N D Tiwari, former CM of Uttar Pradesh, Uttarakhand dies on his 93rd birthday

New Delhi, Oct 18: Veteran politician N D Tiwari, who had served as the chief minister of two north Indian states – Uttar Pradesh and Uttarakhand – passed away at Saket’s Max Hospital here on his 93rd birthday today. He is survived by his wife Ujjawala and son Rohit Shekhar.

The veteran politician had been associated with the Congress almost all his career before joining the Bharatiya Janata Party in January 2017. Chief minister of Uttar Pradesh three times in the 1970s and 1980s, he also became the chief minister of Uttarakhand when Congress came to power in the first election held in the hill state which was carved out of Uttar Pradesh in 2000. He has also served as Union minister and governor.

Born on October 18, 1925, Tiwari known as "Vikas Purush" had suffered a brain stroke and was rushed to the hospital in Delhi's Saket on September 20 last year. He was in the ICU of the hospital till October 12 and thereafter was moved to a private room as his health improved.

His first stint at Uttar Pradesh CM was from January 1976 to April 1977. Then he was the CM of the state from August 1984 to September 1985 and June 1988 to December 1988. From October 1986 to July 1987, Tiwari held the key position of Union Minister of External Affairs and thereafter he became minister for finance and commerce, and he held the ministry till June 1988.

A senior Congress leader Tiwari was a key contender for the post of Prime Minister, which went to P V Narasimha Rao. In 1995, Tiwari along with Arjun Singh formed a political outfit All India Indira Congress (Tiwari) but returned to Congress when Sonia Gandhi took charge of the party.

Tiwari was the governor of Andhra Pradesh from August 19, 2007 to December 26, 2009. After a controversy over his alleged involvement in a sex scandal, Tiwari resigned from the health grounds.

The former CM was instrumental in developing the industrial sector in Uttarakhand. Due to his efforts, SIDCUL was set up at Haridwar and Udham Singh Nagar district of the state. It provided job opportunities to thousands of youth of Uttarakhand. Besides, in his tenure 4,000 people got jobs in schools and universities. Medical colleges and universities, including the Doon University and Uttarakhand Technical University, were set up in his tenure.

New Delhi, Feb 16: Just an hour ahead of the swearing-in ceremony, Arvind Kejriwal invited the people of Delhi again for his oath-taking ceremony at Ramlila Maidan today.

Referring himself as "son of Delhi", the AAP convener today tweeted saying, "Delhiites, your son is going to take oath as Delhi chief minister for the third time. You must come to bless your son".

The AAP national convener will be sworn-in as the Chief Minister of Delhi for the third time in a row.

Arvind Kejriwal is scheduled to take oath along with other ministers at Ramlila Maidan.

On Saturday, Kejriwal, through a tweet, has said that autorickshaw drivers, students, teachers, doctors, labourers, etc will be the "chief guests".

The guest list put out by the AAP includes ''Delhi ke Nirmata''- people who contributed to the development of the city during the last five years.

These include Sumit Nagal, a Delhi government school student and an international Tennis player, Laxman Chaudhry an auto driver, Manu Gulati a teacher and "one of the many architects of Delhi Governance Model", Dalbir Singh a farmer, Ratan Jamshed Batliboi - the architect of the famous Signature Bridge among others.

By winning 62 seats by cashing in on the plank of development, his party nearly repeated its 2015 performance, sweeping the Assembly polls in the face of a high-voltage campaign by the BJP, which had fielded a battery of Union Ministers and Chief Ministers in its electioneering, spearheaded by Home Minister Amit Shah.

The BJP marginally improved its tally, managing just eight seats from its 2015''s tally of three seats. The Congress failed to open its account in the second successive election.

New Delhi, Apr 15: A day after Prime Minister Narendra Modi announced the extension of COVID-19 lockdown till May 3, the Ministry of Home Affairs (MHA) on Wednesday issued consolidated revised guidelines on measures to be taken by Ministries and Departments of Government of India, state and Union Territory governments and authorities for the containment of COVID-19.

As per the guidelines, all domestic and international air travel of passengers (except for security purposes), passenger movement by trains (except for security purposes), buses for public transport, metro rail services will remain prohibited.

It stated that all educational, training, coaching institutions etc. shall remain closed. Inter-district and inter-state movement of individuals except for medical reasons or for activities permitted under guidelines shall remain prohibited.

Taxis (including auto-rickshaws and cycle rickshaws) and services of cab aggregators to remain prohibited until May 3.

Also, all cinema halls, malls, shopping complexes, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places shall remain closed.

All social/political/sports/entertainment/academic/cultural/religious functions/other gatherings will also not be allowed.

"All religious places or places of worship shall be closed for public. Religious congregations are strictly prohibited. In the case of funerals, a congregation of more than 20 persons will not be permitted," the guidelines stated.

New Delhi, Jan 29: The Supreme Court on Wednesday dismissed the plea by Mukesh Kumar Singh, one of the four death row convicts in the Nirbhaya gang rape and murder case, challenging the rejection of his mercy petition by the President.

A three-judge bench headed by Justice R Banumathi said that expeditious disposal of mercy plea by the President doesn't mean non-application of mind by him.

The court also said that alleged sufferings in prison can't be grounds to challenge the rejection of mercy petition.

The bench said all relevant material including judgments pronounced by trial court, high court and Supreme Court were placed before the President when he was considering the mercy plea of the convict.

The bench also comprising justices Ashok Bhushan and A S Bopanna rejected the contentions of the counsel appearing for Singh that entire materials of the case were not placed before the President when he was considering his mercy plea.

The bench, while referring to two files placed before it by the Centre on Tuesday, said that as per the January 15 covering letter which was sent by the Delhi government to the Ministry of Home Affairs, all relevant documents were sent.

The bench noted that detailed judgements of trial court, high court and the Supreme Court, curative petition filed by Singh, his past criminal history and his family background were sent to the Home Ministry by the Delhi government.

"All the documents were taken into consideration by the President while rejecting the mercy petition," the bench said.

The bench also dealt with submissions advanced by the convict's counsel, who had argued that the mercy plea was rejected at "lightning speed".

The bench said that if a mercy petition is expeditiously dealt with, it cannot be assumed that it has been adjudicated upon in a pre-conceived mind.
