Girl with HIV-tainted blood may sue ministry

Girl_HIVRiaydh, Feb 19: Dr. Muhsen Al-Hazimi, chairman of the Health Commission at the Shoura Council, said that the 12-year-old girl who receive an HIV-tainted blood transfusion has yet to be declared HIV-positive and there is a good possibility that her sickle cell anemia is hindering the progress of the virus. Dr. Al-Hazimi said that girl is carrying half a liter of contaminated blood, while the total volume of blood in the human body is 7 to 8 liters.

At worst, he said, contamination represents a ratio of 1 to 15. Dr. Hazimi said this virus is considered a weak virus, and is detectable only after a few weeks. “Until now, it has not been determined that the girl is infected with HIV, because it takes up to 6 weeks to appear in the body,” a medical source at King Faysal specialist hospital said. “The girl is receiving the necessary treatment until all the results come in. Then we will know whether or not she is infected.”

On the legal front, the girl’s family intends to sue the Ministry of Halth. The case is now with an independent Shariah body that will rule on the matter later regarding the issues of public and private rights.

“The girl’s family has the right to sue the Ministry of Health as an entity, not just one department,” said Farraj Al-Oqla, a Saudi attorney.should be paid by the ministry,” he added.

The lawyer said the girl should be given treatment at the best US, German or British hospital. He added the expenses should be paid by the ministry. If she dies, the ministry should pay the blood money for her family, he said. “This is a very grave matter. If the ministry continues at this level, how can anyone trust oneself to this country? The Saudi judicial system has not yet matured to the level of paying large punitive damages. The penalty is determined by the administrative and the appeals court.” Whatever the penalty, the lawyer said, “it is nowhere near the psychological and social damage the girl has suffered.”

Riyadh, May 31: Over 90,000 mosques in Saudi Arabia reopened their doors to worshippers on Sunday morning after over a two-month closure as part of an ease in the curfew restrictions to prevent the spread of the novel coronavirus.

The worshipers were allowed to enter the mosques, except the mosques in Makkah, from Fajr prayers today morning (Shawwal 8) with a limit of 40 per cent capacity.

The reopening of mosques was be undertaken in accordance with the guidance of Minister of Islamic Affairs, Dr Abdullatif Al Asheikh, and in line with advice issued by the Senior Council of Ulemas.

The ministry has embarked on a vigorous media campaign to urge all worshippers to abide by preventive measures for their own safety to curb the spread of Covid-19.Among the instructions are doing ablution at home, hand-washing and using sanitisers before going out to the mosque and after coming back home.

On Saturday, the Custodian of the Two Holy Mosques King Salman has approved opening the Prophet's Mosque in Madinah in stages to the public.

The elderly and those with chronic diseases are advised to perform their prayers at home. Reading and reciting the Holy Quran online is advised, too, from one's own mobile phone or at least reading from a privately owned copy of the Holy Quran.

Bringing one's prayer mat to perform prayers in mosques is highly recommended as well as keeping a two-metre distance between one another prayer.

Accompanying children under the age of 15 to the mosques is prohibited. Putting on a face mask and avoiding shaking hands and other contact is also recommended.

Meanwhile, the ministry managed, during the closure of mosques, to undertaking a massive cleaning, sanitising and maintenance drive in all mosques Kingdom-wide, according to world-class standards and best known practices. This included sanitising over 10 million mosques, 43 million copies of several sizes and volumes of the Quran, more than 600,000 Holy Quran cupboards, in addition to repairing and maintaining about 176,000

water closets, annexed to mosques.

Riyadh, Jul 22: Saudi King Salman held a cabinet meeting via video call from hospital in the capital Riyadh on Tuesday, a day after the 84-year-old monarch was admitted with inflammation of the gall bladder.

Three Saudi sources said the king was in stable condition.

A video of the king chairing the meeting was broadcast on Saudi state TV on Tuesday evening. In the video, which has no sound, King Salman can be seen behind a desk, wordlessly reading and leafing through documents.

The king, who has ruled the world’s largest oil exporter and close US ally since 2015, was undergoing medical checks, state media on Monday cited a Royal Court statement as saying.

Three well-connnected Saudi sources who declined to be identified, two of whom were speaking late on Monday and one on Tuesday, said the king was “fine”.

An official in the region, who requested anonymity, said he spoke to one of King Salman’s sons on Monday who seemed “calm” and that there was no sense of panic about the monarch’s health.

Dubai, Jan 4: Three UAE airlines have made it to lists of the safest carriers in 2020, reinforcing the value these companies provide passengers in the increasingly competitive aviation scene.

Abu Dhabi's Etihad Airways and Dubai's Emirates are in the list of the top 20 safest airlines, while Sharjah-based Air Arabia is in the list of the top 10 low-cost carriers, safety and product rating website AirlineRatings.com reported on Thursday.

It named Qantas as the safest airline for 2020 out of the 405 carriers it monitors.

The top 20, in order, are Qantas, Air New Zealand, EVA Air, Etihad Airways, Singapore Airlines, Emirates, Alaska Airlines, Qatar Airways, Cathay Pacific Airways, Virgin Australia, Hawaiian Airlines, Virgin Atlantic Airlines, TAP Portugal, SAS, Royal Jordanian, Swiss, Finnair, Lufthansa, Aer Lingus and KLM.

"These airlines are clear standouts in the airline industry and are at the forefront of safety," said AirlineRatings.com editor-in-chief Geoffrey Thomas.

"For instance, Australia's Qantas has been recognised by the British Advertising Standards Association in a test case in 2008 as the world's most experienced airline."

"Qantas has been the lead airline in virtually every major operational safety advancement over the past 60 years and has not had a fatality in the pure-jet era," said Thomas.

AirlineRatings.com editors also identified their top 10 safest low-cost airlines; they are, in alphabetical order, Air Arabia, Flybe, Frontier, HK Express, IndiGo, Jetblue, Volaris, Vueling, Westjet and Wizz.

Saj Ahmad, chief analyst at StrategicAero Research in London, says that it isn't a surprise that UAE carriers are on those lists.

"UAE airlines almost always feature in the top rankings for safety because they value the equipment that they fly their passengers on each and every day," he told Khaleej Times on Thursday.

"All airlines do; but for the UAE, where airlines have expanded rapidly in the last couple of decades, it's an amazing feat that they rank so highly while inducting so many new aeroplanes."

There's little benefit to adding luxurious cabins if maintenance, security and safety protocols as well as routine engineering schedules are not adhered to, he stressed.

"And with the UAE itself sporting MRO activities as well as through companies like Strata, which supply components to Airbus and Boeing directly, airlines here have harnessed that tech-change to ensure that their fleets have the highest redundancy and safety checks at every possible chance," Ahmad added. "That translates into passenger confidence - and we can see the brand and loyalty strength across Emirates, flydubai, Air Arabia and Etihad; it's no surprise that each year, they all fly more and more passengers across their network."

In making its selections, AirlineRatings.com editors and its industry advisors take into account numerous critical factors that include: Audits from aviation's governing bodies and lead associations, government audits, airline's crash and serious incident record, fleet age, financial position and pilot training and culture.

"All airlines have incidents every day and many are aircraft or engine manufacture issues instead of airline operational problems. And it is the way the flight crew handles incidents that determines a good airline from an unsafe one. So just lumping all incidents together is very misleading," said Thomas.
