Legal expat workers eligible for GOSI

Riyadh, May 13: Expatriate workers can now become beneficiaries of the General Organization For Social Insurance (GOSI) under a new scheme introduced by the Ministry of Labor.

The announcement followed a meeting held late Saturday between the officials of the Labor Ministry and the representatives of various foreign missions at the Ritz Carlton Hotel in Riyadh.

The Ministry of Labor had summoned all the heads of foreign missions and labor counselors of the embassies and their consulates to brief them of the latest labor regulations and the conditions of amnesty declared by the government on Friday.

Hosting the meeting on behalf of Labor Minister Adel Fakeih, his deputy minister, Moufarrej bin Saad Al-Hagbani, held a wide range of talks on labor issues with the foreign diplomats.

The deputy minister explained that the GOSI would register the names of the expatriates effective today if they were not registered earlier under the insurance scheme.

GOSI is compulsory for all Saudis and was previously optional for expatriates. However, until today, private companies could refuse to enroll their expat workers in GOSI. The new scheme allows expats to register for GOSI and their private employers cannot refuse them.

Sulaiman Al-Quwaiz, governor of GOSI, told Asharq Al-Awsat that the date on which a non-Saudi worker comes to Saudi Arabia, or the date on which his service is transferred to another employer, will be the date he is registered with the professional hazards division of GOSI. The records will appear from the first date of the month on which the change took place.

“But when a non-Saudi subscriber leaves the country for good, or when his services are transferred to another employer, his record will be frozen,” he said.

Al-Quwaiz said the subscriber starts earning the benefits effective immediately from his registration. Benefits include full medical coverage.

Meanwhile, foreign diplomats expressed concern over the limited grace period during which expats have to legalize their status. The grace period ends on July 3.

Envoys said the amnesty period is too short. They also wanted details on the mechanism of the implementation.

Saudi officials assured the envoys the ministries would work around the clock if necessary to expedite the process to meet the deadline, but ruled out any extension of the grace period, according to diplomats who attended the closed-door meeting.

Some diplomats asked for the designation of Saudi officials for specific issues in the passport and labor offices to speed up the process.

In cases in which departing candidates do not have their original passports, foreign diplomatic missions may issue travel documents that may be processed at the Passport offices so that they are free to travel, according to Saudi authorities.

Speaking about Nitaqat and the amnesty provided by the government, Al-Hagbani said illegal expatriates after the grace period would face a penalty of SR 100,000 and a jail term of two years.

“The whole idea of the program is to ensure a healthy work environment in the Kingdom free of illegal stayers,” the deputy minister said. He added the government wants to have quality workers. It is the wish of the government, he said, to ensure that every foreign worker is properly documented.

Pakistan Ambassador Muhammed Naeem Khan said the new provision for the GOSI insurance is a relief for foreign workers. He recalled a recent road accident, where some Pakistanis died and the sponsor could not pay compensation for the deceased workers. The new scheme would provide some relief to the relatives of the people who die in such circumstances.

Describing the meeting as excellent, deputy chief of the Indian Embassy Sibi George said the meeting was useful for all labor-exporting countries. “We were able to get the right advice on some of the problems that the missions were facing during the implementation of the program,” George said.

The diplomat said his mission was able to get 10,000 passports of its nationals ready with the help of the immigration department.

Bangladesh Ambassador Shahidul Islam said the envoys got an ideal platform to clarify a wide range of issues. He also took the opportunity to thank the Saudi leadership, which allowed the transfer of sponsorship of Bangladeshis. “It is great news for the community and the affected expatriates now can rectify their visa status without any problems,” he said.

Islam said his embassy in Riyadh and the consulate general in Jeddah will organize camps at various places around Saudi Arabia to provide emergency consular services to Bangladeshis. “We are taking consular services to their doorstep to help them benefit from the services without having to travel to the distant missions of their country,” he said.

Sri Lankan Labor Counselor Anura Muthumala said his mission has started the implementation of the program to beat the deadline before the end of the grace period. He said that his mission will have mobile consular services in places such as Dammam, Hail, Al-Qassim and Saqaka to reach out to his countrymen.

Kuwait, Jun 28: Measures imposed to curb the spread of the novel coronavirus in Kuwait are believed to have increased suicide cases in the country, according to a media report.

Forty suicide cases and 15 failed attempts, mainly among Asian expatriates, have been recorded in Kuwait since late February, Gulf News quoted the Al Qabas newspaper report, citing sources as saying on Saturday.

Investigations into the majority of cases have revealed that those who committed suicide had experienced psychological and economic troubles due to dire financial circumstances after their employers stopped to pay them as a result of economic fallout from the coronavirus-related measures.

In one case, an expat livestreamed his suicide while chatting with his fiancee on a social networking platform, the newspaper report said.

Suicide cases have increased by around 40 per cent since the start of the COVID-19 crisis, according to the sources.

Some 70 to 80 suicide cases are recorded annually in Kuwait. Last year, they reached 80 suicides against 77 in 2018.

"Suicide cases have started to go up in Kuwait during the coronavirus pandemic due to fear, anxiety, isolation and instability experienced by people and absence of daily aims that could help the person to spend time regularly as before," the newspaper quoted social psychology consultant Samira Al Dosari as saying.

Uncertainty for some expatriates, whose countries have refused to take them in, is another motive for attempting suicide, according to Jamil Al Muri, a sociology professor at the Kuwait University.

"This is in addition to greed of the iqamat traders, who have brought into the country workers in names of phantom companies and abandoned them on the streets," he added.

Starting from Tuesday, Kuwait will embark on the second phase of a stepwise plan to bring life to normal, Gulf News reportd.

According to Phase 2, a nationwide night-time curfew will be reduced by one hour to run daily from 8 p.m. until 5 a.m. for three weeks.

Kuwait has so far reported 44,391 COVID-19 cases, with 344 deaths.

Dubai, July 6: Even as the world’s one of the most sought after tourist destinations is gearing up to welcome foreign tourists from July 7, the authorities have taken necessary measures to prevent the spread of covid-19.

If the foreign tourists want to avoid self-isolation after landing in Dubai International Airport, they have to fetch covid-negative certificates from their home country. The certificate ought to have been issued up to 96 hours prior to the travel.

Those without a cvid-negative certificate, however, will need to undergo a PCR test on arrival at the Dubai airports and self-isolate until they receive their negative results.

"If passengers opt to take the PCR test on arrival in Dubai, they must self-isolate until test results are received. If the test result is negative, passengers can leave the hotel and enjoy the trip as normal. However, if the test result is positive, passengers are asked to follow the advice of the Dubai Health Authority and self-isolate," Emirates said in a statement.

Budget carrier flydubai said if a passenger tests positive for Covid-19, he/she would need to observe a 14-day quarantine. The airline also advised passengers to comply with all the precautionary Covid-19 measures in place in Dubai "including wearing a mask, observing social distancing and washing your hands regularly".

Tourists with Covid-19 symptoms

* If a traveller is suspected to have Covid-19 symptoms, Dubai Airports has the right to re-test to ensure the tourist is free of the virus

*It is mandatory for Covid-positive tourists to isolate themselves at an institutional facility provided by the government for 14 days at their own expense.

Other requirements

*Travel insurance: Tourists must have a travel insurance with Covid-19 cover or declare that they would bear the costs for treatment and isolation if required. "Bring an insurance certificate stating Covid-19 coverage to present at check-in," Emirates said.

*Visa: Referring to visa requirements, Emirates said: "Depending on your nationality you can get a visa on arrival, or you can apply for your visit visa from Dubai Immigration before you travel."

*Health Declaration Form: Tourists need to complete the form that states they are free from Covid-19 symptoms. This must be done before embarking.

*Tracing app: Tourists must download the Covid-19 DXB app and register details. "This is critically important since it facilitates easy coordination and communication with the health authorities if tourists experience Covid-19 symptoms," Dubai authorities had said earlier.

Dubai, Jan 8: A Ukrainian airliner crashed soon after taking off from Tehran's Imam Khomeini airport on Wednesday, killing all 176 people aboard, Iran's state television and Ukraine's leaders said.

The Boeing 737 belonging to Ukraine International Airlines crashed near the airport and burst into flames. Ukraine's embassy in Iran, citing preliminary information, said the plane had suffered engine failure and the crash was not caused by "terrorism".

Ukraine President Volodymyr Zelenskiy said there were no survivors.

"My sincere condolences to the relatives and friends of all passengers and crew," Zelenskiy said in a statement, adding that Ukraine was seeking to establish the circumstances of the crash and the death toll.

Iranian TV said the crash was due to technical problems but did not elaborate. State broadcaster IRIB said on its website that one of the plane's two black boxes - the flight data recorder and the cockpit voice recorder - had been found.

Iranian media quoted an Iranian aviation official as saying the pilot of the airliner did not declare an emergency.

There was no official word from Ukraine International Airlines. It was the Kiev-based airline's first fatal crash.

"The fire is so heavy that we cannot (do) any rescue... we have 22 ambulances, four bus ambulances and a helicopter at the site," Pirhossein Koulivand, head of Iran's emergency services, told Iranian state television.

Ukraine's prime minister and Iranian state TV said 167 passengers and 9 crew were on board. Iranian TV said 32 of those on board were foreigners.

Television footage showed debris and smouldering engine parts strewn across a field, and rescue workers with face masks retrieving bodies of the victims.

According to air tracking service FlightRadar24, the plane that crashed was Flight PS 752 and was flying to Kiev. The plane was three years old and was a Boeing 737-800NG, it said.

The model's twin engines are made by CFM International, a U.S.-French venture co-owned by General Electric and France's Safran.

Modern aircraft are designed and certified to cope with an engine failure shortly after take-off and to fly for extended periods on one engine. However, an uncontained engine failure releasing shrapnel can cause damage to other aircraft systems.

A spokesman for Boeing said the company was aware of media reports of a plane crash in Iran and was gathering more information. The plane manufacturer grounded its 737 MAX fleet in March after two crashes that killed 346 people.

The 737-800 is one of the world's most-flown models with a good safety record and which does not have the software feature implicated in crashes of the 737 MAX.

Under international rules overseen by the United Nations, Iran is responsible for leading the crash investigation.

Ukraine would be involved and the United States would usually be accredited as the country where the Boeing jet was designed and built. France, where the engine maker CFM has half its activities, may also be involved.

There was no immediate word on whether the U.S. National Transportation Safety Board would be involved in the probe amid escalating tensions between the U.S. and Iran. The NTSB usually invites Boeing to give technical advice in such investigations.
