Modi only world statesman to stand up to China: Top US expert

New Delhi, Nov 18: Prime Minister Narendra Modi is the only world statesman to have stood up to China and their Belt and Road Initiative, even though the US has been silent on the ambitious project till recently, a top American expert on China has said.

During a Congressional hearing, Michael Pillsbury, Director of Center on Chinese Strategy at the prestigious think-tank Hudson Institute, told lawmakers on Friday that PM Modi and his team have been quite outspoken against Chinese President Xi Jinping's ambitious project.

"The only statesman in the world who stood up to it yet is Prime Minister Modi. He and his team have been quite outspoken, partly because the Belt and Road Initiative includes violation of Indian sovereign claims," Pillsbury said.

"But the US government, until now and this is a five-year-old initiative if you count the early part of it, has been silent," he said.

Praising the Trump administration for its new Indo-Pacific strategy, the former Pentagon official said in recent days people have heard more than 50 times by members of the Trump administration including the president himself mentioning a "free and open" Indo-Pacific region.

"The Chinese have already attacked this. They don't like it," said Pillsbury, who is considered an authority on China-related issues.

"The Indians, fairly recently, were joking about we want to make the Indian Ocean the Indian Ocean, by which they meant the purchase of several billion dollars worth of American PA aircraft, which have weapon systems in the back that can sink ships, frankly, and other improvements including maritime situational awareness and a big new center in Delhi where the Indians can keep track of both blue holes and grey holes going through the Indian Ocean," he said.

"The Chinese are very angry about this. They have criticised the Obama administration for its effort to, as they say, boost India, to a higher rank order in comprehensive power than the Chinese believe India deserves," the top American expert on China said in response to a question.

Senator Ed Markey said China's signature Belt and Road Initiative that aims to position China as the uncontested leading power in Asia "may further coerce" and bully its neighbours through loans they cannot repay.

The Belt and Road Initiative aimed at building a vast network of infrastructure projects expanding China's expertise and capital to different parts of the world includes $50 billion China Pakistan Economic Corridor or CPEC over which India has protested as it passes through Pakistan-occupied-Kashmir or PoK.

India boycotted the Belt and Road Forum (BRF) organised by China in May this year to highlight its concerns over Beijing trying to push projects through PoK.

Speaking about alleged theft by China, he said the US companies face the threat of intellectual property theft with reports that China has been stealing cutting-edge research as well as sensitive trade secrets from the United States. And that includes companies working in the clean energy sector who cannot compete with state-backed firms.

Pillsbury also said the Chinese are offering low-interest loans to countries that cannot afford it. "We already saw the example of Sri Lanka, which fell behind in its payments and then was the subject of coercion that if you transfer the main port here in Sri Lanka to Chinese control, we will forgive the debt. The Sri Lankans did it," he said.

There were serious concerns of debt burden brought in by the Belt and Road Initiative projects after Sri Lanka opted for the long-term lease of its Hambantota port for a $1.12 billion debt swap. "...So we are beginning to see what the Belt and Road Initiative may mean," Pillsbury told the lawmakers.

Senator Markey said China is challenging the very underpinnings of the global order that has brought peace and prosperity. China has not lived up to its international obligations to help de-nuclearise the Korean Peninsula, he said.

"No country has greater leverage than China, which is responsible for approximately 90 percent of North Korean trade," he noted.

Markey said, "China is challenging the international system elsewhere as well. It was constructed in violation of international law, military bases on artificial islands and disputed areas of the South China Sea."

"Through economic coercion, Beijing undermined the sovereignty of its smaller neighbours and countries including South Korea and the Philippines face Chinese retaliation for taking legal and sovereign actions in their own defence," he said.

Beijing, Feb 3: The first batch of patients arrived on Monday at a specialised hospital built in just 10 days as part of China's intensive efforts to fight a new virus.

Huoshenshan Hospital and a second facility with 1,500 beds that's due to open this week were built by construction crews who are working around the clock in Wuhan, the city in central China where the outbreak was first detected in December.

The Wuhan treatment centres mark the second time Chinese leaders have responded to a new disease by building specialised hospitals almost overnight. As severe acute respiratory syndrome, or SARS, spread in 2003, a facility in Beijing for patients with that viral disease was constructed in a week.

The first batch of patients arrived at the Huoshenshan Hospital at 10 am on Monday, according to state media. The reports gave no details of the patients' identities or conditions.

The ruling Communist Party's military wing, the People's Liberation Army, sent 1,400 doctors, nurses and other personnel to staff the Wuhan hospital, the official Xinhua News Agency said. The government said earlier some have experience fighting SARS and other outbreaks.

Authorities have cut most road, rail and air access to Wuhan and surrounding cities, isolating some 50 million people, in efforts to contain the viral outbreak that has sickened more than 17,000 and killed more than 360 people.

The Huoshenshan Hospital was built by a 7,000-member crew of carpenters, plumbers, electricians and other specialists, according to the Xinhua News Agency.               Photos in state media showed workers in winter clothing, safety helmets and the surgical-style masks worn by millions of Chinese in an attempt to avoid contracting the virus.

About half of the two-storey, 600,000-square-foot building is isolation wards, according to the government newspaper Yangtze Daily. It has 30 intensive care units.

Doctors can talk with outside experts over a video system that links them to Beijing's PLA General Hospital, according to the Yangtze Daily. It said the system was installed in less than 12 hours by a 20-member "commando team" from Wuhan Telecom Ltd.

The building has specialised ventilation systems and double-sided cabinets that connect patient rooms to hallways and allow hospital staff to deliver supplies without entering the rooms.

The hospital received a donation of "medical robots" from a Chinese company for use in delivering medicines and carrying test samples, according to the Shanghai newspaper The Paper.

In other cities, the government has designated hospitals to handle cases of the new virus.

In Beijing, the Xiaotangshan Hospital built in 2003 for SARS is being renovated by construction workers. The government has yet to say whether it might be used for patients with the new disease.

Dehradun, Jun 13: Chief of Army Staff General M M Naravane on Saturday said the country is passing through difficult times and its safety and honour depend on the ability of its young officers as military leaders.

Addressing gentlemen cadets at the Indian Military Academy here as the reviewing officer of a passing out parade, Gen Naravane said they are being commissioned as officers into the army under the most daunting of circumstances and the high standards of their military training will help them overcome the challenges lying in store for them.

The parade saw a total of 423 cadets being commissioned into the army including 333 from the country and 90 from friendly foreign countries.

"These are difficult times for the country. Its safety, honour and respect depend on your abilities as military leaders. You have to live up to the expectations of your countrymen. You have to ensure that whatever you do is for their welfare," he said.

The army chief said there are no good or bad regiments but only good officers.

"Become one with your men. Win their trust and affection and they will win battles for you," Naravane said.          

He asked the gentlemen cadets to throw themselves into their new role as commissioned officers with passion but also be compassionate towards their men.

"When the going gets tough and all seems lost, it is the spirit of your men that helps you win," he said.          

He said the gentlemen cadets who are taking their first step as commissioned officers will have to make decisions in the tactical and operational domain as well as resolve ethical issues and they will have only their conscience to guide them.          

"In such critical moments let the core values enshrined in the preamble of the constitution of India be your guiding light," the Army Chief said.

Asking them to rise above petty considerations of caste, creed and religion, he said the army does not discriminate.

Apart from containing the external threats, you may also have to defang internal forces out to destabilise the country.

He said the precise drill movements of the cadets had convinced him they will do their respective countries proud.

"In the autumn of your careers what will matter is not the position you finally attain but how honourably you have served your nation," he said.              

In a message to the gentlemen cadets' parents, who were not allowed to attend the event due to the coronavirus pandemic, the Army Chief said, "Till yesterday they (gentlemen cadets) were your children but from tomorrow they will be ours."

He promised to be with them through thick and thin.

The parade looked slightly off-colour this time with the enthusiastic crowds of parents and some usual features missing like the showering of the drill square with flower petals by helicopters.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.
