Mangalore-Shimoga stretch of NH13 unlikely to be widened

Mangalore: A proposal of the Centre to widen the National Highway No. 13 between Mangalore and Shimoga into two lanes is unlikely to become a reality soon. It is because of issues related to Kudremukh National Park (KNP) and other forest area along the stretch.

Official sources told The Hindu that the National Highways Authority of India (NHAI), under the Union Ministry of Road Transport and Highways, had recently asked the private agency which prepared the draft feasibility report on widening the stretch to revise it by exploring an alternative route.

The agency had submitted the report to the ministry on July 16, 2010.

The Ministry had identified the stretch for widening into two lanes under Phase 4 of the National Highways Development Project (NHDP). The highway from Mangalore passes through Kaikamba, Moodbidri, Karkala, Kerekatte, Kudremukh National Park, Sringeri, Koppa, Tiirthahalli, Mandagadde and Gajanur to reach Shimoga.

The Government had planned for widening the stretch ranging from 3 metres to 5 metres to ensure a common width of 10 metres all along, including a 1.5-m paved shoulder on either side.

The website of the NHAI had listed the 188-km stretch on NH 13 between Mangalore and Shimoga under “tentative list of projects for future bidding”. After studying the feasibility report, sources said the NHAI had asked the agency to explore the possibility of realignment of the entire or part of the highway through an alternative route. It was mainly to avoid the 26-km stretch of the highway inside the KNP as it would be difficult to get the clearance for the project from the Union Ministry of Environment and Forests.

Sources said the NHAI had asked the agency for exploring an alternative route to avoid the “hilly and forest area, national park and bird sanctuary”.

They said the agency had been asked to explore the feasibility of linking the Port City and Malnad town through NH 206 and NH 63 or any other road in the vicinity “even if the length of the highway project might increase”.

They said the agency had been asked to study the feasibility of widening the Agumbe Ghat stretch to connect Mangalore with Shimoga via Udupi, Hebri and Thirthahalli.

Sources said a major issue connected with the project was forests. “It may be any route, it will have to pass through the Western Ghats.”

They said the agency in its draft feasibility report had recommended two options of widening the stretch each at a cost of Rs. 2,513 crore and Rs. 590 crore.

The stretch had not been considered for four-lane as the average annual daily traffic density was far lower than the stipulated 15,000 passenger car units, the benchmark for four-lane work.

According to the draft feasibility report, the average annual daily traffic on the stretch was 10,811 passenger car units (PCUs), sources said.

Mangaluru, Jan 31: The Pumpwell flyover, part of the four-laning of Talapady-Kundapura stretch of National Highway 66, was finally inaugurated today.

Work on four-laning NH 66 between Talapady-Kundapur, excluding the Nanthoor-NITK Surathkal stretch, started in September 2010 and Pumpwell (Mahaveera Circle) flyover was a part of the project. Concessionnaire M/s Navayuga Udupi Tollway Pvt., Ltd., failed to execute many flyovers on the stretch within the prescribed time, including Thokkottu and Pumpwell in Mangaluru, Karavali Circle in Udupi, and Shasri Circle in Kundapur.

Thokkottu and Karavali Circle flyovers are complete now while Shastri Circle flyover as well as the four-lane road within Kundapur town are still incomplete. Similarly, a small bridge and portion of the road in Padubidri too is yet to be completed.

Even as the Muslims of undivided Dakshina Kannada district broke out of the “spiral of silence” and made history by leading an unprecedented protest against CAA, NPR and NRC as well as the categorial mistreatment of non-saffronites at the hands of the police across the country, mainstream media turned a blind eye to the spectacle at the Shah Garden Maidan in Mangaluru’s Adyar where about two lakh patriots with tricolor in their hands converged to assert themselves on January 15th, 2020, a date which will be remembered by the people of coastal Karnataka forever.

The largest gathering in the history of Mangaluru was absolutely peaceful, law-abiding and respectful. While the slogans of ‘Azaadi’ were reverberating in the atmosphere, the protesters were seen making way for vehicles and passersby, taking care of women and helping elderly citizens on the highway adjacent to the ground. Though the organisers and most of the participants were Muslims, they collectively identified themselves as “We, the people of India”.

The district administration and the police department hadn’t imagined or even dreamt of such a mammoth gathering after blocking the highway and banning public transport from 9 am to 9 pm. Many opine that this action was taken only to discourage the concerned from participating in the protest and to create fear in the hearts of the people who are yet to process the unjustifiable deaths of two innocent citizens in an unwarranted police firing a few weeks ago.

What has since surprised the protesters most is the mainstream media’s blatant attempt to downplay the significance of this largest ever gathering. Shockingly, it could not make it to the front pages of any of the state-level Kannada daily newspapers except city-based Vaartha Bharathi. In the absence of The Hindu, which had announced a holiday on account of Makar Sankranti, most of the English newspapers too pitilessly buried the historic event in their inner pagers. National TV channels too were evidently reluctant to cover the event until NDTV started telecasting the news of the protest.

This uneasy relationship between the media and minorities in coastal Karnataka has long existed, but the non-coverage of the huge protest of Jan 15 marks a quantum leap beyond the media’s traditional pro-Sangh Parivar stance and biases –– which in the past had often demonised non-saffronites –– to now completely ignore and suppress the people’s voice. This media bias has naturally evoked a sharp response from netizens, who took to social media to issue clarion calls to boycott the mainstream media forever.

Cleanliness Drive

Most major protest meets and rallies –– both religious and political –– leave behind tonnes of garbage, especially water bottles, placards and buntings. However, the organisers of the Jan 15 protest meet led by example by launching a cleanliness drive in the area soon after the protesters left the venue peacefully. The drive continued on Jan 16 too. (Ironically, amidst this ongoing cleanliness drive, a local news portal captured photos of a few plastic bottles scattered along the road at Adyar and published a report accusing the event organisers and participants of polluting the area!)

Bengaluru, Apr 28: Former Chief Minister Siddaramaiah on Tuesday demanded that the Karnataka government announce a "special package" for unorganised sector workers, street vendors and autorickshaw drivers, among others, all daily wagers whose lives are affected by the COVID-19 lockdown. "..a special package needs to be announced to this section of people, this is the demand," Siddaramaiah, who is also Leader of the Opposition in the state assembly, told reporters here.

Alleging that the government has failed to control the spread of coronavirus, he said it is the government's responsibility to take care of the basic needs of those from the unorganised sector, whose lives have been impacted by the lockdown. "It is the duty of the government and they should do it immediately. The package should also be announced. I will hold discussions with leaders of other opposition parties like JD(S), CPI, CPI(M) and BSP in this regard and also on trouble faced by farmers," he added. Alleging discrimination in supply of food packets and ration kits, Siddaramaiah said it was being supplied properly only in constituencies represented by BJP legislators.

"Politics is being played out in supply of food materials to the needy, keeping corporation elections in mind.... We don't want to do politics at this point in time as there is lockdown. If things continue to be the same after the lockdown ends, we will protest on the streets," he said.

Siddaramaiah on Tuesday interacted with representatives of auto rickshaw and cab drivers, street vendors, barbers, unorganised workers organisations, among others, to understand the difficulties faced by them during the lockdown and to know whether help from the government has reached them. He said most of them don't have work and it has become difficult for them to lead their normal lives.

They raised several issues like auto and cab drivers being unable to pay road tax and EMI, he said, adding that he would write a detailed letter to the Chief Minister in this regard The former Chief Minister pointed out that there is about 21 lakh registered organised workers, 1.32 crore lakh unorganised workers and also agriculture labourers in the state.

"Among organised workers only 12.5 of the 21 lakh are said to be getting Rs 2000, that too from the Employees Welfare Fund, while others could not get any money, citing reasons like they have not renewed it," he said.

On the other hand, unorganised sector workers don't get money and were also not getting proper food or ration kits, he alleged Though the labour department claimed that it was supplying one lakh food packets and 1.5 lakh ration kits, as also corporations, there were leakages and it was not reaching the beneficiaries properly, he said.
