Nearly 50,000 killed in train accidents in three years: Railways data

New Delhi, Oct 22:  Nearly 50,000 people have lost their lives between 2015 and 2017 on railway tracks after being hit by trains, according to official data from the Indian Railways.

A train mowed down at least 59 Dussehra revellers as they were watching a Ravana effigy being burnt while standing on railway tracks near Amritsar on October 19, leading to questions how the national transporter could prevent such deaths.

Data provided by the railways states, 49,790 deaths happened because people were hit by trains on tracks from 2015 to 2017.

Most of the deaths were reported from the Northern Railway zone at 7,908, followed by 6,149 deaths from the Southern Railway zone and 5,670 deaths from the Eastern Railway zone.

The Government Railway Police (GRP) collates data on such deaths zone-wise and the data for this year hasn't been collated yet, railways said Sunday.

Deaths on railway tracks occur due to trespassing, violating safety and cautionary instructions, avoiding over-bridges, using mobile phones and other electronic gadgets when crossing railway tracks.

Officials said the railways has taken corrective measures such as regular announcements through passenger address system at stations, urging passengers to use foot-over bridges (FOBs), awareness drives against trespassing were conducted, construction of boundary walls, warning signs were erected to prevent accidental deaths on railway tracks.

Unauthorised trespassing on railway premises, including on tracks, is a punishable offence under Section 147 of the Railways Act, 1989.

During 2018, as of September, 1,20,923 people were arrested and prosecuted by the Railway Protection Force (RPF) for intruding the railway system.

Under Section 147 of Indian Railway Act, a total fine of Rs 2.94 crore was imposed on them by courts during the period, according to data provided by the railways.

Last year, 1,75,996 people were arrested and prosecuted by the RPF for trespassing the railway system and a fine of Rs 4.35 crore was imposed on them.

New Delhi, Jun 27: Delhi Environment Minister Gopal Rai on Saturday called an emergency meeting here to discuss the situation following a locust attack in neighbouring Gurugram.

The minister also directed the administration to be alert, an official said.

"After the emergency meeting, an advisory will be issued on steps to be taken to deal with the situation," Rai told PTI.

He asked the officials of the Agriculture department to make field visits to areas close to Gurugram.

The development secretary, divisional commissioner, director, Agriculture department, and the district magistrates of South Delhi and West Delhi will attend the meeting, the official said.

Earlier in the day, the skies over many parts of Gurugram turned dark as swarms of locusts descended on the town.

However, the migratory pests are likely to spare the national capital for now, officials said.

The swarms of locusts, spread across two kilometres, moved from west to east. They entered Gurugram around 11.30 am, K L Gurjar of the Locust Warning Organisation, Ministry of Agriculture, told PTI.

The pests, he said, were headed towards Faridabad and Palwal in Haryana.

Alarmed at the invasion of the locusts, which settled on trees, rooftops and plants, many residents of Gurugram shared videos from their high-rise perches.

In May, India battled a devastating desert locust outbreak. The crop-destroying swarms first attacked Rajasthan and then spread to Punjab, Gujarat, Maharashtra and Madhya Pradesh.

According to experts, broadly four species of locusts are found in India – desert locust, migratory locust, Bombay locust and tree locust. The desert locust is considered the most destructive.

It multiplies very rapidly and is capable of covering 150 kilometers in a day.

This insect, a type of a grasshopper, can eat more than its body weight. A one square kilometer of locust swarm containing around 40 million locusts can in a day eat as much food as 35,000 people.

Experts blame the growing menace of desert locusts on climate change. They say breeding of locusts is directly related to soil moisture and food availability.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.

Jammu, Jan 15: Fresh landslides kept the Jammu-Srinagar National Highway shut for the third consecutive day on Wednesday, leaving over 5000 vehicles stranded.

"There were four fresh landslides in Digdol and Panthiyal belts on the highway in Ramban district. The traffic on the highway remained closed for the third day today", a police officer told PTI.

On Monday, heavy rains triggered shooting of stones in Moumpassi, Digdole and Panthiyal areas, forcing a suspension of the traffic, the official said.

Snowfall in Kashmir side of the highway, including Jawahar Tunnel, since Sunday has resulted in blockade of the highway.

"No fresh traffic was allowed from Nagrota in Jammu for Kashmir", he said.

As a result of the blockade of the highway, over 5000 vehicles remained stranded at various places en route from Lakhanpur in Kathua district to Banihal belt of Ramban district and also on the Kashmir side.
