed, he said, is "aggressive preparedness."

Johannesburg, Feb 22: To meet shortage of skilled nursing staff, private hospitals in South Africa are recruiting senior Indian nurses for their good work ethics and ability to become efficient trainers for the local staff, according to a media report.

A report at a 2018 jobs summit indicated that the country had a shortage of more than 47,000 nurses.

The shortage of the skilled nursing staff has been attributed to several factors, including preference of highly qualified nurses to emigrate or take up contract employment in countries such as the UK, the United Aarb Emirates, Saudi Arabia or New Zealand for want of higher salaries, a report in the weekly Business Times said.

Mediclinic, one of South Africa's largest private hospital groups, confirmed that it is recruiting 150 nurses from India this year.

“To supplement our training, as an internal strategy, we will continue to recruit senior registered nurses from India,” a Mediclinic spokesperson told the Business Times.

Mediclinic started recruiting nurses from India in 2005 but could not provide details about how many among the more than 8,800 nurses it employs at its hospitals are from India.

Another company, Life Healthcare SA, said it employed 135 Indian nurses between 2008 and 2014.

Top managements at the hospital groups lauded senior Indian nurses as being very efficient trainers for local staff.

“But we find that many of them prefer coming here on short-term contracts due to family commitments," a hospital executive said on the basis of anonymity.

The official said that the few who apply for long-term positions are usually young newly-qualified nurses, which is not the group in demand.

“They work hard, with a patient-oriented work ethic, and do not have the nine-to-five approach of many local nurses, especially those who are unionised," the official said.

“We would be very happy to take in more nursing staff from India," the official added.
