Opinion growing in favour of declaring Western Ghats as ESA

Mangalore, February 15: A certain kind of industrial development should not be allowed around the Western Ghats as it was an ecologically sensitive area. This was the opinion of a majority of speakers at a meeting on “Ecologically Sensitive Areas (ESA) in the Western Ghats” here on Monday.


The Western Ghats Task Force and the Expert Panel on Western Ghats, constituted by the Ministry of Environment and Forests and the Department of Forests, Mangalore Division, jointly organised the meeting, inviting suggestions from the public about which areas could be given “Ecologically Sensitive Area” status under the Environment Protection Act 1986. Unlike a national park, an ESA did not prohibit human activity. Notification of an area as ecologically sensitive would not involve displacement and subsequent rehabilitation of forest dwellers.


Several people said the whole of the Western Ghats should be declared as ESA. They were strongly in favour of conservation efforts at the gram panchayat level as mandated by the law.


Ashok Kundapur, a participant, said: “The Western Ghats should be declared as ESA. The Danida report (a carrying capacity study of the Dakshina Kannada was done by the Danish Government at the request of the Karnataka Government in 1993. The report, submitted in 1994, outlined specific actions to be taken by the Government to ensure sustainable development of the district) was a part of the Government's treasure trove of unimplemented reports. The gram panchayats should be given the knowledge, infrastructure and authority necessary to carry out environment protection activities.”


Venugopal Gokhale of Shishila said the Kapila river should be protected as it supported a species of fish that was found only in that river.


Recommendation


The Western Ghats Task Force constituted by the State Government would recommend to the Centre to declare the Kodachadri forests as an Ecologically Sensitive Area, Task Force member Keshav Korse said.


Ramachandra Bhatta, a professor at Fisheries College, made a presentation on the proposal.


He said the proposal had been sent to the Centre in May 2006. KESA would encompass Dakshina Kannada, Udupi, Shimoga, Chikmaglur and parts of Uttara Kannada districts. He said it met 12 out of 13 criteria specified by the MoEF for the notification of an ESA, and was awaiting notification.


Activist Vidya Dinker suggested that the boundaries of the proposed KESA be extended southwards to cover the area that was endangered by the notification of Phase II of the Mangalore Special Economic Zone.

Bengaluru, Feb 25: Infosys is all set to announce a cyber defence centre in Indianapolis to complement its technology and innovation centre inaugurated early last year.

This will be Infosys' seventh global cyber defence centre. According to its recent cybersecurity report titled 'Assuring Digital Trust,' 83 per cent of executives view cybersecurity as critical, yet 67 per cent are still struggling to have security embedded.

The cyber defence centre will provide end-to-end, real-time, 24x7 cyber security monitoring and protection services to support and guide American businesses in their digital transformation journey, it said.

The facility is dedicated and organised to prevent, detect, assess and respond to cybersecurity threats and breaches.

Client environment will be monitored round the clock, adopting a follow-the-sun model to deliver services like 24x7 security monitoring, management and remediation, threat hunting, security analytics, incident discovery and response, compliance reporting and malware analysis.

Vishal Salvi, Chief Information Security Officer and Head of Cyber Security Practice at Infosys, said the cyber defence centre is staffed with expert security analysts with niche skills around threat research and intelligence gathering to deliver best-in-class services to customers.

"Additionally, advanced data analytics and machine learning models are deployed to detect zero-day threats by unknown threat actors. This supports our commitment to helping our customers build a resilient cybersecurity programme that operates at scale while increasing operational efficiency and reducing costs," he said in a statement.

New Delhi, Mar 29: "What corona? My children are hungry, they have walked from Gurugram with me do you think corona is what I fear?," Yogesh Gangwar who is salesman in a cloth showroom said as he wiped his tears.

Many others regret for not leaving the city early on.

"God knows when we will reach our hometown. My family was telling me to leave work early in March and get back, but I avoided suggestions and now I am stranded here," Babu Ram who hails from Rampur and works at a plastic recycling factory here in Mundka told media.

Migrant labourers were forced to walk as the public transport were closed and borders were sealed due to the lockdown.

"There is no food to eat, I cannot pay rent of room without my daily wages so I decided to walk with my family from Narela to here. I just hope I get a bus soon," Revati, who works as construction labour said as she fed her three-year-old with pieces of bread that one of the policemen at Anand Vihar gave her.

However, when Yogi Adityanath-led BJP government in Uttar Pradesh decided to deploy around 1,000 buses to help these workers reach their respective hometowns, thousands of them reached Anand Vihar ISBT with a hope to catch one of these buses.

The Delhi government also announced that 100 buses have been deployed to help those trying to reach to their homes in other states on foot.

In order to avoid the spread of the virus, the police asked the people to stand in three queues and also asked the people to de-board the overcrowded buses.

Earlier, budget passenger carrier SpiceJet had offered its aircraft to operate few flights from Delhi and Mumbai to Patna to take migrant labourers, particularly from Bihar, who have got stuck in various parts of the country due to COVID-19 related lockdown.

Mangaluru, Apr 7: The virology lab set up in Wenlock Hospital here to test COVID-19 samples will start functioning from Tuesday, Karnataka District in-charge Minister Kota Srinivas Poojary said.

In his tweeter Mr Poojary said “After receiving approval from the Indian Council of Medical Research (ICMR) and National Institute of Virology (NIV), the Virology Research and Diagnostic Laboratory set up at district Wenlock will start operating from April 7. The samples for COVID-19 will be tested in the district itself. I thank the state government for helping us set up the lab.”

The new Lab becomes the 10th government lab for testing COVID-19 samples in the state.
