No respite for teachers on family iqamas

Jeddah, May 12: A majority of teachers employed in international schools and other places are under the sponsorship of their fathers and husbands. But they say they are unwilling to transfer their iqamas under the sponsorship of the schools they are working in.

According to the Ministry of Labor, housewives are not eligible to work as it is clearly stated as such on their residency permits. This is regardless of whether it is paid or unpaid employment. The Ministry of Labor has passed a ruling for all illegal employees to legalize their status within three months.

However, the ministries of Labor and Interior did not include in their long list of concessions in Friday’s announcement expats under the sponsorship of a relative, but working in schools. The Ministry of Education also has not issued any ruling.

Teachers and support staff remain in a state of flux as the government attempts to sort out their status. Yet school authorities have expressed concerns regarding the transferring of iqamas of female teachers.

First, teachers want a guarantee that they can transfer their iqama back to their father’s or husband’s sponsorship in the event of a termination of their own contract.

Secondly, if the male guardian loses his job (termination or resignation) he may be allowed to continue residing in the Kingdom on a “mahram” status since women need a male guardian to live in this country. Finally, they are demanding that the schools give workers family status should they decide to transfer their iqama to the school’s sponsorship.

Padma Hariharan, director and head of Novel International Group of Institutions, said they have 42 teachers in their school but only 5 percent agreed to transfer their iqama to the school. But even the workers who agreed to the iqama transfers have questions because the school authorities themselves have no idea of what their status would be and what benefits they are entitled to.

“We don’t know what papers are required for this,” Hariharan said. “We didn’t receive any rules and regulations from the Ministry of Education. So we would appreciate if we could have a general meeting with Ministry of Education or relevant authorities where we will be able to find out about the formalities, the time it will take to transfer the iqama and how much it will cost. Right now, we are being given different estimates of between SR 2,000 and SR 12,000.”

She also said that human resources departments could come up with a certain set of rules, which would define the status of both employees and their children. As the transfer of iqama to the school sponsorship does not offer a family status, children’s fees and other concerns should be dealt with.

“The decision of the Labor Ministry to legalize schools and teachers would solve many problems,” she said. “The speedy issuance of work permits to female employees would be a very wise decision. Otherwise, in the next term a number of schools will suffer as transfers also take time and the ministry hasn’t issued any rules unti now.”

Sadiya Kaleem, a principal at another school, said they have not received any information on the rules and regulations related to transfer of teachers’ status.

“A few of our teachers are ready for the transfer but they have their conditions, which have not been confirmed or made clear by the Ministry of Education, she said. “So we are waiting for the good news.”

Riyadh, Apr 24: As many as eleven Indian nationals have died due to COVID-19 in Saudi Arabia.

"As per information available with the Embassy as of April 22, eleven Indian nationals (four in Madinah, three in Makkah, two in Jeddah, one in Riyadh and one in Dammam) have passed away due to COVID-19 in Saudi Arabia," the Embassy of India in Saudi Arabia said in a press release on Wednesday.

It urged the Indian community to remain calm and avoid spreading of rumours amid the COVID-19 crisis.

"The Embassy also reiterates the need for the community to remain calm and avoid spreading of rumours that may create panic. It is important that social media is not used to disseminate false messages and spread hatred along communal lines that can vitiate the atmosphere," the Embassy said.

"As stated by Prime Minister Narendra Modi, COVID-19 does not see race, religion, colour, caste, creed, language or borders before striking, and our response and conduct should attach primacy to unity and brotherhood," it said.

Moreover, several measures on the supply of food, medicines and other emergency assistance to Indians in need are being implemented across the Kingdom.

Earlier, Indian Ambassador to Saudi Arabia, Ausaf Sayeed on April 22 had interacted with Indian community volunteers from the smaller towns all across the Kingdom to discuss the impact of the COVID-19 situation, and evaluate the implementation of various measures to ensure the welfare of Indian nationals.

Protests condemning the Israeli plan to annex parts of the occupied West Bank are set to take place in the United States and Europe on the same day prime minister Benjamin Netanyahu plans to begin the process.

The demonstrations will be held on Wednesday in Chicago, San Diego, Brooklyn, Los Angeles and San Francisco. Other Western cities will also witness similar protests, including Toronto, Madrid and Valencia.

Students for Justice in Palestine, Jewish Voice for Peace, and American Muslims for Palestine are among the pro-Palestinian groups organizing the protests.

The Samidoun Palestinian Prisoner Solidarity Network, one of the organizers, urged "direct actions and popular mobilizations in [Palestinian] refugee camps, cities and villages," and professed "loyalty to the martyrs" on its call for the events.

Another group, Al-Awda or the Palestinian Right to Return Coalition, decried "72 years of genocide, ethnic cleansing and dispossession" of Palestinians.

It also tied their demonstrations to the protests against anti-black racism in the US and beyond.

"We demand the defunding and dismantling of US police alongside the defunding and dismantling of Zionist colonialism and racist Israeli apartheid," Al-Awda said on its website.

Netanyahu has set July 1 as the date for the start of cabinet discussions on the annexation plan.

He has been driven ahead by US President Donald Trump, who unveiled a “peace” plan for the Middle East in January that effectively sidelines the Palestinians altogether.

The plan, which Trump himself has described as the “deal of the century,” envisions Jerusalem al-Quds as “Israel’s undivided capital” and allows the Tel Aviv regime to annex settlements in the occupied West Bank and the Jordan Valley. The plan also denies Palestinian refugees the right of return to their homeland, among other controversial terms.

The Palestinians want the West Bank as part of a future independent Palestinian state with East Jerusalem al-Quds as its capital.

Apr 9: The UAE Cabinet, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, adopted a resolution to grant paid leave to select categories of employees at the federal government.

This move is part of a series of precautionary measures and procedures taken by the UAE government to bring the Covid-19 pandemic under control.

The resolution stipulates that married employees of the federal government may take fully paid leave to take care of their children below the age of 16. The age condition shall not apply to people of determination, as well as in cases where a spouse is subject to self-isolation or quarantine that requires no contact with family members, upon a decision from the Ministry of Health and Prevention.

The resolution also applies to employees whose spouses work in vital health-related occupations, such as doctors, nurses, paramedics and other medical jobs that require exposure to infected people, as well as employees of quarantine centres, throughout the emergency period witnessed by the country.

Pursuant to the resolution, the relevant ministry or federal authority may ask employees holding essential technical occupations to work remotely instead of taking leave.

The resolution was issued in line with the UAE government's keenness to support employees and provide them with a safe and healthy working environment, as well as to protect the health and safety of government employees and their families, during the current crisis that requires greater efforts, additional working hours, and in some cases, exposure to infected people.
