Modi moves in to speed up $300 billion stuck projects

December 18, 2014

New Delhi, Dec, 18: Prime Minister Narendra Modi has taken direct control of a project-monitoring body to fast-track investments worth almost $300 billion and revive manufacturing in the country, two officials with direct knowledge of the matter told reportrs.modi projects

Pro-business Modi has faced criticism in recent weeks that his ambition to spur investment and re-energise the economy has yet to be realised, more than six months after he won elections with the strongest mandate in three decades.

Industrial output contracted in October in its worst performance in three years, jarring with a much-publicised "Make in India" campaign Modi has championed to make the country a manufacturing powerhouse.

By taking over the Project Monitoring Group (PMG), which was previously in the Cabinet Secretariat, Modi could help firms planning coal, power, steel and infrastructure projects cut through a maze of up to 180 clearances.

"The fact that the prime minister's office (PMO) will be directly overseeing all the project clearances will impart a greater degree of efficiency and also ensure that clearances are fast tracked at every level," said one of the officials, declining to be identified ahead of a public announcement.

"The PMO's stamp will make a big difference."

A PMO official said a bureaucrat who had worked closely with Modi when he was chief minister of Gujarat will head the monitoring group. The senior officer is among a few trusted civil servants with whom the PMO thrashes out key decisions, often at the expense of ministerial authority.

Former Prime Minister Manmohan Singh set up the PMG last year to prod ministers and bureaucrats sitting on files, a tendency that came to be known as "policy paralysis" and was blamed for growth of less than 5 percent for two straight years.

Since its inception, the PMG has facilitated 197 stalled projects worth about $110 billion.

South Korean steel maker POSCO (005490.KS) is one of many companies to have approached the PMG. POSCO has waited nine years to get approvals to set up a $12 billion steel plant, which would be India's biggest foreign direct investment.

Tata Power (TTPW.NS) and Adani Power (ADAN.NS) are other top companies awaiting clearances.

"Business confidence has certainly improved in the last six to seven months, but this confidence now needs to get translated in the project delivery, kick-starting the investment cycle and boosting consumer demand," said Sunil Kanoria, president-elect of industry body ASSOCHAM.

Jaipur, Jul 13: Congress Legislature Party (CLP) on Monday unanimously passed a resolution supporting Chief Minister Ashok Gehlot-led government and accusing the BJP of destabilising the government by indulging in horse-trading of MLAs.

The CLP also condemned all "undemocratic" acts to weaken Congress party and its government and demanded action against any Congress office-bearers involved in anti-party activities.

"Feared by exemplary works and public service of Congress government, BJP-led conspiracy is trying to destabilise Congress' state government, horse-trading of MLAs and trying to murder democracy by using money and political power," read the resolution.

"It is unfortunate that BJP did not learn lessons from the defeat in the Rajya Sabha elections and are trying to destabilise Congress government using corrupt means.

This ripping off of democracy by BJP is an insult to 8 crore people of Rajasthan, they will not accept it. CLP meet expresses its confidence in Congress President Sonia Gandhi and leader Rahul Gandhi, and unanimously supports the government led by Ashok Gehlot," it said.

"This meet urges that strict disciplinary action be taken against any office-bearer or member of Legislative Party who indulges in activities against the Congress government, party or gets involved in any conspiracy," read the resolution.

As many as 107 MLAs attended the CLP meeting, which begun in the afternoon and now has been concluded.

"107 MLAs are present at the CLP meeting in Jaipur," Chief Minister Ashok Gehlot's media advisor confirmed to media.

The crisis in Rajasthan Congress intensified with Gehlot and his deputy Sachin Pilot at loggerheads. While Gehlot is blaming BJP for trying to destabilise the state government by poaching MLAs, Pilot is camping in Delhi to speak to the party leadership regarding the political turmoil in the state.

BJP has claimed that the Ashok Gehlot-led government has lost the majority in the state.

"Sachin Pilot was the rightful candidate for the post of Rajasthan Chief Minister but Ashok Gehlot took the charge; a conflict in the party began since then. What is happening today is the result of that conflict. The state government has lost the majority," Rajasthan BJP President Satish Punia said today.

Lucknow, Jul 2: Senior BJP leader Uma Bharti Thursday appeared in person before a special court here conducting trial in the 1992 Babri mosque demolition case.

The special CBI court is currently recording the statements of 32 accused under CrPC section 313 (court's power to examine the accused), a stage in the trial that follows the examination of prosecution witnesses.

The 61-year-old saffron clad BJP leader is the 19th accused to depose before the court in the over 27-year-old case. Thirteen other alleged accused, including former deputy prime minister LK Advani and senior BJP leaders MM Joshi and Kalyan Singh are yet to be examined at this stage. Their lawyers have indicated to the CBI court that they prefer to appear through video conferencing.

The mosque in Ayodhya was demolished in December 1992 by 'kar sevaks' who claimed that an ancient Ram temple had stood on the same site. The CBI court is conducting day-to-day hearings to complete the trial by August 31, as directed by the Supreme Court.
