Indian students worry about physical safety in US

Washington, Jul 15: Indian students have a "high level of concern" about potential study in the US and a large number of them worry about their physical safety and about the feeling of being unwelcome, according to a new survey.ussfty

The Institute of International Education (IIE) suggested that the final outcome of the US Supreme Court order in June that temporarily upheld President Donald Trump's executive order to restrict entry of nationals from six Muslim majority countries to America weighs on their mind.

With over a million international students pursuing higher education in the US and contributing more than $36 billion to the American economy, the stakes are high, it said.

Founded in 1919, the IIE is a US-based not-for-profit working to build peaceful and equitable societies by advancing scholarship, building economies and promoting access to opportunity. It focuses on International Student Exchange and Aid, Foreign Affairs, and International Peace and Security.

The IIE said that the survey results indicate the highest level of institutional concern regarding enrollment of students from the Middle East, followed by India.

Thirty-one per cent of institutions are very concerned that Middle Eastern students who have accepted offers of admissions may not arrive on campus in the fall, and 20 per cent are very concerned that Indian students may not arrive on campus, it said.

"This uncertainty raises valid concerns as to whether students from the Middle East may be deterred from US study," it said.

"Securing and maintaining a visa is reported as the top concern among these students and was reported by 46 per cent of institutions, while feeling welcome in the United States was an almost equal concern, with 41 per cent of institutions noting so from their conversations with students," it added.

According to the IIE, survey findings suggest that Indian students "have a high level of concern about potential study in the United States, 80 per cent of institutions responded that physical safety was the most pronounced concern for Indian students, while 31 per cent of institutions indicated that feeling welcome was also a concern."

"Although application totals appearing to largely remain stable, yield rates and a concern about personal safety suggest the possibility that Indian students may not continue to grow as the second largest international group in US higher education," IIE said.

"Their concerns may lead some Indian students to accept admissions offers from other leading host countries, especially from those that issue student visas more quickly."

The IIE, however, said despite widespread concerns that international student interest in the US might be flagging, the evidence from this survey suggests that "this is not the case."

It said that interest among international students in the US remains steady overall despite the current environment.

According to the study, modest drops in yield - the percentage of students that attend a college or university after having been offered admission - at some institutions may be offset by steady or increased yield at other schools.

Among the 112 colleges that provided data there was a 2 per cent decline in the expected yield rate this year compared to last year.

Overall, international undergraduate yield has dipped slightly from 26 to 24 per cent from fall 2016 to fall 2017.

The two percentage point decline is comparable to shifts in the domestic (US) student yield reported by institutional respondents, which fell from 30 to 28 per cent over the same time period, it said.

According to the study, there is however little concern about students from Europe and Canada arriving on campus in the fall and only modest concern about students' arrival from China and Latin America.

Washington, Jun 27: Facebook has said that it will flag all "newsworthy" posts from politicians that break its rules, including those from President Donald Trump.

Separately, Facebook's stock dropped more than 8 per cent, erasing roughly USD 50 billion from its market valuation, after the European company behind brands such as Ben & Jerry's and Dove announced it would boycott Facebook ads through the end of the year over the amount of hate speech and divisive rhetoric on its platform.

Later in the day, Coca-Cola also announced it joined the boycott for at least 30 days.

CEO Mark Zuckerberg had previously refused to take action against Trump posts suggesting that mail-in ballots will lead to voter fraud, saying that people deserved to hear unfiltered statements from political leaders.

Twitter, by contrast, slapped a "get the facts" label on them.

Until Friday, Trump's posts with identical wording to those labelled on Twitter remained untouched on Facebook, sparking criticism from Trump's opponents as well as current and former Facebook employees.

Now, Facebook is all but certain to face off with the president the next time he posts something the company deems to be violating its rules.

"The policies we're implementing today are designed to address the reality of the challenges our country is facing and how they're showing up across our community," Zuckerberg wrote on his Facebook page announcing the changes.

Zuckerberg said the social network is taking additional steps to counter election-related misinformation.

In particular, the social network will begin adding new labels to all posts about voting that will direct users to authoritative information from state and local election officials.

Facebook is also banning false claims intended to discourage voting, such as stories about federal agents checking legal status at polling places.

The company also said it is increasing its enforcement capacity to remove false claims about local polling conditions in the 72 hours before the US election.

Ethan Zuckerman, director of the Massachusetts Institute of Technology's Center for Civic Media, said the changes are a "reminder of how powerful Facebook may be in terms of spreading disinformation during the upcoming election".

He said the voting labels will depend on how good Facebook's artificial intelligence is at identifying posts to label.

"If every post that mentions voting links, people will start ignoring those links. If they're targeted to posts that say things like 'Police will be checking warrants and unpaid traffic tickets at polls' a classic voter suppression disinfo tactic and clearly mark posts as disinfo, they might be useful," he said.

But Zuckerman noted that Facebook "has a history of trying hard not to alienate right-leaning users, and given how tightly President Trump has aligned himself with voter-suppressing misinfo, it seems likely that Facebook will err on the side of non-intrusive and ignorable labels, which would minimize impact of the campaign."

Earlier in the day, shares of Facebook and Twitter dropped sharply after consumer-product maker Unilever announced a new ad boycott on Facebook, Twitter and Instagram through at least the end of the year.

The European company said it took the move to protest the amount of hate speech online.

Unilever said the polarised atmosphere in the United States ahead of November's presidential election placed responsibility on brands to act.

In addition to the decline in Facebook shares, Twitter ended the day more than 7 per cent lower.

Unilever, which is based in the Netherlands and Britain, joins a raft of other advertisers pulling back from online platforms.

Facebook in particular has been the target of an escalating movement to withhold advertising dollars to pressure it to do more to prevent racist and violent content from being shared on its platform.

"We have decided that starting now through at least the end of the year, we will not run brand advertising in social media newsfeed platforms Facebook, Instagram and Twitter in the U.S.," Unilever said.

"Continuing to advertise on these platforms at this time would not add value to people and society."

Facebook did not immediately respond to a request for comment. On Thursday, Verizon joined others in the Facebook boycott.

Unilever "has enough influence to persuade other brand advertisers to follow its lead," said eMarketer analyst Nicole Perrin.

She noted that Unilever pulled back spending "for longer, on more platforms (including Twitter) and for more expansive reasons" in particular, by citing problems with "divisiveness" as well as hate speech.

Sarah Personette, vice president of global client solutions at Twitter, said the company's "mission is to serve the public conversation and ensure Twitter is a place where people can make human connections, seek and receive authentic and credible information, and express themselves freely and safely."

She added that Twitter is "respectful of our partners' decisions and will continue to work and communicate closely with them during this time."

United Nations, May 8: UN Secretary-General Antonio Guterres said Friday the coronavirus pandemic keeps unleashing a tsunami of hate and xenophobia, scapegoating and scare-mongering. 

The UN chief said anti-foreigner sentiment has surged online and in the streets, anti-Semitic conspiracy theories have spread, and COVID-19-related anti-Muslim attacks have occurred. 

Guterres said migrants and refugees have been vilified as a source of the virus -- and then denied access to medical treatment. 

With older persons among the most vulnerable, contemptible memes have emerged suggesting they are also the most expendable, he said. 

And journalists, whistleblowers, health professionals, aid workers and human rights defenders are being targeted simply for doing their jobs. 

Guterres appealed for an all-out effort to end hate speech globally. The secretary-general called on political leaders to show solidarity with all people, on educational institutions to focus on digital literacy at a time when extremists are seeking to prey on captive and potentially despairing audiences. 

He called on the media, especially social media, to remove racist, misogynist and other harmful content, on civil society to strengthen their outreach to vulnerable people, and on religious figures to serve as models of mutual respect. 

And I ask everyone, everywhere, to stand up against hate, treat each other with dignity and take every opportunity to spread kindness, Guterres said.

The secretary-general stressed that COVID-19 does not care who we are, where we live, what we believe or about any other distinction. His global appeal to address and counter COVID-19-related hate speech follows his April 23 message calling the coronarivus pandemic a human crisis that is fast becoming a human rights crisis. 

Guterres said then that the pandemic has seen disproportionate effects on certain communities, the rise of hate speech, the targeting of vulnerable groups, and the risks of heavy-handed security responses undermining the health response. 

With rising ethno-nationalism, populism, authoritarianism and a push back against human rights in some countries, the crisis can provide a pretext to adopt repressive measures for purposes unrelated to the pandemic, he warned.

In February, Guterres issued a call to action to countries, businesses and people to help renew and revive human rights across the globe, laying out a seven-point plan amid concerns about climate change, conflict and repression.

May 18: Risk managers expect a prolonged global recession as a result of the coronavirus pandemic, a report by the World Economic Forum showed on Tuesday.

Two-thirds of the 347 respondents to the survey - carried out in response to the outbreak - put a lengthy contraction in the global economy top of their list of concerns for the next 18 months.

Half of risk managers expected bankruptcies and industry consolidation, the failure of industries to recover and high levels of unemployment, particularly among the young.

“The crisis has devastated lives and livelihoods. It has triggered an economic crisis with far-reaching implications and revealed the inadequacies of the past," said Saadia Zahidi, managing director of the World Economic Forum.

Environmental goals risk being discarded as a result of the pandemic, the report said, but governments should try to carve out a "green recovery".

"We now have a unique opportunity to use this crisis to do things differently and build back better economies that are more sustainable, resilient and inclusive," Zahidi said.

The report was compiled by the World Economic Forum’s Global Risks Advisory Board together with Marsh & McLennan Companies Inc and Zurich Insurance Group.

Risk managers were surveyed between April 1 and 13.
