Indians are tolerant to zeros: Santosh Hegde

Mangalore, July 2: Lokayukta Justice N Santosh Hegde said that it is time to introspect and ask ourselves if we have really lived up to the expectations of the people who fought and sacrificed their lives to earn us freedom.

Addressing the C A Foundation Day celebration here on Friday, the Lokayukta said that India has broken out of its identity of being a 'third world country' and is racing with some of the developed countries of the world.

“India has developed, undoubtedly, but we have to question if the development has happened across the country or only in certain pockets of the country. In either of the cases, we have to question who is responsible for the same,” he said and added if India on one hand boasts of producing 29 multi billionaires, it is the same country which also has the pathetic situation of the lady of the house milling four to five kms to get a pot of water in rural pockets. “I say there is a contribution of each one of us for the non development of certain pockets and development of only individuals. The professional code of conduct in each and every profession has taken a back seat. A lawyer is not arguing the cases any more but he instead acts like a middleman. This trend has entered every profession possible. There is mal-administration in each and every department,” said the Lokayukta.

He said that the Government talks of Gross Domestic Production (GDP), but we have to know if the GDP has been achieved with contribution from people across the society or by the 29 multi billionaire and another chunk of elites.

The 'Zeros'

Accountants' role

“May it be Satyam or any other scam, there is role of accountants behind them,” he said ending with the note that every profession is collectively responsible for what is partly happening in the country.

Citing example of Jharkhand CM Madhu Koda who stifled Rs 4,000 crore, Hegde said that Koda, a mine worker managed to take the money out of the country, formed fake companies abroad, invested the money into those companies and brought back the money to India as FDI.

The Lokayukta said: “Our Prime Minister had issued a statement that we should have 'Zero tolerance to corruption'. I tried to make a study on this great suggestion of our esteemed Prime Minister and I learnt that we Indians have managed to cover first three letter of it. We have 'Tolerance to Zeros'. 2G scam has 15 zeros, oil scam has 17. Our scams and the number of zeros in the amount bungled up has been shooting up but we are very tolerant,” said Hegde in ridiculing tone.

He said that the CAG report says that Rs 51,000 crore has been unaccounted in the funds kept aside for eight schemes including mid-day meals, integrated child development, drinking water, Gram Sadak Yojana and the likes.

Kalaburagi, Apr 20: With no COVID-19 case reported here on Sunday, the total number of virus-infected people in the district stood at 22.

While three persons have succumbed to the infection in the district so far, three others have been cured and discharged.

"No COVID-19 case was reported in Kalaburagi district today. Total 22 positive cases and 3 deaths have been reported in the district till date. Three persons have been cured," said District Magistrate B. Sharat.

Karnataka's total count of coronavirus patients has surged to 390, said the State Health Department on Sunday.

"Six new cases have been confirmed for COVID-19 in the State from 5 pm on Saturday till 5 pm on Sunday. Cumulatively, 390 COVID-19 positive cases have been confirmed in the state," it said.

Bengaluru, July 17: The government of Karnataka has decided to issue caste and income certificates to Brahmins in the state to reduce the socio-economic inequality faced by the community.

“A notification has been issued to tehsildars in all 30 districts to issue caste and income certificates to Brahmins so that they can also benefit from the government schemes and scholarships,” a Revenue Department official told said.

The notification comes a month after the Karnataka State Brahmin Development Board on June 10 appealed to Chief Minister B.S. Yediyurappa to issue the certificates to the traditionally dominant community, which accounts for 3 per cent of the 7 crore state population.

“Though Brahmins are in ‘minority’ in terms of their population across the state, they need caste and income certificates to benefit from the welfare schemes meant for the economic weaker sections such as SC, ST and OBC groups,” the official said.

The board was set up in March 2019 as a state-run company with Rs 5 crore authorised capital and Rs 5 crore equity and is registered with the Registrar of Companies.

The notification was issued to the local bodies and taluk offices after several members of the community complained to state Revenue Minister R. Ashoka that they were unable to benefit from the welfare schemes in the absence of the certificates.

The certificates will also help students from the community to avail scholarships for higher studies from the state-funded board if their gross annual family income is less than Rs 8 lakh per year.

The board has also urged the state government to implement the 10 per cent quota for its community members under the economically weaker sections, as applicable for Central government jobs and admissions to central institutions.

Noting that every community has people who are forward and backward economically for various reasons, including historical, the official said the board would be empowered to serve the Brahmins.

“The board will provide interest-free loans to the financially weaker sections of the community,” said its Chairman H.S. Sachidananda Murthy.

Mumbai, Jul 1: The Maharashtra government will set up a Marathi medium college in Kolhapur for the Marathi- speaking people residing in the border areas of Karnataka, a minister said on Tuesday.

Higher and technical education minister Uday Samant, in a statement here, said the decision has been taken with a view to cater to the educational needs of the Marathi-speaking population residing in the neighbouring state.

He said the new state-run college will be a sub-centre of the Shivaji University at Kolhapur.

The Kolhapur district collector will provide a five- acre plot for the proposed college following which all necessary official permissions will be given, Samant said.

The college will start functioning from the next academic year, the release said.

Acommittee headed by Shivaji University vice- chancellor Nitin Karmalkarwill work out the modalities for establishing the educational institute, it added.

The border areas of Karnataka have a sizeable Marathi- speaking population.
