New Delhi, Aug 15: Prime Minister Narendra Modi today said bullets or abuses will not resolve the Kashmir issue and that it can be addressed by embracing every Kashmiri.

Addressing the nation on the 71st Independence Day from the ramparts of the historic Red Fort, he asserted that his government is committed to restoring the lost glory of Kashmir and its status as 'heaven on earth'.

"Na gaalisesamasyasulajhne wali hai, nagolise, samasyasuljhegi har Kashmiri ko gale laganese (Kashmir probem cannot be resolved by either bullets or by abuses. It can be resolved by embracing all Kashmiris)," Modi said in his fourth Independence Day speech.

He said only a "handful of separatists" were resorting to different tactics to create problems in the state and asserted that there will be no soft approach towards terrorism.

The government is committed to make Kashmir a paradise once again, the prime minister asserted.

Not only the J&K government but the entire country is with the people of the state in helping them realise their dreams of development, Modi said.

During his hour-long address, the prime minister also declared that that violence in the name of faith was not acceptable and termed casteism and communalism as poison.

Referring to recent incidents of natural calamities in various parts of the country as also death of children at a state-run hospital in Uttar Pradesh, he said sympathies of the entire nation are with the affected families.

"Many parts of the country faced natural calamities in the recent past. Children died at a hospital. The entire nation is with them," Modi said.

Noting that natural calamities become a big challenge, he said while good rains contribute to prosperity of the country, climate change creates problems.

Talking about national security, he said it is a priority and the country is capable of defending itself in all spheres.

India is capable of tackling any challenge in any frontier -- land, sea or the cyber space, the prime minister said against the backdrop of border standoff with China in Doklam.

If everything goes as Russia’s expectation, it will be world’s first country to approve a coronavirus vaccine for widespread in the second week of August despite safety and efficacy concerns, according to a report. The adenoviral vector-based vaccine developed by Russian military and government researchers is currently in phase 2 trials.

According to a report from CNN, Russian officials are hoping to get approval for the COVID-19 vaccine developed by the Moscow-based Gamaleya Institute on Agust 10 or even before that. The officials told the outlet that the vaccine will be approved for public use with frontline healthcare workers receiving it first.

“It’s a Sputnik moment,” said Kirill Dmitriev, head of Russia’s sovereign wealth fund, which is financing Russian vaccine research, referring to the successful 1957 launch of the world’s first satellite by the Soviet Union, according to CNN.

“Americans were surprised when they heard Sputnik’s beeping. It’s the same with this vaccine. Russia will have got there first,” he was quoted as saying.

However, Russia is yet to release the scientific data on its coronavirus vaccine trials, hence, questions remain about the safety and efficacy of the vaccine, said the report. The vaccine is in the second phase of testing with developers planning to launch the phase 3 trials sometime after August 3.

Earlier, Interfax reported, citing Health Minister Mikhail Murashko, that the vaccine will be widely used in parallel with phase 3 trials. He said the country plans to vaccinate medics who are at high-risk for COVID-19 next month before clinical trials are completed.

Murashko added that individuals at higher risk of getting infected with the coronavirus such as older people or those with health conditions will also be prioritised for the vaccine, although he did not estimate or reveal when that would happen. The minister added 800 people will be recruited for the phase 3 trials.

Meanwhile, health officials were more cautious considering the fact that human testing of the vaccine is incomplete, and the state registration is expected to begin after August 3, reported The Moscow Times.

On Monday, Moderna and Pfizer announced the commencement of the final phase 3 trials of their candidate vaccines against the SARS-CoV-2 virus, which has so far claimed at least 654,477 lives and infected 16,514,500 people worldwide. 

Researchers will recruit up to 30,000 volunteers in separate trials both backed by the US government. India's first indigenous coronavirus vaccine, COVAXIN, is undergoing phase 1 human clinical trials across the country. More than 150 COVID-19 vaccines are being developed all over the world with at least six candidates already in late-stage clinical trials.

New Delhi, Apr 3: The total number of coronavirus cases in Delhi has risen to 384, including 259 who were evacuated from Nizamuddin Markaz, Chief Minister Arvind Kejriwal said on Friday.

In last 24 hours, 91 new cases were reported in the national capital and one more person evacuated from the Markaz died due to coronavirus, taking the total number of deaths in the city to five, he said.

Of the 384 cases, 58 had recent foreign travel history and 38 contracted the virus after coming in contact with them, he added.

Kejriwal said community spread of the virus is not taking place in Delhi yet and there is no need to panic as the situation is under control.

The government has made preparations if the virus starts spreading among people, he said.

The chief minister also launched a WhatsApp helpline - 8800007722 for people to enquire about COVID-19, food banks, shelters among others.

Meanwhile, Kejriwal, deputy chief minister Manish Sisodia and experts will interact with students and answer their queries related to the virus at 3 pm on Saturday.

New Delhi, Mar 4: The government on Wednesday permitted NRIs to own up to 100 per cent stake in disinvestment-bound Air India.

The decision comes at a time when the government is looking to sell 100 per cent stake sale in the national carrier.

Union minister Prakash Javadekar said the Cabinet has approved allowing Non-Residents Indians (NRIs) to hold up to 100 per cent stake in Air India.

Allowing 100 per cent investment by Non-Resident Indians (NRIs) in the carrier would also not be in violation of SOEC norms. NRI investments would be treated as domestic investments.

Under the Substantial Ownership and Effective Control (SOEC) framework, which is followed in the airline industry globally, a carrier that flies overseas from a particular country should be substantially owned by that country's government or its nationals.

Currently, NRIs can acquire only 49 per cent in Air India. Foreign Direct Investment (FDI) in the airline is also 49 per cent through the government approval route.

As per the existing norms, 100 per cent FDI is permitted in scheduled domestic carriers, subject to certain conditions, including that it would not be applicable for overseas airlines.

In the case of scheduled airlines, 49 per cent FDI is permitted through automatic approval route and any such investment beyond that level requires government nod.

On January 27, the government came out witha Preliminary Information Memorandum (PIM) for Air India disinvestment. It has proposed selling 100 per cent stake in Air India along with budget airline Air India Express and the national carrier's 50 per cent stake in AISATS, an equal joint venture with Singapore Airlines.

Under the latest disinvestment plan, the successful bidder would have to take over only debt worth Rs 23,286.5 crore while the liabilities would be decided depending on current assets at the time of closing of the transaction.

This is the second attempt by the government in as many years to divest Air India, which has been in the red for long.
