Israel adopts ‘racist’ Jewish nation-state law

Jerusalem, Jul 20: Israel's parliament on Thursday adopted a law defining the country as the nation state of the Jewish people, provoking fears it could lead to blatant discrimination against Arab citizens.

Arab lawmakers and Palestinians called the law "racist" and said it legalised "apartheid" following a tumultuous debate in parliament.

Others said it neglects to specify equality and Israel's democratic character, implying that the country's Jewish nature comes first.

The legislation, adopted by 62 votes to 55, makes Hebrew the country's national language and defines the establishment of Jewish communities as being in the national interest.

Arabic, previously considered an official language, was granted only special status.

The law, passed in the early hours of Thursday, speaks of Israel as the historic homeland of the Jews and says they have a "unique" right to self-determination there, according to copies of the final text quoted by Israeli media.

However, a deeply controversial clause that had been seen as more specifically legalising the establishment of Jewish-only communities was changed after it drew criticism, including from Israeli President Reuven Rivlin.

The legislation becomes part of the country's basic laws, which serve as a de facto constitution.

"It is our state, the Jewish state, but in recent years some have tried to question that as well as the principles of our existence and our rights," Israeli Prime Minister Benjamin Netanyahu said after the vote on the legislation, backed by his right-wing government.

He called its approval a "decisive moment" in Israeli history.

- 'Death of democracy' -

A range of opposition politicians denounced the vote. The head of the mainly Arab Joint List alliance Ayman Odeh called it "the death of our democracy".

Arab parliament members who called the legislation "racist" ripped up copies of the bill in the chamber of the Knesset, Israel's parliament, after it was passed.

"This is a law that encourages not only discrimination, but racism as well," lawmaker Yousef Jabareen said.

Arab citizens account for some 17.5 percent of Israel's more than eight million population. They have long complained of discrimination.

Saeb Erekat, secretary-general of the Palestine Liberation Organisation, called the legislation a "dangerous and racist law" that "officially legalises apartheid and legally defines Israel as an apartheid system".

The sponsor of the law, Avi Dichter from Netanyahu's Likud party, has said it aims to defend Israel's "status as a Jewish and democratic state."

But others pointed out that references to "Jewish and democratic" in earlier versions of the law had been removed and that the law lacked references to equality as specified in the country's 1948 declaration of independence.

Shuki Friedman of the respected Israel Democracy Institute think tank said much of the law is symbolic, but it would force the courts to consider the country's Jewish nature and lead to a more "narrow interpretation of Arabs' rights".

By emphasising Israel's Jewish nature, it is "reducing, not directly but indirectly, its democratic nature," Friedman told AFP.

Various versions of the legislation have been debated for years.

Netanyahu's government, seen as the most right-wing in the country's history, had pushed for the law's approval before the parliament's summer session ends.

The legislation passed after the changing of a clause that would have allowed the state to "authorise a community composed of people having the same faith and nationality to maintain the exclusive character of that community".

Rivlin, whose role as president is mainly symbolic, had made a rare intervention in politics earlier this month to raise alarm over the clause.

The legislation "could harm the Jewish people worldwide and in Israel, and could even be used as a weapon by our enemies," he wrote in an open letter.

"Do we want to support the discrimination and exclusion of men and women based on their ethnic origin?"

Dubai, Jan 4: Three UAE airlines have made it to lists of the safest carriers in 2020, reinforcing the value these companies provide passengers in the increasingly competitive aviation scene.

Abu Dhabi's Etihad Airways and Dubai's Emirates are in the list of the top 20 safest airlines, while Sharjah-based Air Arabia is in the list of the top 10 low-cost carriers, safety and product rating website AirlineRatings.com reported on Thursday.

It named Qantas as the safest airline for 2020 out of the 405 carriers it monitors.

The top 20, in order, are Qantas, Air New Zealand, EVA Air, Etihad Airways, Singapore Airlines, Emirates, Alaska Airlines, Qatar Airways, Cathay Pacific Airways, Virgin Australia, Hawaiian Airlines, Virgin Atlantic Airlines, TAP Portugal, SAS, Royal Jordanian, Swiss, Finnair, Lufthansa, Aer Lingus and KLM.

"These airlines are clear standouts in the airline industry and are at the forefront of safety," said AirlineRatings.com editor-in-chief Geoffrey Thomas.

"For instance, Australia's Qantas has been recognised by the British Advertising Standards Association in a test case in 2008 as the world's most experienced airline."

"Qantas has been the lead airline in virtually every major operational safety advancement over the past 60 years and has not had a fatality in the pure-jet era," said Thomas.

AirlineRatings.com editors also identified their top 10 safest low-cost airlines; they are, in alphabetical order, Air Arabia, Flybe, Frontier, HK Express, IndiGo, Jetblue, Volaris, Vueling, Westjet and Wizz.

Saj Ahmad, chief analyst at StrategicAero Research in London, says that it isn't a surprise that UAE carriers are on those lists.

"UAE airlines almost always feature in the top rankings for safety because they value the equipment that they fly their passengers on each and every day," he told Khaleej Times on Thursday.

"All airlines do; but for the UAE, where airlines have expanded rapidly in the last couple of decades, it's an amazing feat that they rank so highly while inducting so many new aeroplanes."

There's little benefit to adding luxurious cabins if maintenance, security and safety protocols as well as routine engineering schedules are not adhered to, he stressed.

"And with the UAE itself sporting MRO activities as well as through companies like Strata, which supply components to Airbus and Boeing directly, airlines here have harnessed that tech-change to ensure that their fleets have the highest redundancy and safety checks at every possible chance," Ahmad added. "That translates into passenger confidence - and we can see the brand and loyalty strength across Emirates, flydubai, Air Arabia and Etihad; it's no surprise that each year, they all fly more and more passengers across their network."

In making its selections, AirlineRatings.com editors and its industry advisors take into account numerous critical factors that include: Audits from aviation's governing bodies and lead associations, government audits, airline's crash and serious incident record, fleet age, financial position and pilot training and culture.

"All airlines have incidents every day and many are aircraft or engine manufacture issues instead of airline operational problems. And it is the way the flight crew handles incidents that determines a good airline from an unsafe one. So just lumping all incidents together is very misleading," said Thomas.

New Delhi, Jun 16: Jet fuel or ATF price on Tuesday was hiked by 16.3 per cent while petrol price was increased by 47 paise per litre and that of diesel by a record 93 paise on the back of firming international oil rates.

Aviation turbine fuel (ATF) price was hiked by ₹5,494.5 per kilolitre (kl), or 16.3 per cent, to ₹39,069.87 per kl in the national capital, according to a price notification by state-owned oil marketing companies.

This is the second straight increase in ATF price this month. Rates were hiked by a record 56.5 per cent (₹12,126.75 per kl) on June 1.

Simultaneously, petrol and diesel prices were hiked for the 10th day in a row.

Petrol price in Delhi was hiked to ₹76.73 per litre from ₹76.26, while diesel rates were increased to ₹75.19 a litre from ₹74.26, the price notification said.

In 10 hikes, petrol price has gone up by ₹5.47 per litre and diesel by Rs 5.8 a litre.

Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.

The hike in diesel rates is the highest daily increase since the state-owned fuel retailers started daily revision in rates in May 2017.

Hike for 10th consecutive day

Tuesday’s increase in petrol and diesel price marks the 10th straight day of rise in rates since oil companies on June 7 restarted revising prices in line with costs, after ending an 82-day hiatus.

The freeze in rates was imposed in mid-March soon after the government hiked excise duty on petrol and diesel to shore up additional finances.

Oil PSUs Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL) instead of passing on the excise duty hikes to customers adjusted them against the fall in the retail rates that was warranted because of fall in international oil prices.

The June 1 hike in jet fuel price had come after seven consecutive reductions in rates since February. ATF price in Delhi before the reduction cycle began in February was ₹64,323.76 per kilolitre, which got reduced to ₹21,448.62 last month.

Industry officials said the hike was necessitated because benchmark international rates have bounced back from a two-decade low.

While ATF prices are revised on 1st and 16th of every month, petrol and diesel prices are revised on a daily basis.

Oil companies used to revise ATF prices on the first of every month, but adopted fortnightly revisions on March 21 to pass on the benefit of falling international oil prices to airlines.

Dubai, Apr 13: The UAE plans to impose "strict restrictions" on countries reluctant to take back their nationals working in the Gulf country in the wake of the coronavirus outbreak and restructure its cooperation and labour relations with them, a state-run media report said on Sunday.

Indian expatriate community of nearly 33 lakh is the largest ethnic community in UAE constituting roughly about 30 per cent of the country’s population. Among the Indian states, Kerala is the most represented followed by Tamil Nadu and Andhra Pradesh.

The options being considered by the Ministry of Human Resources and Emiratisation include "imposing strict future restrictions on the recruitment" of workers from these countries and activating the "quota" system in recruitment operations, state-run WAM news agency reported, citing an official.

It said the options also include suspending memoranda of understanding signed between the ministry and concerned authorities in these countries.

Citing the unnamed official, it said these options are being considered after many countries did not respond to requests by their nationals to return home following the coronavirus outbreak.

The official made it clear that all countries of foreign workers in the UAE should be responsible for their nationals wishing to return to their countries as part of the humanitarian initiative launched recently by the ministry.

Earlier this month, the ministry launched the initiative to enable residents who work in the UAE and wish to return to their countries to do so during the period of precautionary measures undertaken in the UAE to contain the spread of the coronavirus.

Employees will be asked to submit their annual leave dates or agree with their employers on unpaid leave.

UAE's Ambassador to India Ahmed Abdul Rahman Al Banna has said that the Ministry of Foreign Affairs and International Cooperation (MOFAIC) had sent out a “note verbale” to all the embassies in the UAE, including the Indian mission, during the past couple of weeks on the issue.

“We have sent the note verbale and all the embassies have been informed including the Indian embassy in the UAE and even the Ministry of External Affairs in India,” Al Banna told Gulf News over phone on Saturday.

He said the UAE has offered to test those who want to be evacuated.

“We are assuring everybody that we have the best of the facilities, the best of the testing centres and we have tested more than 500,000 people,” he said.

“We are assuring them also of our cooperation to fly those who got stranded in the UAE for some reasons. Some got stuck because of the lockdown and closure of airports in India. Some were visiting the UAE.”

“We are offering our system and making sure that they are good (to fly) by doing all the tests and transport them according to the request of their own government,” he said.

The envoy said those who test positive for COVID-19 will remain in the UAE. “They will be treated in our home facilities,” he added.

The Kerala High Court on Saturday sought the central government's response to a petition seeking a direction to bring back Indians stranded in the UAE in view of the coronavirus outbreak in the gulf nation.

Considering the plea by Kerala Muslim Cultural Centre (KMCC) in Dubai, the court directed the Centre to file an affidavit on the steps taken by it to ensure the safety of Indians living there and bring back those stuck in the Gulf countries.

In its plea, KMCC, the organisation for non-resident Indians from Kerala, sought directions to the Ministries of External Affairs and Civil Aviation to provide exemptions in the international air travel ban to bring back those Indians stranded in the UAE.
