Mumbai–Ahmedabad bullet train: India set to miss key target in Japan-backed project

Palghar, Jun 12: India is set to miss a December deadline to acquire land for a Japan-backed $17 billion bullet train project following protests by fruit growers, government officials said, likely delaying one of Prime Minister Narendra Modi`s most ambitious projects.

PM Modi`s office is now monitoring the project week-to-week, as Indian officials seek to reassure Tokyo that the hurdles can be overcome through intense negotiations with sapota and mango growers in Maharashtra.

Protests, backed by local politicians, have flared up in recent months against attempts to secure sections of a 108-km (67-mile) stretch, which is around one-fifth of the entire bullet train corridor connecting Mumbai with Ahmedabad, the largest commercial city in Modi`s home state of Gujarat.

"I`ve worked hard for three decades to develop this plantation, and they are asking me to hand over this land," sapota farmer Dashrat Purav, 62, said as he showed his orchard in the town of Palghar, a three-hour-drive north of Mumbai.

"I haven`t worked hard to surrender land for the project. I did that for my children."

Purav said he would sell his land only if at least one of his two unemployed sons was promised a government job.

Protests against land acquisitions are common in India, where tens of millions of farmers till small holdings. A planned $44 billion refinery to be run by a consortium including Saudi Aramco, the world`s biggest oil producer, is also struggling to secure land in Maharashtra.

"Land acquisition for any project is complex in India," said Dhananjay Kumar, spokesman for the National High Speed Rail Corp Ltd (NHSRCL) that is overseeing the project. "Here also we are facing difficulty because of so much resistance."

Failure to procure the bullet train land by the deadline would delay disbursal of soft-loans by Japan International Cooperation Agency (JICA), a government development body, which is reviewing the project next month, said two senior officials with the state-run Indian Railways, declining to be named.

A JICA spokeswoman said that India must create relocation plans for local residents and make them public in order to enter into a loan agreement covering the main part of the bullet train project.

"It is possible that it takes time to sign a contract as India takes proper and careful measures in line with JICA`s guidelines for environmental and social considerations," she said.

To assuage Japan`s concerns, Indian officials have sought a meeting this month with transport ministry officials in Tokyo, one of the Indian officials said. India wants the project`s completion target to be advanced by a year to 2022, the 75th year of India`s independence.

A Japanese transport ministry official who deals with the bullet train project said that Indian officials had told them that "they can manage" the land acquisition.

"We will continue to work together with the Indian government to bring this project forward with an aim to start operation in 2023," the official said.

"NOT INSURMOUNTABLE"

Japan is majority-funding the train project through a 50-year loan. Japanese companies such as Nippon Steel and Sumitomo Metal Corp <5401.T>, JFE Holdings <5411.T>, Kawasaki Heavy Industries <7012.T>, Mitsubishi Heavy Industries <7011.T>, Toshiba Corp <6502.T> and Hitachi <6501.T> are likely to supply at least 70 percent of the core components of the rail line, sources told Reuters in January.

PM Modi has called the project crucial for his pet "Make in India" campaign aimed at lifting the share of manufacturing in India`s $2 trillion economy. The government also hopes to generate hundreds of jobs through the train project, and hence is pushing hard to finish it on time.

To sweeten the terms for people opposed to selling their land, Indian Railways has put its weight behind NHSRCL, pledging funds from its own welfare scheme to build schools and community halls, one of the officials said.

Ashwani Lohani, chairman of the Indian Railway Board, said the issues with farmers were not insurmountable.

The government has offered to buy land at a 25 percent premium to the market value, the two government officials said. Farmers are also being offered resettlement dues of 500,000 rupees ($7,409) or 50 percent of the land value, whichever is higher.

However, local political opposition in Palghar, ahead of a general election next year, has fanned the protests. Opponents say the bullet train is wasteful and the money would be better used upgrading the country`s rickety rail infrastructure. Farmers have threatened a hunger strike.

Last week, farmers and local activists disrupted a public hearing conducted by NHSRCL, its second attempt to hold such an event in less than a month. The first one last month was also cut short by protests.

"In coming weeks we will intensify the protests," said Nilam Gorhe, a spokesman for Shiv Sena, a Maharashtra regional party that has an on-off relationship with Modi`s ruling party.

Pune, Jan 21: The Pune session court on Tuesday rejected the bail application of accused Vikram Bhave in the Dabholkar murder case.
Last year, Pune Sessions Court had granted an extension of 90 days to the Central Bureau of Investigation (CBI) to file a charge-sheet against Bhave.

On August 17, 2019, the court had rejected Bhave's bail plea.

During the course of hearing, Special Public Prosecutor (SPP) Prakash Suryavanshi, appearing for the CBI, had in June last year contended that Bhave helped the assailants to escape.

The CBI had arrested Bhave and another accused Sanjeev Punalekar from Mumbai on May 25, 2019 in connection with the matter.

Founder of the Maharashtra Andhashraddha Nirmoolan Samiti (MANS), Dabholkar was shot dead by bike-borne assailants while returning home from a morning walk on August 20, 2013.

New Delhi, May 4: The government has not talked about charging anything from migrant labourers as 85 per cent of the transportation cost is borne by the railways and 15 per cent by state governments, the Centre said on Monday amid a row over the national transporter allegedly charging the workers for ferrying them home during the COVID-19-induced lockdown.

The government also said the process of transporting the stranded migrant labourers was being coordinated by states “except for one or two states”.

Asked if the migrant labourers were being charged for being ferried home, Joint Secretary at the Health Ministry Lav Agarwal said that as far as migrant labourers are concerned, the guidelines have clearly stated that under the infectious disease management one should stay where he or she is.

“Based on the request given from states for particular cases, permission was given to run special trains. Be it government of India or the Railways, we have not talked about charging from workers. Eighty-five per cent of the transportation cost is borne by the Railways, while states have to bear 15 per cent of the cost,” he told reporters.

“Based on the request of the states the process that started, under which limited number of stranded migrant labourers have to be transported for a particular reason, is being coordinated by the state governments, except for one or two states,” Agarwal said.

At the daily briefing on the COVID-19 situation, Agarwal also said that in the last 24 hours, 1,074 COVID-19 patients have recovered, the highest number of recoveries in one day.

The recovery rate stands at 27.52 per cent with 11,706 COVID-19 patients cured till now, he said.

Agarwal said in the last 24 hours, 2,553 novel coronavirus cases were reported, taking the number of overall cases to 42,533. The total number of active cases stands at 29,453, he said.

The joint secretary also said that the COVID-19 curve is relatively flat as of now and it was not right to talk in terms of when the peak would come.

“If we collectively work then the peak might not ever come, while if we fail in any way we might experience a spike in cases,” he said.

Amitabh Kant, Chairman of the Empowered Group dealing with civil society, NGOs, industries and international partners, said in 112 aspirational districts, “we worked with the collectors and in these 112 districts only 610 cases have been reported which is two per cent of the national level infection”.

In these 112 districts, 22 per cent of India's population resides, he said.

In a few districts like Baramulla, Nuh Rachi, Kupwara and Jaisalmer more than 30 cases have been reported, while in the rest of the places very few cases are there, Kant said.

Beijing, Feb 24: The lockdown of Guo Jing's neighbourhood in Wuhan -- the city at the heart of China's new coronavirus epidemic -- came suddenly and without warning.

Unable to go out, the 29-year-old is now sealed inside her compound where she has to depend on online group-buying services to get food.

"Living for at least another month isn't an issue," Guo told news agency, explaining that she had her own stash of pickled vegetables and salted eggs.

But what scares her most is the lack of control -- first, the entire city was sealed off, and then residents were limited to exiting their compound once every three days.

Now even that has been taken away.

Guo is among some 11 million residents in Wuhan, a city in central Hubei province that has been under effective quarantine since January 23 as Chinese authorities race to contain the epidemic.

Since then, its people have faced a number of tightening controls over daily life as the death toll from the virus swelled to over 2,500 in China alone.

But the new rules this month barring residents from leaving their neighbourhoods are the most restrictive yet -- and for some, threaten their livelihoods.

"I still don't know where to buy things once we've finished eating what we have at home," said Pan Hongsheng, who lives with his wife and two children.

Some neighbourhoods have organised group-buying services, where supermarkets deliver orders in bulk.

But in Pan's community, "no one cares".

"The three-year-old doesn't even have any milk powder left," Pan told news agency, adding that he has been unable to send medicine to his in-laws -- both in their eighties -- as they live in a different area.

"I feel like a refugee."

The "closed management of neighbourhoods is bound to bring some inconvenience to the lives of the people", Qian Yuankun, vice secretary of Hubei's Communist Party committee, said at a press briefing last week.

Authorities on Monday allowed healthy non-residents of the city to leave if they never had contact with patients, but restrictions remained on those who live in Wuhan.

Demand for group-buying food delivery services has rocketed with the new restrictions, with supermarkets and neighbourhood committees scrambling to fill orders.

Most group-buying services operate through Chinese messaging app WeChat, which has ad-hoc chat groups for meat, vegetables, milk -- even "hot dry noodles", a famous Wuhan dish.

More sophisticated shops and compounds have their own mini-app inside WeChat, where residents can choose packages priced by weight before orders are sent in bulk to grocery stores.

In Guo's neighbourhood, for instance, a 6.5-kilogramme (14.3-pound) set of five vegetables, including potatoes and baby cabbage, costs 50 yuan ($7.11).

"You have no way to choose what you like to eat," Guo said. "You cannot have personal preferences anymore."

The group-buying model is also more difficult for smaller communities to adopt, as supermarkets have minimum order requirements for delivery.

"To be honest, there's nothing we can do," said Yang Nan, manager of Lao Cun Zhang supermarket, which requires a minimum of 30 orders.

"We only have four cars," she said, explaining that the store did not have the staff to handle smaller orders.

Another supermarket told AFP it capped its daily delivery load to 1,000 orders per day.

"Hiring staff is difficult," said Wang Xiuwen, who works at the store's logistics division, adding that they are wary about hiring too many outsiders for fear of infection.

Closing off communities has split the city into silos, with different neighbourhoods rolling out controls of varying intensity.

In some compounds, residents have easier access to food -- albeit a smaller selection than normal -- and one woman said her family pays delivery drivers to run grocery errands.

Her compound has not been sealed off either, the 24-year-old told AFP under condition of anonymity, though they are limited to one person leaving at a time.

Some districts have implemented their own rules, such as prohibiting supermarkets from selling to individuals, forcing neighbourhoods to buy in bulk or not at all.

"In the neighbourhood where I live, the reality is really terrible," said David Dai, who is based on the outskirts of Wuhan.

Though his apartment complex has organised group-buying, Dai said residents were unhappy with price and quality.

"A lot of tomatoes, a lot of onions -- they were already rotten," he told , estimating over a third of the food had to be thrown away.

His family must "totally depend" on themselves, added the 49-year-old, who has resorted to saving and drying turnip skins to add nutrients to future meals.

The uncertainty of not knowing when the controls will be lifted is also frustrating, said Ma Chen, a man in his 30s who lives alone.

"I have no way of knowing how much (food) I should buy."
