India orders anti-trust probe of Google for alleged Android abuse

India’s antitrust watchdog has ordered an investigation into Alphabet Inc’s unit Google for allegedly abusing the dominant position of its popular Android mobile operating system to block rivals, two sources aware of the matter told Reuters.

The Competition Commission of India (CCI) last year started looking into the complaint, which is similar to one Google faced in Europe that resulted in a 4.34 billion euro (USD 5 billion) fine on the company, Reuters reported in February.

In mid-April, the CCI decided there was merit in the accusations made in the complaint and ordered its investigation unit to launch a full probe, one of the sources with direct knowledge of the matter said.

That decision, which was confirmed by the second source, has not been previously reported and the order calling the full investigation was not made public.

“It is a strong case for the CCI, given the EU precedent,” said the first source. “The CCI has (preliminarily) found Google abused its dominant position.”

The probe would be completed in about a year and Google executives would likely be summoned to appear before the CCI in coming months, the source said.

The CCI did not respond to a request for comment.

A Google spokesman said Android has enabled millions of Indians to connect to the internet by making mobile devices more affordable. Google looked forward to working with the CCI “to demonstrate how Android has led to more competition and innovation, not less”, the spokesman said in a statement. 

Reuters could not establish who filed the complaint, which involves more than one person.

The precise details of the complaint against Google in India could not be determined, but sources have told Reuters it is on the exact same lines as the case filed against the company in Europe.

In the EU case, regulators said Google forced manufacturers to pre-install Google Search and its Chrome browser, together with its Google Play app store, on Android devices, giving it an unfair advantage.

Google has appealed the order but, in a bid to quell EU antitrust concerns, last month said it's Android device users in Europe would be able to choose rival browsers and search engines. Once a user downloads a rival search app, it also prompts them to change their default search engine in their Google Chrome browser, if they so wish.

Android, used by device makers for free, features on about 88 per cent of the world’s smartphones. In India, about 99 per cent of the smartphones sold this year used the platform, Counterpoint Research estimates.

It remains possible that the CCI’s investigations unit could clear Google of any wrongdoing. The amount of fine that can be imposed on Google if the CCI rules against it were not immediately clear.

The Indian regulator has powers to impose a penalty of up to 10% of the relevant turnover of a company in the last three financial years if it is found to have abused its dominant position. In that case, Google’s earnings linked to its web browser and the search engine could be considered to assess the fine, New Delhi-based antitrust lawyer Gautam Shahi said.

Google does not disclose its India earnings from its web browser or search engine.

“They can either change their conduct in India voluntarily or let CCI investigate. A voluntary change in conduct may have an impact on the quantum of penalty if it’s imposed,” said Shahi.

The Indian investigation, however, is not the only antitrust trouble for the Mountain View, California-based company in its key market.

Last year, the CCI imposed a fine of 1.36 billion rupees (USD 19.46 million) on Google for “search bias” and abuse of its dominant position. It also found Google had put its commercial flight search function in a prominent position on the search results page.

Google appealed against that order, saying the ruling could cause it “irreparable” harm and reputational loss.

The World Health Organisation (WHO) on Saturday launched a Health Alert on WhatsApp where over 1.5 billion users can ask questions and they will be provided with reliable information about new coronavirus 24/7.

This will also serve government decision-makers by providing the latest numbers and situation reports, WhatsApp said in a statement.

To contact the WHO Health Alert, save the number +41 79 893 1892 in phone contacts, and then simply text the word 'Hi' in a WhatsApp message to get started.

The service responds to a series of prompts and will be updated daily with the latest information.

"You can also visit the WhatsApp Coronavirus Information Hub at whatsapp.com/coronavirus," and click on the WHO link on the homepage to open up a chat with the WHO Health Alert if you have WhatsApp installed," said the micro-blogging platform.

The WHO Health Alert will provide official information on topics such as how to protect yourself from infection, travel advice, and debunking new coronavirus myths.

The service is initially launching in English but will be available in all six languages within the coming weeks (English, Arabic, Chinese, French, Russian and Spanish.)

"Digital technology gives us an unprecedented opportunity for vital health information to go viral and spread faster than the pandemic. We are proud to have partners like Facebook and WhatsApp, that are supporting us in reaching billions of people with important health information," said Dr Tedros Adhanom Ghebreyesus, Director-General of the WHO.

The WHO Health Alert is the latest official NGO or government helpline to become available on WhatsApp, joining the Singapore Government, The Israel Ministry of Health, the South Africa Department of Health, and KOMINFO Indonesia.

Earlier this week, WhatsApp, in partnership with the World Health Organization, UNICEF, and UNDP, launched the WhatsApp Coronavirus Information Hub. The hub offers general tips and resources for users around the world to reduce the spread of rumours and connect with accurate health information.

WhatsApp also announced a $1 million grant to the International Fact Checking Network to support fact-checking for the #CoronaVirusFacts Alliance.

Toronto, May 7: Scientists have uncovered how bats can carry the MERS coronavirus without getting sick, shedding light on what triggers coronaviruses, including the one behind the COVID-19 pandemic, to jump to humans.

According to the study, published in the journal Scientific Reports, coronaviruses like the Middle East respiratory syndrome (MERS) virus, and the COVID19-causing SARS-CoV-2 virus, are thought to have originated in bats.

While these viruses can cause serious, and often fatal disease in people, bats seem unharmed, the researchers, including those from the University of Saskatchewan (USask) in Canada, said.

"The bats don't get rid of the virus and yet don't get sick. We wanted to understand why the MERS virus doesn't shut down the bat immune responses as it does in humans," said USask microbiologist Vikram Misra.

In the study, the scientists demonstrated that cells from an insect-eating brown bat can be persistently infected with MERS coronavirus for months, due to important adaptations from both the bat and the virus working together.

"Instead of killing bat cells as the virus does with human cells, the MERS coronavirus enters a long-term relationship with the host, maintained by the bat's unique 'super' immune system," said Misra, one of the study's co-authors.

"SARS-CoV-2 is thought to operate in the same way," he added.

Stresses on bats, such as wet markets, other diseases, and habitat loss, may have a role in coronavirus spilling over to other species, the study noted.

"When a bat experiences stress to their immune system, it disrupts this immune system-virus balance and allows the virus to multiply," Misra said.

The scientists, involved in the study, had earlier developed a potential treatment for MERS-CoV, and are currently working towards a vaccine against COVID-19.

While camels are the known intermediate hosts of MERS-CoV, they said bats are suspected to be the ancestral host.

There is no vaccine for either SARS-CoV-2 or MERS, the researchers noted.

"We see that the MERS coronavirus can very quickly adapt itself to a particular niche, and although we do not completely understand what is going on, this demonstrates how coronaviruses are able to jump from species to species so effortlessly," said USask scientist Darryl Falzarano, who co-led the study.

According to Misra, coronaviruses rapidly adapt to the species they infect, but little is known on the molecular interactions of these viruses with their natural bat hosts.

An earlier study had shown that bat coronaviruses can persist in their natural bat host for at least four months of hibernation.

When exposed to the MERS virus, the researchers said, bat cells adapt, not by producing inflammation-causing proteins that are hallmarks of getting sick, but instead by maintaining a natural antiviral response.

On the contrary, they said this function shuts down in other species, including humans.

The MERS virus, the researchers said, also adapts to the bat host cells by very rapidly mutating one specific gene.

These adaptations, according to the study, result in the virus remaining long-term in the bat, but being rendered harmless until something like a disease, or other stressors, upsets this balance.

In future experiments, the scientists hope to understand how the bat-borne MERS virus adapts to infection and replication in human cells.

"This information may be critical for predicting the next bat virus that will cause a pandemic," Misra said.

Paris, Jul 2: Several interacting exoplanets have already been spotted by satellites. But a new breakthrough has been achieved with, for the first time, the detection directly from the ground of an extrasolar system of this type.

An international collaboration including CNRS researchers has discovered an unusual planetary system, dubbed WASP-148, using the French instrument SOPHIE at the Observatoire de Haute-Provence (CNRS/Aix-Marseille Universite).

The scientists analysed the star's motion and concluded that it hosted two planets, WASP-148b and WASP-148c. The observations showed that the two planets were strongly interacting, which was confirmed from other data.

Whereas the first planet, WASP-148b, orbits its star in nearly nine days, the second one, WASP-148c, takes four times longer. This ratio between the orbital periods implies that the WASP-148 system is close to resonance, meaning that there is enhanced gravitational interaction between the two planets. And it turns out that the astronomers did indeed detect variations in the orbital periods of the planets.

While a single planet, uninfluenced by a second one, would move with a constant period, WASP-148b and WASP-148c undergo acceleration and deceleration that provides evidence of their interaction.

The study will shortly be published in the journal Astronomy & Astrophysics.
