Majority of Brexiters would swap free movement for EU market access

Jul 17: The majority of Brexit supporters would be happy to swap European free movement for single market access, according to two studies which suggest ways for Britain to pull back from the brink in the upcoming negotiations.Brexiters

Amid calls for the government to loosen its opposition to free movement in order to protect the economy when Britain leaves the EU, the research shows compromise would result in far less popular backlash than is assumed. Campaigners opposing hard Brexit claim it also vindicates their new slogan “no Brexit is better than a bad Brexit”.

In a poll conducted by YouGov three weeks after the general election, 1,600 adults were asked how important they thought it was to reduce immigration from the EU.

Framed as an isolated issue, the study confirmed that public opinion is still deeply divided a year on from the Brexit referendum: 72% of leave voters rated immigration either as very important or the most important issue in the talks, and 74% of remain voters said the opposite, ranking it less important or not important at all.

When asked to consider free movement as a trade-off for single market access – a principle described last week as “indivisible” by EU’s chief Brexit negotiator Michel Barnier – British voters appear far more pragmatic and united.

Leave voters would be evenly split if the government tried to keep full access to the single market in exchange for allowing a version of free movement that limited welfare benefits for new arrivals. Across the country as a whole, twice as many voters would be satisfied with this option than not, even though it goes no further than the deal struck by David Cameron before the referendum.

But support for a trade-off soars when voters are offered the option of other limitations on free movement that are used by some countries in the single market. Asked to consider a system where EU migrants were sent home if they did not find work, 55% of leave voters said they would be satisfied with this, versus only 25% who would be unhappy. There was only slightly less support for an “emergency brake” option to control surges in immigration.

Best For Britain, a pressure group opposed to hard Brexit that commissioned the research, said it proved it was wrong to assume that the referendum result meant Britain wished to ban free movement whatever the cost.

“Our polling shows that a huge majority of people across the country support freedom of movement if they too can keep their own rights to live, work and study abroad,” said its chief executive, Eloise Todd. “The picture is much more nuanced than the government has portrayed, with clear support for some limitations on freedom of movement that are already within the government’s control.”

The reputation of opinion polling has suffered since the surprises of the referendum and June’s general election, but YouGov’s conclusion is supported by other methods of assessing the public mood.

A separate study by researchers at King’s College London, the Rand thinktank and Cambridge University used a technique called “stated preference discrete choice experiments” to ask people to weight different priorities.

It found very little appetite for the government’s “no deal is better than a bad deal” approach to the talks, and voters much keener to compromise.

“Our research is one of the most rigorous assessments to date of what the public wants from Brexit, and it clearly shows that the British people do not wish to head over a cliff edge and leave the EU on World Trade Organisation rules – they want a proper deal,” said Jonathan Grant, the professor of public policy at King’s College London. “The British public are sophisticated enough to understand that they can’t ‘have their cake and eat it’, and will need to make and accept compromises to reach a deal.”

The team found that supposed red lines on immigration and leaving the European court of justice were far less important to voters than the government.

“While our results do show a desire to control movement of people to some extent, we find that this stems from a concern about managing demand for public services, rather than from wanting to limit freedom of movement per se,” wrote the team led by Charlene Rohr of Rand.

“Our analysis indicated that, on average, respondents would prefer a future relationship in which the UK is able to make and interpret all laws itself, but this was considered less important than maintaining free trade or being able to negotiate new trade deals independently.”

The new picture of public opinion comes as polls show overall support for Brexit dipping sharply as talks deteriorate, leading some campaigners to argue that the government must now invert its “no deal is better than a bad deal” slogan.

“It’s increasingly clear that no Brexit is better than a bad Brexit: no one voted to become poorer or have their rights reduced,” said Todd. “The government has committed to delivering the ‘exact same benefits’ out of Brexit for the UK and its people – that means guaranteeing citizens’ rights as they stand, and right now the government is failing on that measure by its own standards.”

Options for a softer Brexit

Efta membership Perhaps the most radical, but obvious, solution to Britain’s Brexit wobble would be to seek some form of membership of the European Free Trade Association, which the UK was in between 1960 and 1972. First designed as a stepping stone toward EU membership, this prosperous club comprising Norway, Iceland, Switzerland and Liechtenstein could serve the same role this time in reverse – at least until Britain was clearer on its final destination. At a bare minimum it could give the UK access to an internal market of four nearby economies, as well as a host of existing global trade deals. Joining just Efta would require freedom of movement but only among its four, relatively small, members.

“It could provide an elegant and relatively swift solution to some of the challenges facing the UK in securing post-Brexit trade agreements with non-EU partners,” concludes a new London School of Economics research. “The combination of continuity and flexibility could prove very valuable as the UK navigates the numerous uncertainties of the Brexit process”

Far more contentious would be using Efta to access the European Economic Area (EEA) and the wider single market of the EU, as Norway does. This is the option that gives Brexiters nightmares as it involves accepting EU rules on freedom of movement, regulation and payments, with little corresponding influence. But if this is the price of single market access either way, Efta at least provides a framework.

A customs union A less onerous alternative to the EEA might be to seek more limited access to European goods markets by striking a new customs deal with the EU, as Turkey has done. Not to be confused with the EU’s own internal customs union, which is reserved for members, this would guarantee the tariff-free frictionless trade sought by Tories and Labour, but (possibly) without all the burdens of full single market participation.

A customs union would undoubtedly come with a cost, especially in terms of Britain’s freedom to strike new international trade deals. However, recent Treasury research suggests the benefits of continued access for manufacturing supply chains far outweigh the unproven allure of far-flung new export markets. Proponents of this approach also point out that Liam Fox’s international trade department might still be able to seek new deals in the service sector instead, where Britain’s economic future looks brighter.

Associate status It is far from clear that either the Norway or Turkish models would automatically be on offer to post-Brexit Britain, but even more wishful thinking is apparent in another idea proposed by some Tories. They would like to see Britain seek associate membership of key regulatory agencies, such as Euratom and the European Medicines Agency, as a way to soften the blow of leaving the EU sector by sector.

At the very least this is likely to involve abandoning Theresa May’s opposition to the jurisdiction of the European court of justice. Ongoing associate membership would also come at a financial cost that would swell the size of Britain’s giant divorce bill. But the cost of replicating decades of accumulated bureaucracy from scratch without any international cooperation may well prove even higher.

No Brexit Vince Cable and Tony Blair have both recently predicted that Brexit may yet be abandoned entirely. As far-fetched as this might seem now, if Britain chooses the softer Brexit routes above, then it would have to accept most of the political compromises of EU membership anyway. A few years of pressing our face to the glass like Norway may be just what it takes to change Britain’s mind.

The Cambridge Analytica scandal is far from over. New explosive details leaked by a whistleblower shows that the extent of the rot is far deeper than previously thought.

An anonymous Twitter account, @HindsightFiles, has started releasing the documents, apparently on behalf of Brittany Kaiser, a former employee of the now defunct British data analytics and consulting company Cambridge Analytica.

"Democracies around the world are being auctioned to the highest bidder. We release the documents that explain how," reads the biography of the @HindsightFiles.

The document will reveal previously unreleased emails, project plans, case studies, negotiations and more spanning over 60 countries.

"Over the past two years I have given evidence to investigators, journalists and academics to analyse what happened at Cambridge Analytica, and how our data was used to influence democracies around the world. In the name of shedding light on these dark practices, I am releasing documents and emails in full for the public good," Kaiser, who worked with Cambridge Analytica from 2014 to 208, was quoted as saying.

"I do this to strengthen the case for data rights and enforcement of our electoral laws online globally. We should all be seeking more ethical digital future for ourselves and our children," added Kaiser who starred in the Oscar-shortlisted Netflix documentary "The Great Hack".

The details released so far includes links to material on the firm's activities in Malaysia, Kenya, Brazil and Iran, an addition to the John Bolton archive.

Over the next months, more than 100,000 documents relating to work in 68 countries are set to be released, according to a report in The Guardian.

More than one and a half year after the Cambridge Analytica scandal first became public, US regulators last month said that the now-defunct British data analytics and consulting company engaged in deceptive practices to harvest personal information from tens of millions of Facebook users for voter profiling and targeting.

According to Kaiser, the Facebook data scandal was part of a much bigger global operation designed to manipulate people in collaboration with governments, intelligence agencies, commercial companies and political campaigns.

The unpublished documents contain material that suggests the firm collaborated with a political party in Ukraine in 2017 even while under investigation as part of Robert Mueller's investigation into Russian interference in the 2016 US presidential election, said The Guardian report.

"There are emails between these major Trump donors discussing ways of obscuring the source of their donations through a series of different financial vehicles. These documents expose the entire dark money machinery behind US politics," Kaiser was quoted as saying.

Similar tactics were deployed in other countries that Cambridge Analytica operated in, including Britain, she claimed.

The files released by Kaiser suggest that Cambridge Analytica offered to help United Malays National Organisation (Umno), the party of Malaysia's Former Prime Minister Najib Razak, to influence the voting of 40 parliamentary constituencies in the 14th General Election (GE14) in 2013.

Umno, according to the leaks, requested the company to prepare a proposal to regain 13 seats, The South China Morning Post reported on Saturday.

In 2018, Razak claimed that he had never engaged Cambridge Analytica in any way.

London, Feb 19: UK Home Secretary Priti Patel today announced the launch of the Britain's new points-based visa system, aimed at attracting the "brightest and the best" from the world, including from India, and cutting down numbers of cheap, low-skilled workers coming to the country.

The new system will come into force from January 1, 2021 at the end of the transition period after the UK's exit from the European Union (EU) last month, which will formally end free movement of people within the economic bloc for the UK as a non-member.

The new post-Brexit system, which will apply equally to the EU and non-EU countries like India, is based on assigning points for specific skills, qualifications, salaries and professions, with visas only awarded to those who gain enough points.

"Today is a historic moment for the whole country. We're ending free movement, taking back control of our borders and delivering on the people's priorities by introducing a new UK points-based immigration system, which will bring overall migration numbers down," said Ms Patel, the senior-most Indian-origin Cabinet minister.

"We will attract the brightest and the best from around the globe, boosting the economy and our communities, and unleash this country's full potential," Ms Patel, in charge of the UK's visa and immigration system, said.

The UK Home Office said the new system is a direct response to the 2016 referendum in favour of Brexit, which was seen as a vote to end the country's reliance on cheap migrant labour and reduce overall levels of migration with tighter security.

"The new single global system will treat the EU and non-EU citizens equally. It will give top priority to those with the highest skills and the greatest talents, including scientists, engineers and academics," the Home Office said.

The Global Talent Scheme, a fast-track visa to be in operation from Friday, will also apply to the EU citizens from next year to allow highly-skilled scientists and researchers to come to the UK without a job offer.

Professor Alice Gast, President of Imperial College London, said: "British science is global. The new post-study work and Global Talent visas will help us to attract the world's brightest students and researchers, wherever they come from."

"From the race to develop a coronavirus vaccine to clean energy, British science's international collaborations drive innovation and excellence."

The government said the points threshold for the new system will be carefully set to attract the talent the UK needs. Skilled workers will need to meet a number of relevant criteria, including specific skills and the ability to speak English, to be able to work in the UK. All applicants will be required to have a job offer and, in line with the Migration Advisory Committee''s (MAC) recommendations, the minimum salary threshold will be set at 25,600 pounds - lower than the previous 30,000 pounds level for Tier 2 work visas.

The new points-based system will also expand the skills threshold for skilled workers.

Those looking to live and work in the UK will need to be qualified up to A-level or equivalent, rather than degree-level under the current system. This will provide greater flexibility and ensure UK business has access to a wide pool of skilled workers, the Home Office said.

In line with the British Prime Minister Boris Johnson's manifesto commitment in the December 2019 General Election, there will be no specific route for low-skilled workers.

"It is estimated 70 per cent of the existing EU workforce would not meet the requirements of the skilled worker route, which will help to bring overall numbers down in future," the Home Office said.

Student visa routes will also be points-based and be opened up to EU citizens from next year.

Those wishing to study in the UK will need to demonstrate that they have an offer from an approved educational institution, that they can support themselves financially and that they speak English.

To address the specific labour concerns of the agricultural sector reliant on seasonal workers from the EU, the Seasonal Workers Pilot will be expanded in time for the 2020 harvest from 2,500 to 10,000 places.

EU citizens and other non-visa nationals will not require a visa to enter the UK when visiting the UK for up to six months.

However, the use of national identity cards will be phased out for travel to the UK and the Home Office highlighted that as part of its post-Brexit offer, those EU citizens resident in the UK by December 31 2020 can still apply to settle in the UK through the EU Settlement Scheme until June 2021.

When researcher Monica Gandhi began digging deeper into outbreaks of the novel coronavirus, she was struck by the extraordinarily high number of infected people who had no symptoms.

A Boston homeless shelter had 147 infected residents, but 88% had no symptoms even though they shared their living space. A Tyson Foods poultry plant in Springdale, Ark., had 481 infections, and 95% were asymptomatic.

Prisons in Arkansas, North Carolina, Ohio and Virginia counted 3,277 infected people, but 96% were asymptomatic.

During its seven-month global rampage, the coronavirus has claimed more than 700,000 lives. But Gandhi began to think the bigger mystery might be why it has left so many more practically unscathed.

What was it about these asymptomatic people, who lived or worked so closely to others who fell severely ill, she wondered, that protected them? Did the "dose" of their viral exposure make a difference? Was it genetics? Or might some people already have partial resistance to the virus, contrary to our initial understanding?

Efforts to understand the diversity in the illness are finally beginning to yield results, raising hope that the knowledge will help accelerate development of vaccines and therapies - or possibly even create new pathways toward herd immunity in which enough of the population develops a mild version of the virus that they block further spread and the pandemic ends.

"A high rate of asymptomatic infection is a good thing," said Gandhi, an infectious-disease specialist at the University of California at San Francisco. "It's a good thing for the individual and a good thing for society."

The coronavirus has left numerous clues - the uneven transmission in different parts of the world, the mostly mild impact on children. Perhaps most tantalizing is the unusually large proportion of infected people with mild symptoms or none at all. The Centers for Disease Control and Prevention last month estimated that rate at about 40%.

Those clues have sent scientists off in different directions: Some are looking into the role of the receptor cells, which the virus uses to infiltrate the body, to better understand the role that age and genetics might play. Others are delving into masks and whether they may filter just enough of the virus so those wearing them had mild cases or no symptoms at all.

The theory that has generated the most excitement in recent weeks is that some people walking among us might already have partial immunity.

When SARS-CoV-2, the technical name of the coronavirus that causes the disease covid-19, was first identified on Dec. 31, 2019, public health officials deemed it a "novel" virus because it was the first time it had been seen in humans who presumably had no immunity from it whatsoever. There's now some very early, tentative evidence suggesting that assumption might have been wrong.

One mind-blowing hypothesis - bolstered by a flurry of recent studies - is that a segment of the world's population may have partial protection thanks to "memory" T cells, the part of our immune system trained to recognize specific invaders. 

This could originate from cross-protection derived from standard childhood vaccinations. Or, as a paper published Tuesday in Science suggested, it could trace back to previous encounters with other coronaviruses, such as those that cause the common cold.

"This might potentially explain why some people seem to fend off the virus and may be less susceptible to becoming severely ill," National Institutes of Health Director Francis Collins remarked in a blog post this past week.

On a population level, such findings, if validated, could be far-reaching.

Hans-Gustaf Ljunggren, a researcher at Sweden's Karolinska Institute, and others have suggested that public immunity to the coronavirus could be significantly higher than what has been suggested by studies. In communities in Barcelona, Boston, Wuhan and other major cities, the proportion of people estimated to have antibodies and therefore presumably be immune has mostly been in the single digits. But if others had partial protection from T cells, that would raise a community's immunity level much higher.

This, Ljunggren said, would be "very good news from a public health perspective."

Some experts have gone so far as to speculate about whether some surprising recent trends in the epidemiology of the coronavirus - the drop in infection rates in Sweden where there have been no widespread lockdowns or mask requirements, or the high rates of infection in Mumbai's poor areas but little serious disease - might be due to preexisting immunity.

Others say it's far too early to draw such conclusions. Anthony Fauci, the United States' top infectious-disease expert, said in an interview that while these ideas are being intensely studied, such theories are premature. He said at least some partial preexisting immunity in some individuals seems a possibility.

And he said the amount of virus someone is exposed to - called the inoculum - "is almost certainly an important and likely factor" based on what we know about other viruses.

But Fauci cautioned that there are multiple likely reasons - including youth and general health - that determine whether a particular individual shrugs off the disease or dies of it. That reinforces the need, in his view, for continued vigilance in social distancing, masking and other precautions.

"There are so many other unknown factors that maybe determine why someone gets an asymptomatic infection," Fauci said. "It's a very difficult problem to pinpoint one thing."

News headlines have touted the idea based on blood tests that 20% of some New York communities might be immune, 7.3% in Stockholm, 7.1% in Barcelona. Those numbers come from looking at antibodies in people's blood that typically develop after they are exposed to a virus. But scientists believe another part of our immune system - T cells, a type of white blood cell that orchestrates the entire immune system - could be even more important in fighting against the coronavirus.

Recent studies have suggested that antibodies from the coronavirus seem to stick around for two to three months in some people. While work on T cells and the coronavirus is only getting started - testing T cells is much more laborious than antibody testing - previous research has shown that, in general, T cells tend to last years longer.

One of the first peer-reviewed studies on the coronavirus and T cells was published in mid-May in the journal Cell by Alessandro Sette, Shane Crotty and others at the La Jolla Institute for Immunology near San Diego.

The group was researching blood from people who were recovering from coronavirus infections and wanted to compare that to samples from uninfected controls who were donors to a blood bank from 2015 to 2018. The researchers were floored to find that in 40% to 60% of the old samples, the T cells seemed to recognize SARS-CoV-2.

"The virus didn't even exist back then, so to have this immune response was remarkable," Sette said.

Research teams from five other locations reported similar findings. In a study from the Netherlands, T cells reacted to the virus in 20% of the samples. In Germany, 34%. In Singapore, 50%.

The different teams hypothesized this could be due to previous exposure to similar pathogens. Perhaps fortuitously, SARS-CoV-2 is part of a large family of viruses. Two of them - SARS and MERS - are deadly and led to relatively brief and contained outbreaks. Four other coronavirus variants, which cause the common cold, circulate widely each year but typically result in only mild symptoms. Sette calls them the "less-evil cousins of SARS-CoV-2."

This week, Sette and others from the team reported new research in Science providing evidence the T cell responses may derive in part from memory of "common cold" coronaviruses.

"The immune system is basically a memory machine," he said. "It remembers and fights back stronger."

The researchers noted in their paper that the strongest reaction they saw was against the spike proteins that the virus uses to gain access to cells - suggesting that fewer viral copies get past these defenses.

"The current model assumes you are either protected or you are not - that it's a yes or no thing," Sette added. "But if some people have some level of preexisting immunity, that may suggest it's not a switch but more continuous."

More than 2,300 miles away, at the Mayo Clinic in Cleveland, Andrew Badley was zeroing in the possible protective effects of vaccines.

Teaming up with data experts from Nference, a company that manages their clinical data, he and other scientists looked at records from 137,037 patients treated at the health system to look for relationships between vaccinations and coronavirus infection.

They knew that the vaccine for smallpox, for example, had been shown to protect against measles and whooping cough. Today, a number of existing vaccines are being studied to see whether any might offer cross-protection against SARS-CoV-2.

The results were intriguing: Seven types of vaccines given one, two or five years in the past were associated with having a lower rate of infection with the new coronavirus. Two vaccines in particular seemed to show stronger links: People who got a pneumonia vaccine in the recent past appeared to have a 28% reduction in coronavirus risk. Those who got polio vaccines had a 43% reduction in risk.

Venky Soundararajan, chief scientific officer of Nference, remembers when he first saw how large the reduction appeared to be, he immediately picked up his phone and called Badley: "I said, 'Is this even possible?'"

The team looked at dozens of other possible explanations for the difference. It adjusted for geographic incidence of the coronavirus, demographics, comorbidities, even whether people had had mammograms or colonoscopies, under the assumption that people who got preventive care might be more apt to social distance. But the risk reduction still remained large.

"This surprised us completely," Soundararajan recalled. "Going in we didn't expect anything or maybe one or two vaccines showing modest levels of protection."

The study is only observational and cannot show a causal link by design, but Mayo researchers are looking at a way to quantify the activity of these vaccines on the coronavirus to serve as a benchmark to the new vaccines being created by companies such as Moderna. If existing vaccines appear as protective as new ones under development, he said, they could change the world's whole vaccine strategy.

Meanwhile, at NIH headquarters in Bethesda, Md., Alkis Togias has been laser-focused on one group of the mildly affected: children. He wondered whether it might have something to do with the receptor known as ACE2, through which the virus hitchhikes into the body.

In healthy people, the ACE2 receptors perform the important function of keeping blood pressure stable. The novel coronavirus latches itself to ACE2, where it replicates. Pharmaceutical companies are trying to figure out how to minimize the receptors or to trick the virus into attaching itself to a drug so it does not replicate and travel throughout the body.

Was it possible, Togias asked, that children naturally expressed the receptor in a way that makes them less vulnerable to infection?

He said recent papers have produced counterintuitive findings about one subgroup of children - those with a lot of allergies and asthma. The ACE2 receptors in those children were diminished, and when they were exposed to an allergen such as cat hair, the receptors were further reduced. Those findings, combined with data from hospitals showing that asthma did not seem to be a risk factor for the respiratory virus, as expected, have intrigued researchers.

"We are thinking allergic reactions may protect you by down-regulating the receptor," he said. "It's only a theory of course."

Togias, who is in charge of airway biology for the National Institute of Allergy and Infectious Diseases, is looking at how those receptors seem to be expressed differently as people age, as part of a study of 2,000 U.S. families. By comparing those differences and immune responses within families, they hope to be able to better understand the receptors' role.

Separately, a number of genetic studies show variations in genes associated with ACE2 with people from certain geographic areas, such as Italy and parts of Asia, having distinct mutations. No one knows what significance, if any, these differences have on infection, but it's an active area of discussion in the scientific community.

Before the pandemic, Gandhi, the University of California researcher, specialized in HIV. But like other infectious-disease experts these days, she has spent many of her waking hours thinking about the coronavirus. And in scrutinizing the data on outbreaks one day, she noticed what might be a pattern: People were wearing masks in the settings with the highest percentage of asymptomatic cases.

The numbers on two cruise ships were especially striking. In the Diamond Princess, where masks weren't used and the virus was likely to have roamed free, 47% of those tested were asymptomatic. But in the Antarctic-bound Argentine cruise ship, where an outbreak hit in mid-March and surgical masks were given to all passengers and N95 masks to the crew, 81% were asymptomatic.

Similarly high rates of asymptomatic infection were documented at a pediatric dialysis unit in Indiana, a seafood plant in Oregon and a hair salon in Missouri, all of which used masks. Gandhi was also intrigued by countries such as Singapore, Vietnam and the Czech Republic that had population-level masking.

"They got cases," she noted, "but fewer deaths."

The scientific literature on viral dose goes back to around 1938 when scientists began to find evidence that being exposed to one copy of a virus is more easily overcome than being exposed to a billion copies. Researchers refer to the infectious dose as ID50 - or the dose at which 50% of the population would become infected.

While scientists do not know what that level might be for the coronavirus (it would be unethical to expose humans in this way), previous work on other nonlethal viruses showed that people tend to get less sick with lower doses and more sick with higher doses. A study published in late May involving hamsters, masks and SARS-CoV-2 found that those given coverings had milder cases than those who did not get them.

In an article published this month in the Journal of General Internal Medicine, Gandhi noted that in some outbreaks early in the pandemic in which most people did not wear masks, 15% of the infected were asymptomatic. She said the evidence points to masks not just protecting others - as U.S. health officials emphasize - but protecting the wearer as well. Gandhi makes the controversial argument that while people mostly have talked about asymptomatic infections as terrifying due to how people can spread the virus unwittingly, it could end up being a good thing.

"It is an intriguing hypothesis that asymptomatic infection triggering immunity may lead us to get more population-level immunity," Gandhi said. "That itself will limit spread."
