Indian-origin police officer ‘working overtime on Christmas’ shot dead in California

New York, Dec 27: A 33-year-old Indian-origin police officer in the US state of California has been killed after being shot by an “armed” unidentified gunman while he was conducting a traffic stop.

Corporal Ronil Singh of the Newman Police Department was shot and killed during a traffic stop when he was “working overtime on Christmas night to provide the best for his family.” “A few moments later he called out ‘shots fired’ over the radio,” the Stanislaus County Sheriff’s Department said in a statement, which is leading the investigation. “Multiple agencies responded to assist, and Singh was found at the scene with gunshot wounds.” He was transported to a local hospital where he was pronounced dead, the department said.

It said the suspect had fled the scene in his vehicle before the police arrived. The department is leading the investigation and have released surveillance photographs of the suspect and vehicle, asking for any information on the identity of the suspect.

The California Highway Patrol (CHP) described him as Hispanic.

“Suspect is considered armed and dangerous and may be in possession of a firearm,” the CHP said.

Singh was a more than 7-year veteran of the Newman Police Department and was assigned as a canine officer. Prior to joining the Newman Police Department, he served with the Merced County Sheriff’s Department.

Corporal Singh is survived by his wife, Anamika, and 5-month-old son.

A report in KCRA3 news said that Singh was a native of Fiji and had immigrated to America. It quoted Stanislaus County Sheriff’s Department spokesman Raj Singh as saying that he knew the slain officer.

“He was living the American Dream. He immigrated here from the Fiji Islands, just like my parents did, and was definitely enjoying the American Dream,” Deputy Raj Singh said.

Tributes and condolence messages for Singh poured from police departments and officials across the country. California Governor Edmund Brown extended his condolences to Singh’s wife, their young son and colleagues. “Our hearts are with the entire community of Newman and law enforcement officers across the state who risk their lives every day to protect and serve the people of California,” Brown said.

In honour of Singh, Capitol flags in California will be flown at half-staff, the Governor’s office said. The New York City Police Department (NYPD) Commissioner James P O’Neill tweeted that the entire New York Police Department is “thinking of the family, friends and colleagues of Corporal Ronil Singh… of the Newman Police Department (CA), who was murdered early this morning while conducting a traffic stop — just hours after taking Christmas photos with his wife and son. #NeverForget.”

The New York Police Department, in a separate tweet, said after years of service with the Newman Police Department, “Singh was shot & killed while conducting a traffic stop shortly after Christmas day. We mourn the loss of this hero and send our condolences to his friends, family, and colleagues.” The Indian Officers’ Society at the NYPD expressed sadness at Singh’s death, tweeting that Singh was killed in the line of duty and recalled his service to the community.

Newman Police Chief Randy Richardson said the Newman Police family is devastated by Singh’s death.

New Delhi, Feb 5: Kapil Baisala who opened fired at the Shaheen Bagh protest site last week is a member of the Aam Aadmi Party, police said on Tuesday, sparking a war of words between the BJP and the AAP.

While the BJP accused Chief Minister Arvind Kejriwal of "playing" with the security of the country, the AAP hit back, stating the saffron party was indulging "dirty politics".

Deputy Commissioner of Police (Crime Branch) Rajesh Deo said that Baisala and his father joined the AAP in early 2019.

Baisala's family, however, refuted the police's claim.

Kapil Baisala's uncle Fatesh Singh told PTI, "I have no idea where these photographs are circulating from. My nephew Kapil had no association with any political party nor does any other member from the family. My brother, Gaje Singh, (Baisala's father) fought assembly elections in 2008 on a Bahujan Samaj Party ticket and lost. After that no one from our family had any links with any political party."

Singh added that Baisala also doesn't have friends associated with the AAP or any other political party.

Gaje had also contested the 2012 civic body polls from the BSP, the police said.

The police officer said they seized Baisala's mobile phone and retrieved WhatsApp data.

On Saturday, Baisala fired two rounds in air at Shaheen Bagh. According to eyewitnesses, the man shouted "Hindu Rashtra Zindabad" and fired two rounds.

He was overpowered by the police and later arrested.

In the pictures, it was seen that he and his father joined the party in the presence of Atishi Marlena, Sanjay Singh and other leaders, sources said.

The police said on Thursday, Baisala, along with his friend Sarthak Larolla, went to Shaheen Bagh from his village on a bike.

Through CCTV footage, it was found they took the DND flyover, Maharani Bagh, Sarai Jullena and reached Holy Family hospital, a senior police officer said.

"Baisala was not comfortable on the bike as he had hidden the pistol near his waist. They entered the hospital's parking where he adjusted the pistol, used the washroom and headed towards Shaheen Bagh," the senior official added.

When they reached the protest site, Larolla left the spot with the motorcycle and Baisala's mobile phone. Later, Baisala fired two rounds in the air and was apprehended. The weapon was recovered from near the spot, the police said.

Larolla joined the investigation and the mobile phone was seized from his residence.

Baisala has been remanded to police remand for two days.

He had bought the pistol around seven years ago for his brother's marriage. The source of the weapon from where he procured it is yet to identified, police said.

The sources said Baisala was previously also involved in firing incident but was never caught nor was a case registered against him.

Hitting out at the AAP, BJP president J P Nadda accused Kejriwal of playing with the security of the country and said that the people will give the party a befitting reply.

"I want to make clear to Kejriwal that this country is bigger than any election, any government, and the country will not forgive those who play with its security. The people of Delhi will give a befitting reply," Nadda tweeted.

Senior AAP leader Sanjay Singh asked on whose directions was the Delhi Police accusing his party.

"Before the police revealed it (Baisala being an AAP member), how did BJP's Delhi president Manoj Tiwari come to know about it," Singh asked and accused the police of maligning the party.

Ninety per cent of a sample group of coronavirus-recovered patients from a prominent hospital in China's Wuhan city where the pandemic broke out have reported lung damage and five per cent of them are again in quarantine after testing positive for the virus, according to a media report on Wednesday.

A team at the Zhongnan Hospital of Wuhan University led by Peng Zhiyong, director of the hospital's Intensive Care Unit, has been conducting follow-up visits with '100 recovered patients' since April.

The first phase of this one-year programme finished in July. The average age of the patients in the study is 59.

According to the first phase results, 90 per cent of the patients' lungs are still in a damaged state, which means their lungs ventilation and gas exchange functions have not recovered to the level of healthy people, state-run Global Times reported.

Peng's team conducted a six-minute walking test with the patients. They found that the recovered patients could only walk 400 metres in six minutes while their healthy peers could walk 500 metres in the same period.

Some recovered patients have to rely on oxygen machines even three months after being discharged from the hospital, Liang Tengxiao, a doctor from the Dongzhimen Hospital, Beijing University of Chinese Medicine, was quoted as saying by the report.

Liang's team is also conducting follow-up visits with recovered patients aged above 65.

The results also showed that antibodies against the novel coronavirus in 10 per cent of the 100 patients have disappeared.

Five per cent of them received negative results in Covid-19 nucleic acid tests but positive results in Immunoglobulin M (IgM) tests, and thus have to be quarantined again, the report said.

IgM is usually the first antibody produced by the immune system when a virus attacks. A positive result in an IgM test usually means that a person has just been infected by the virus.

It is still unclear if this means these people have been infected again.

The 100 patients' immune systems have not fully recovered as they showed a low level of B cells -- - a primary force for killing viruses in the human body -- but a high level of T cells which only recognise viral antigens outside infected cells.

"The results revealed that the patients’ immune systems are still recovering," Peng said.

The patients also suffered from depression and a sense of stigma. Most of the recovered patients told the team that their families were not willing to have dinner with them at the same table, the report said.

Less than half of the recovered patients have returned to work, it said.

The findings are significant as the coronavirus first emerged in Wuhan city.

Hubei province for which Wuhan is the provincial capital has reported a total of 68,138 confirmed Covid-19 cases till now. The disease has claimed 4,512 lives in the province, according to the official data.

China reported 27 new confirmed Covid-19 cases on Tuesday, including 22 locally-transmitted cases, the National Health Commission (NHC) said on Wednesday.

London, Apr 22: The UK government on Tuesday announced a 20 million pounds funding for a University of Oxford project working on developing a vaccine against the novel coronavirus, which is now ready for acceleration as it begins human trials from Thursday.

UK Health Secretary Matt Hancock told the daily Downing Street briefing that the Department for Health was “throwing everything” at trying to find a vaccine because it is a critical aspect of the COVID-19 pandemic fight and lifting the strict lockdown measures in place to curb its spread.

Another 22.5 million pounds is being made available to Imperial College London to support its phase-two clinical trials for them to begin the work on a very large phase three trial.

"Normally it would take years to get to this point," said Hancock.

"The UK is at the forefront of the global effort – we've put in more money than any other into the global search for a vaccine. Nothing about this is inevitable. Vaccine production is a matter of trial and error. But the UK will throw everything it has at trying to find one,” he said.

The announcement came as Britain had another major daily leap in the hospital death toll from coronavirus, up by 823 to hit 17,337 on Tuesday.

But the Cabinet minister said the government's plan to control the rapid spread of the virus and prevent the state-funded National Health Service (NHS) from being overwhelmed is working as the number of hospitalisations with COVID-19 was showing a downward trajectory.

In reference to a major issue in the last few weeks of a critical shortage of personal protective equipment (PPE) for doctors and nurses on the frontlines of COVID-19 treatment, the minister said the supply problems are being addressed by actively engaging with thousands of companies, including 159 UK manufacturers.

“We are determined to get people the PPE they need. This is a 24/7 operation, one of the biggest cross-government operation I have ever seen," said Hancock.
