RTI Act will help in gradual eradication of corruption'

Mangalore, June 14: Even though our country stands 86th in the list of least corrupted countries, the menace will soon witness elimination thanks to the RTI Act which has opened the window for accountability of the Government, said Dr. Sairam Bhat, Associate Professor, National law School of India University.

He was speaking on special training programme on 'Improving Transparency and Accountability in Government through Effective Implementation of RTI Act 2005', conducted by Administrative Training Institute, Government of Karnataka, at Zilla Panchayat Hall, here on Tuesday.

While providing a brief picture on history of RTI Act he said during British rule there was an act named Official Secrets Act, 1923, which had 2 obligations that no government secrets could be disclosed to public and government servants had discretionary power to designate any documents as secret. So till 2005 no changes were made in that existing act. But later when RTI Act was introduced all the obligations of Official Secrets Act were eliminated and as a result now every individual has a right to access all the government information without any discrimination of cast, state, religion.

Right to Information (RTI) Act 2005, applies to all states, central and local government respectively. While speaking on procedure to seek information he told that, section 2(h) of Indian Constitution states that all organizations, companies which are owned by government are called as Public Authority and every citizen of country can obtain any information from these authorities and they are entitled to provide information. Companies which have 51% share from government also come under public authority. He also said that Board of Control for Cricket in India (BCCI) is the only sports federation excluded from Public Authority.

Robinson D'souza, Retd. Secretary to Govt. Law department, Bangalore, spoke on Handling of RTI application and its disposal within time frame. He also produced some case studies related to RTI Act 2005.

Prabhulinga Kavalakatte, Assistant Commissioner, Sitamma, project officer, K. R Prasad, ATI, Faculty were present for inaugural function.

Bengaluru, Jul 28: In view of the COVID-19 pandemic, the Bruhat Bengaluru Mahanagara Palike (BBMP) on Monday advised people not to visit temples, mosques and other places of worship during the coming festival season.

"COVID-19 is now spreading rapidly in Karnataka, especially in Bengaluru. The festival season is starting with Varamahalakshmi festival on July 31, followed by Bakrid, Raksha Bandhan, Janmashtami, Gowri Ganesha, Moharram and then Onam. This festival season is the riskiest time for the spread of the coronavirus. Therefore, please STRICTLY follow the rules in order to stay safe. Do not visit religious places even if they are officially declared open," a notification from BBMP said.

In the context of Bakrid, unauthorised animal sacrifice (slaughtering) was prohibited in BBMP limits on roads and sidewalks, religious places, school and college premises, playgrounds and other public areas, as per the Karnataka Municipal Corporation Act of 1976.

"Unauthorised animal sacrifice (slaughtering) is a punishable offence under Section 3 of the Karnataka Prevention of Animal Sacrifices Act 1959 and Rules and the Amendment Act 1975, which provides for a maximum penalty of six months or Rs 1000, or both. According to the Karnataka Prevention of Animal Sacrifices Act 1959, slaughter-worthy animals can only be slaughtered in official slaughterhouses," the notification said.

Bengaluru, Aug 5: The Janata Dal (Secular) will contest all the 243 assembly seats in Bihar, the elections for which are due in October-November this year, its state unit chief Haldhar Kant Mishra announced on Tuesday.

Mishra said party supremo Deve Gowda has asked him to expand JD(S)'s base and also to prepare itself for contesting all the constituencies in view of the zeal and enthusiasm shown by party workers and office-bearers.

Deve Gowda announced the decision during a virtual meeting with presidents of party's various cells and office- bearers, he said.

He assured that the party will provide all kinds of support for its expansion and selection of candidates for the Bihar polls, Mishra said.

The former prime minister told the party functionaries that several leaders from Bihar are in touch with him and they will join the JD(S) to play their part in the elections, he added.

Bengaluru, Feb 21: Historian Ramachandra Guha on Thursday refuted Karnataka home minister Basavaraj Bommai's claim that the latter had apologised for police allegedly manhandling him during an anti-CAA protest in the city, saying he received no such call or apology.

The writer further said even if such an apology had been offered, he would have rejected it.

"The Home Minister of Karnataka has claimed on the floor of the State Assembly that he apologised to me by phone for the manhandling by the Bengaluru police on 19th December 2019. This is false.

I received no such call or apology," Guha tweeted.

"Even if such an apology had been offered, I would have rejected it.

The imposition of Section 144 was illegal (as the Karnataka High Court has since held) and I was proud to be one of thousands of peaceful protesters who defied the States arbitrary action on that day," he said in another tweet.

During his reply to the debate on law and order situation in the state, Bommai on Wednesday claimed that he had apologised to Guha.

The minister was apologising to senior Congress MLA and former Speaker K R Ramesh Kumar for police serving him notice and detaining him along with others at Mangaluru airport in December for trying to enter the city despite restrictions following violence there.

Stating that anti-CAA protests have taken place peacefully across the state, he had said, there might have been minor discrepancies, like that with historian Ramachandra Guha, being manhandled during a protest.

"I have called and apologised to him," he had said.

Guha was detained on December 19 for staging a demonstration against the Citizenship Amendment Act and National Register of Citizens at the Town Hall here, in defiance of the prohibitory orders imposed in the city.

He was taken away by police personnel and led to a police vehicle parked nearby.

Leader of Opposition in the assembly and former chief minister Siddaramaiah said Bommai has committed a "perjury" in the House, and asked him to apologise to people and Guha in front of media.

"Bommai has committed a perjury on the floor of the House. It answers the question of where @BJP4India workers derive their motivation to spread fake news.

Bommai has insulted the people whom he represents," he tweeted and demanded that he apologize to people and Guha.
