Jeddah-Jazan train link to spur growth

Jeddah, Oct 10: Businessmen and officials have welcomed the Saudi Railway Organization’s (SRO) plan to establish a 660-km coastal railway line between Jeddah and Jazan, saying it would boost the two regions’ economic, commercial and social development.

Jeddah-Jazan trainThe SRO recently signed a contract with an engineering consultancy firm to conduct a feasibility study on the project, including its cost, number of passengers, and amount of cargo to be transported.

The firm has completed the first phase of its study, which has taken into consideration the railway line’s designs. The new line will be established parallel to the international coastal highway that serves many major roads and the Jazan Economic City.

Mohammed bin Khaled Al-Suwaiket, SRO's chief, said the plan is to expand the Kingdom’s railway network. “We have drafted a strategic plan for railway expansion spanning 9,900 km and 19 railway lines,” he said.

He said the dual line between Jeddah and southern Jazan would pass Shuaiba, Al-Laith, Madhleef, Qunfudah, Amq, Barak, Qahma, Shuqaiq and Sabya. It would be linked with the landbridge project that connects Riyadh with the Red Sea port city.

Ali bin Mohammed Al-Garni, chairman of Qunfudah Municipal Council, said Saudis have been looking forward to this strategic project for a long time. “It will not only boost economic and industrial development of cities linked by the railway but also cut down on road accidents."

Shaikh Mohammed Rafik, chairman of Gammon Group, which is developing an industrial city in Jazan, said the new railway would encourage more foreign companies to invest in the industrial city, which is expected to draw investment worth SR75 billion and create 100,000 jobs.

“The industrial city will spur Jazan’s economic growth and bring about a face-lift for the region,” said Rafik. “We are now in the process of signing agreements with prominent companies from Canada, China, India, South Africa and Malaysia,” he said.

According to a study, the number of passengers on this route will increase from 1.13 million to 1.95 million by 2025 while cargo flow will jump from 1.8 million to 3.19 million tons.

Emad Al-Subhi, chairman of Al-Laith Municipal Council, stressed the railway’s role in accelerating economic and commercial growth, and providing safe public transport services.

“The project reflects the government’s long-term vision,” said Abdul Rahman Halawani, a Saudi businessman. “We hope the governors of Makkah and Jazan make this dream a reality to accelerate growth,” he said.

Abdullah Hubaily, a member of the Tourism Development Committee, described the railway as the best transport mode for a vast country such as Saudi Arabia. “Infrastructure projects such as railways will attract foreign capital and promote tourism.”

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.

Riyadh, Mar 24: General Directorate of Passports (Jawazat) on Tuesday asked all expatriates in the Kingdom, who have a final exit visa or an exit and reentry visa, to quickly cancel them before their expiry. This is to avoid the prescribed fines for not availing of these visas before their expiry date, the Saudi Press Agency reported.

The new measure was taken following the Saudi government’s suspension of international flights as part of the preventive and precautionary measures to stem the spread of new coronavirus. The Jawazat asked expatriates to verify the validity of such visas and cancel them through Ministry of Interior’s electronic service portals of Absher or Muqeem.

It underlined the need to adhere to the regulations and instructions in order to avoid fines prescribed by law against the violators.

Dubai, Apr 28: Riyadh municipality has announced 13 requirements to restore commercial activity in malls starting Wednesday (April 29), in accordance with the government’s coronavirus precautionary measures.

The requirements include: the continued closure of all entertainment and playing areas inside malls, and not allowing the entry of children under the age of 15.

The municipality requires all malls to ensure the availability of medical examination and sterilization teams to measure the temperature of all individuals entering the mall at all entrances throughout opening hours, prevent any person with a temperature exceeding 38 degrees Celsius from entering, remove all chairs and benches in the corridors, and provide masks and gloves for visitors at the entrances.

All malls are to have security personnel stationed at all entrances to ensure that visitors are wearing masks.

The municipality also requires all malls to sterilize the entire facility every 24 hours, allocate rooms for medical isolation when there is any suspicion of an individual being infected with COVID-19, ensure the presence of a sufficient number of security personnel, and carry out regular rounds to verify full compliance, and suspend the valet service.

It also called for malls to put up explanatory signs of the guidelines to ensure that everyone understands the precautionary measures.

Malls should rely on the use of escalators and stairs for movement between floors, and in the event they are not available, only two people are allowed to ride the elevator at a time.

Revised curfew

Saudi Arabia had revised on April 21 its coronavirus curfew timings for the holy month of Ramadan, allowing residents in all areas and cities not currently under a 24-horu lockdown to go out between 9 a.m. and 5 p.m.

However, areas under a complete lockdown will only be allowed to go out for essential needs, such as grocery shopping or medical visits, between the hours of 9 a.m. and 5 p.m. Residents in these areas must stay within their neighborhoods

A 24-hour lockdown was previously imposed on the cities of Riyadh, Tabuk, Dammam, Dhahran, and Hofuf and throughout the governorates of Jeddah, Taif, Qatif, and Khobar.

The government had imposed a full lockdown on the holy cities of Makkah and Madinah as well. Other cities and governorates had a curfew implemented from 3 p.m. to 6 a.m. daily.
