Journalist Soumya Viswanathan murder: Arvind Kejriwal orders special prosecutor

New Delhi, Feb 7: Delhi Chief Minister Arvind Kejriwal has expressed shock over public prosecutors "missing" hearings in the journalist Soumya Viswanathan case and directed the chief secretary to issue "show cause notice" to those prosecutors.

The parents of the TV journalist, who was shot dead more than 10 years ago, had knocked the door of the chief minister, seeking speedy trial and justice for her.

The chief minister has taken a strong note of Soumya Viswanathan case, a senior government official said.

"Today I have ordered that if public prosecutors did not attend the hearing then a show cause notice will be issued to them. Also, a special public prosecutor will be appointed," Mr Kejriwal said.

The chief minister has said it is shocking to hear that they missed hearings.

Mr Kejriwal has also directed to appoint a good special public prosecutor in consultation with the Home Ministry immediately, he added.

In a letter to the Chief Minister, Soumya's father MK Viswanathan had written that he and his family were tired of the "hollow assurances" from the authorities, and expressed hope from a "concrete response" from him.

Five people were arrested in 2009 on the charges of murder and are presently in custody. The trial in the case is going on in the Delhi's Saket district court for the last 10 years.

"We are seriously concerned about both, the pace at which the trial is moving as well as the quality of efforts being put in the proceedings by the prosecution.

"Hollow assurances from authorities have tired us out and we sincerely hope for a concrete response from you at the earliest," her father said.

He said the recent change in the "public prosecutor has raised our concerns as he, once again, was absent from the court on the date of the last hearing (February 2)".

Unlike the first prosecutor on the case, the current and the previous public prosecutors have been "unresponsive" in giving any updates to his family on the progress in the case, MK Viswanathan said.

The journalist was found shot dead in her car on September 30, 2008 in south Delhi's Vasant Kunj while returning home after work at around 3:30 am.

Raipur, Mar 13: Calling Jyotiraditya Scindia a "power-hungry" leader, Chhattisgarh Minister and Congress leader TS Singh Deo on Friday said that if someone joins another party to occupy the top position of the state that he should never become a Chief Minister.

When enquired if Deo has any plans to join the BJP in the future, he quickly said that he would never be able to relate himself with the "ideology" of the party.

"People may make claims but I will never join BJP, even if I get 100 lives I will never associate with that ideology. A person who joins BJP for not being able to become Chief Minister should never become a Chief Minister," he said while speaking to media in Raipur.

"A single person does not remain as captain forever, Kapil Dev got his chance when Gavaskar was there. Currently, Virat Kohli is the captain but in T20 there are different captains. Will Kohli join Pakistan's team if he is not made the captain? This is beyond understanding."

On Wednesday, Scindia joined BJP in New Delhi in the presence of party President JP Nadda. He had resigned from Congress a day earlier after meeting Union Home Minister Amit Shah and Prime Minister Narendra Modi.

He will file his nomination for the Rajya Sabha elections on March 13.

May it be Scindia or some other, misusing power cheating with citizens mandate for their self benifit  "very soon the fare and best judgement from the creator will be their very soon.  No one is greatro than the creator.

New Delhi, Jan 10: One woman reported a rape every 15 minutes on average in India in 2018, according to government data released on Thursday, underlining its dismal reputation as one of the worst places in the world to be female.

The highly publicised gang rape and murder of a woman in a bus in New Delhi in 2012 brought tens of thousands onto the streets across India and spurred demands for action from film stars and politicians, leading to harsher punishments and new fast-track courts. But the violence has continued unabated.

Women reported almost 34,000 rapes in 2018, barely changed from the year before. Just over 85% led to charges, and 27% to convictions, according to the annual crime report released by the Ministry of Home Affairs.

Women's rights groups say crimes against women are often taken less seriously, and investigated by police lacking insensitivity.

"The country is still run by men, one (female prime minister) Indira Gandhi is not going to change things. Most judges are still men," said Lalitha Kumaramangalam, former chief of the National Commission for Women.

"There are very few forensic labs in the country, and fast-track courts have very few judges," said Kumaramangalam, a member of Prime Minister Narendra Modi's Bharatiya Janata Party (BJP).

The rape of a teenager in 2017 by former BJP state legislator Kuldeep Singh Sengar gained national attention when the accuser tried to kill herself the following year, accusing the police of inaction.

Five months before Sengar was convicted last December, the accuser's family had to be provided with security after a truck crashed into the car she was in, injuring her and killing two of her relatives.

A 2015 study by the Centre for Law & Policy Research in Bengaluru found that fast-track courts were indeed quicker, but did not handle a high volume of cases.

And a study in 2016 by Partners for Law in Development in New Delhi found that they still took an average of 8.5 months per case - more than four times the recommended period.

The government statistics understate the number of rapes as it is still considered a taboo to report rape in some parts of India and because rapes that end in the murder are counted purely as murders.

New Delhi, Jul 28: Chief Minister Ashok Gehlot had "unconstitutionally" merged six MLAs of the Bahujan Samaj Party (BSP) with the Congress in Rajasthan, he did the same in his earlier tenure too, for which we wanted to teach him and his party a lesson, said BSP chief Mayawati on Tuesday.

The BSP chief added that her party could have gone to courts earlier but decided to wait for the "right opportunity".

"In Rajasthan, after elections results, BSP gave unconditional support of all its 6 MLAs to Congress. Unfortunately, Chief Minister Ashok Gehlot, out of his malicious intent and to damage BSP, merged them with Congress unconstitutionally. He did the same even during his earlier tenure," Mayawati said here.

"BSP could have gone to the court earlier too but we were looking for the time to teach Congress party and CM Ashok Gehlot a lesson. Now we have decided to go to the Court. We will not let this matter alone. We will go even to the Supreme Court," she added.

The BSP chief further reiterated that the party has asked the six MLAs to vote against the Congress government led by Ashok Gehlot if a trust vote takes place on the floor of the Rajasthan Assembly, failing which "their party membership will be cancelled".
She further said that the merger of BSP MLAs with Congress was immoral and went against the mandate given by voters in Rajasthan.
"Ulta-chor kotwal ko daante (the thief accuses the cop of wrongs) they (Congress) themselves indulge in wrongdoing and then accuse us," she further said.
On Sunday, the BSP issued a whip to six MLAs, asking them to vote against Congress in case of a no-confidence motion or any proceedings to be held during the Rajasthan Assembly session.

National General Secretary of BSP Satish Chandra Mishra, while speaking to news agecncy said, "Notices have been issued to the six MLAs separately as well as collectively, pointing out that since BSP is a National Party, there cannot be any merger at the state level at the instance of six MLAs unless there is a merger of BSP at the national level. If they violate it, they will be disqualified.

Notices have been issued to all six MLAs- - R Gudha, Lakhan Singh, Deep Chand, JS Awana, Sandeep Kumar and Wajib Ali, who are elected to the Rajasthan Assembly."
However, later on Monday, Lakhan Singh, hit back saying he and the five others had already joined the Congress.

"We six MLAs have already joined the Congress. BSP remembered us after nine months. They have issued this whip, after a message from the BJP. On this basis they are going to court", said Karauli MLA Lakhan Singh.

Rajasthan government is in turmoil after simmering differences between Deputy Chief Minister Sachin Pilot and Gehlot came out in the open. Pilot was removed as the Deputy Chief Minister and the state unit chief of Congress.

The Congress has accused the BJP of indulging in horse-trading to bring down the Gehlot government. The BJP has rejected the allegations.
