Strict measures to be taken against illegal visa traders

Jeddah, Feb 10: The Ministry of Labor has stepped up its efforts to contain the menace of illegal visa trading in the Kingdom with the help of foreign consultancy companies.

“The ministry is currently seeking the cooperation of international consultancy companies to conduct field studies on the labor contracting systems in seven major labor supplying countries,” Minister of Labor Adel Al-Fakeih said in a statement to a local newspaper.

The ministry does not want any loopholes or ambiguity in the laws that could be exploited for illegal recruitment practices, the minister added.

The ministry has banned all kinds of activities that could lead to trading in manpower including selling visas, taking money to facilitate entry or exit visas, getting iqamas or labor permits.

“Those who engage in illegal visa trading will not be allowed to import labor for a duration of five years and those who repeat the violation will never be issued a visa for labor recruitment again,” Fakeih said.

The ministry is also taking steps to ensure maximum transparency in matters pertaining to issuing visas and recruiting foreign labor. One such step the ministry is taking includes setting up a portal, in which contracting parties and embassies can track the processing of a labor visa from the moment it is issued until the completion of the contract agreement with workers, including the salary agreement upon.

“Custodian of the Two Holy Mosques King Abdullah has approved the appointment of 1,000 additional inspectors in the ministry. The Interior Ministry is collaborating with the Labor Ministry to set up a committee to halt the illegal trade of foreign workers. Saudization committees will also be reactivated for the same purpose. All these efforts will produce remarkable results in ending the illegal trade in the near future,” the minister added.

He said regulations such as the ones designed to curb commercial cover-ups and to limit the remittance of expatriate workers to the salaries stated in their contracts, aim to reduce the drain on the national economy.

Affirming the success of the ministry in providing employment opportunities for the Saudi youth the minister said, “The Nitaqat program has succeeded in employing 514,659 young men and women since it was implemented in June 2011.”

The country’s statistical department revealed that unemployment among men fell to 6.1 percent in 2012.

In addition, the minister highlighted that measures have been taken to prevent any kind of foul play in the implementation of the Nitaqat program. These measures include the ministry’s insistence that the lowest salary for a Saudi should be SR 3,000 and a student employed in the private sector would not be considered as a full employee.

The minister also stressed the ministry’s determination to continue its efforts to find more employment opportunities for women in the private sector.

“There is no turning back on the policy to employ women. We are striving to rectify mistakes and are striving to ensure that regulations are soundly implementation. The government’s orders and regulations are in line with Shariah law,” the minister said in response to objections from some members of the community about employing women.

The minister also affirmed the ministry’s strong stand against any criticism with regards to the recently introduced expatriate levy. He pointed out that the levy will not harm the private sector, but rather aims to regulate and improve the labor market.

“There are many countries that raise the cost of employing foreign workers in order to protect the local workforce. The labor levy in some countries is 10 times higher than the monthly SR 200 in the Kingdom,” he said justifying the ministry’s decision.

Riyadh, Mar 24: General Directorate of Passports (Jawazat) on Tuesday asked all expatriates in the Kingdom, who have a final exit visa or an exit and reentry visa, to quickly cancel them before their expiry. This is to avoid the prescribed fines for not availing of these visas before their expiry date, the Saudi Press Agency reported.

The new measure was taken following the Saudi government’s suspension of international flights as part of the preventive and precautionary measures to stem the spread of new coronavirus. The Jawazat asked expatriates to verify the validity of such visas and cancel them through Ministry of Interior’s electronic service portals of Absher or Muqeem.

It underlined the need to adhere to the regulations and instructions in order to avoid fines prescribed by law against the violators.

Dubai, Jul 15: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, announced the launch of a 'New Media Academy in Dubai on Monday - a new institution that will train people on the science of digital media.

Taking to Twitter, Sheikh Mohammed said that new media is a new science that has its own set of special tools and secrets, and that the future cadres of UAE must be at the forefront of it.

"The academy will prepare new experts and managers in the field of communication in government and private institutions, as well as training professional social media influencers", Sheikh Mohammed tweeted, adding that the new media is providing new job opportunities and careers today, and will always be a main supporter in the journey of development.

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.
