Indian domestics: Hiring to begin ‘in two weeks’

Jeddah, Jan 5: A joint meeting of Saudi and Indian labor officials will be held soon to finalize procedures for the recruitment of domestics to work in the Kingdom, said Overseas Indian Affairs Minister Vayalar Ravi. He said the recruitment process would begin within two weeks.

Ravi, however, added that the decision to launch the recruitment initiative on the basis of the new agreement would be taken by the Saudi Labor Ministry. “We hope the agreement will determine the relation between the employer and employee and this is a very significant achievement.”

The two countries signed a labor cooperation agreement on Thursday that will cover about a quarter of the 2.8 million Indians working in Saudi Arabia. “It will be a stepping stone for a more comprehensive pact covering all Indian workers in the Kingdom,” an Indian official said.

Ravi, who signed the accord with Saudi Labor Minister Adel Fakeih, said: “This would go a long way in protecting the interests of Indian workers.”

Ravi thanked the Saudi minister and the Kingdom for hosting thousands of Indian workers “who have contributed to the economic development of Saudi Arabia and continue to be one of the most disciplined, law abiding, and hard working communities.”

Fakeih also emphasized the significance of the agreement, which regulates contractual relations between employers and domestics, ensures authenticity and implementation of the employment contract, promises action against recruitment agencies violating laws and seeks to establish a mechanism to provide 24 hours assistance to domestic workers.

A standard employment contract would set out minimum wages, working hours, paid holidays and a dispute settlement mechanism.

Terming India “an important and active partner at more than one level,” Fakeih said the agreement was in the context of the protection of the rights and regulating the labor relations between employers and employees as per international regulations and treaties.

“This important agreement is the result of the excellent relations between the two countries,” the Saudi minister said, adding that the two sides have agreed to set up a joint committee of senior officials to address obstacles.

Muscat, Jan 11: Oman's Culture and Heritage Minister, Haitham bin Tariq Al Said, took oath as country's Sultan on Saturday following the demise of Qaboos bin Said al-Said, the country's government confirmed on Saturday.

Sputnik quoted a report by sultanate's Al-Roya newspaper as saying that the new Sultan " affirmed the continuation of the country's modernisation and development in various fields."

The development comes after Qaboos bin Said, who had served as the ruler of Oman since 1970, died Friday at the age of 79.

Earlier in the day, Prime Minister Narendra Modi had condoled Qaboos's demise and remembered him as the "beacon of peace for India and the world".

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.

Dubai, Jan 8: A Ukrainian airliner crashed soon after taking off from Tehran's Imam Khomeini airport on Wednesday, killing all 176 people aboard, Iran's state television and Ukraine's leaders said.

The Boeing 737 belonging to Ukraine International Airlines crashed near the airport and burst into flames. Ukraine's embassy in Iran, citing preliminary information, said the plane had suffered engine failure and the crash was not caused by "terrorism".

Ukraine President Volodymyr Zelenskiy said there were no survivors.

"My sincere condolences to the relatives and friends of all passengers and crew," Zelenskiy said in a statement, adding that Ukraine was seeking to establish the circumstances of the crash and the death toll.

Iranian TV said the crash was due to technical problems but did not elaborate. State broadcaster IRIB said on its website that one of the plane's two black boxes - the flight data recorder and the cockpit voice recorder - had been found.

Iranian media quoted an Iranian aviation official as saying the pilot of the airliner did not declare an emergency.

There was no official word from Ukraine International Airlines. It was the Kiev-based airline's first fatal crash.

"The fire is so heavy that we cannot (do) any rescue... we have 22 ambulances, four bus ambulances and a helicopter at the site," Pirhossein Koulivand, head of Iran's emergency services, told Iranian state television.

Ukraine's prime minister and Iranian state TV said 167 passengers and 9 crew were on board. Iranian TV said 32 of those on board were foreigners.

Television footage showed debris and smouldering engine parts strewn across a field, and rescue workers with face masks retrieving bodies of the victims.

According to air tracking service FlightRadar24, the plane that crashed was Flight PS 752 and was flying to Kiev. The plane was three years old and was a Boeing 737-800NG, it said.

The model's twin engines are made by CFM International, a U.S.-French venture co-owned by General Electric and France's Safran.

Modern aircraft are designed and certified to cope with an engine failure shortly after take-off and to fly for extended periods on one engine. However, an uncontained engine failure releasing shrapnel can cause damage to other aircraft systems.

A spokesman for Boeing said the company was aware of media reports of a plane crash in Iran and was gathering more information. The plane manufacturer grounded its 737 MAX fleet in March after two crashes that killed 346 people.

The 737-800 is one of the world's most-flown models with a good safety record and which does not have the software feature implicated in crashes of the 737 MAX.

Under international rules overseen by the United Nations, Iran is responsible for leading the crash investigation.

Ukraine would be involved and the United States would usually be accredited as the country where the Boeing jet was designed and built. France, where the engine maker CFM has half its activities, may also be involved.

There was no immediate word on whether the U.S. National Transportation Safety Board would be involved in the probe amid escalating tensions between the U.S. and Iran. The NTSB usually invites Boeing to give technical advice in such investigations.
