Karnataka becomes first state to give legal protection to those who help accidents victims

New Delhi, Sept 30: President Ram Nath Kovind has given assent to a bill which will give legal protection to the good samaritans in Karnataka who help accidents victims with emergency medical care within the 'golden hour', officials said Sunday.

With this, Karnataka has become the first state to give legal protection to good samaritans through a legislation amidst the rising incidents of accidental deaths in India, which saw 1,50,785 people getting killed in road accidents in 2016.

The Karnataka Good Samaritan and Medical Professional (Protection and Regulation during Emergency Situations) Bill, 2016, aims to give protection to good samaritans and ensure immediate medical assistance for road accident victims within the 'golden hour' and encourage people to offer first aid to victims without fear of harassment in the hands of police and investigations.

In medical term the 'golden hour' is the first hour after a traumatic injury when emergency treatment is very crucial.

Under the new law, the Karnataka government will provide financial help to good samaritans who help victims in a timely manner, they will be exempted from repeated attendance in courts and police stations, in case attendance is mandatory, expenses of such "running around to courts and police stations" will be taken care through the proposed 'Good Samaritan Fund'.

After admitting the accident victim to the hospital, the good samaritan can leave immediately, all government, as well as private hospitals, are bound to give first aid to the accident victims, according to the new legislation.

Another official said there have been many instances when people get busy in clicking photos or making videos of the victims, instead of providing the accident victims medical help.

"With the new law, there will be clear message that good samaritans will not be harassed in any manner," the official said.

There were 4,80,652 road accidents in the country in 2016 in which 1,50,785 people were killed. In 2015, there were 5,01,423 road accidents in the country in which 1,46,133 people were killed.

Karnataka is one of the top five states which saw a large number of people getting killed in road accidents in 2016 and 2015.

There is no central law to protect the good samaritans. However, the Union Surface Transport Ministry had issued a set of guidelines in 2015 following a Supreme Court order to protect the good samaritans.

Madikeri, Jan 16: Income Tax Department officials on Thursday raided the residence of Kannada actress Rashmika Mandanna at Virajpet in Kodagu District on Thursday.

About 10 IT officials arrived at the residence on Thursday at about 1930 hrs and started searching. The officials have been busy conducting the raid for more than three hours now.

I-T sources said that the search and seizure operations were conducted on suspicion that Rashmika Mandanna had evaded taxes.

Mandanna, 23, is a leading heroine and has acted in several Kannada and Telugu films over the last four years. Her most recent film Sarileru Neekevvaru opposite Mahesh Babu is in the theatres now.

She made her debut in Sandalwood with the film Kirik Party, which was a huge success at the box office. She went on to act in several Kannada and Telugu films in the last two years and has become a huge success in the industry. She has acted in Dear Comrade, Sarileru Neekevvaru, Chalo, Geeta Govindam, Chamak, Yajamana, Anjani Putra and Vritra.

She is currently working in the film Pogaru alongside Dhruva Sarja. She has acted in nine movies in the last two years and has also signed several advertising contracts.

Bengaluru, Aug 6: Karnataka Chief Minister BS Yediyurappa on Wednesday asked the state chief secretary to take necessary steps in view of the rising rainfall in the state and gave instructions for releasing Rs 50 crore for emergencies.

"CM BS Yediyurappa has instructed Chief Secretary to take appropriate precautions in view of the rise in rainfall activity across the state. CM advised Chief Secretary to keep in touch with district officials and instructed to release Rs 50 crores for emergencies," an official release said.

India Meteorological Department has issued a red alert in a number of districts in the state.

CS Patil, Director, India Meteorological Department (IMD) Bengaluru said that red alert has been announced in Udupi, Dakshina Kannada, Uttara Kannada, Chickamagalur, Shivamogga, Kodagu and Hassan due to heavy rainfall in the region from last two-three days.

New Delhi, Feb 18: The Rashtriya Swayamsevak Sangh is holding a daylong meeting with 70 columnists from across India on Tuesday in an effort to clear misconceptions about the organisation, sources said.

RSS chief Bhagwat, who last year met representatives of international media organisations posted in India, is expected to deliver a keynote address that will be followed by a free-flowing conversation, they said.

The 70 columnists attending Tuesday's meeting write in different languages.

The meeting, in Chhattarpur in New Delhi, is a closed-door meeting and the proceedings are "strictly confidential", the sources said
