Lawyers protest 'draconian bill', 'police atrocity'

Mangalore, January 20: The members of Mangalore Bar Association on Friday staged a protest against the proposed Higher Education Bill, and alleged police atrocities against advocates.

Addressing the protesters on the District Court premises, here, SP Chengappa, president of Mangalore Bar Association (R) said that the Higher Education and Research Bill-2011, introduced in Rajya Sabha by the Central Government, indeed threatens to intrude in the autonomy and independence of legal profession.

The Bill proposes to take away the duties and functions entrusted with the BCI and State Bar Councils and it proposes to vest all these powers with a national commission comprising a few academicians, he said.

He said, Mangalore Bar Association strongly condemns the attempt of the Ministry of Human Resource Development by which it has tried to encroach upon the provision of the Advocates Act 1961 with a view to use the functions and duties of elected bodies compromising of more than 15 lakh advocates of the country.

“The power to take Disciplinary action against lawyers was attempted to be taken away and the proposal was to give this power to some bureaucrats or outsiders so that the government could be at liberty to misuse this power. It is under these backgrounds that the ministry of Human Resource Development has come out with this Bill.” he said.

“We oppose tooth and nail draconian and highly condemnable proposals contained in the Bill which directly affects the vital and basic structures of the Advocates Act 1961”, he added.

Bengaluru, Jun 16: Karnataka Chief Minister BS Yediyurappa on Tuesday instructed that despite financial constraints don't cut scholarships of the students belonging to Backward Class (BC) across the state.

Speaking at a review meeting of the Social Welfare Department at his home office 'Krishna' here, he said the department has achieved 97 per cent in implementation of the government programmes.

He said that among the BC students who were given training for the competitive examinations, two selected for IAS, two IPS, 13 IRS and another 268 students have been selected for various competitions and selected for the jobs.

Bengaluru, Mar 5: Karnataka chief minister BS Yediyurappa on Wednesday admitted in the legislative assembly that corruption was deep-rooted in government offices and held transfer racket as the root cause of the graft menace.

“Unless we root it out from the system, we can never uphold the spirit of the Constitution and ensure equitable justice to people. If legislators lend support (to this cause), then we can weed out this menace,” Yediyurappa said during a special discussion on the Constitution.

Successive governments have been accused by opposition parties of running a transfer racket, but there’s very little done to institute a probe or order a crackdown following the allegations.

The chief minister’s candid admission came after senior Congress MLA HK Patil, quoting a report from Amnesty International, said 63% of people in Karnataka give bribe to get their work done in government offices. The CM said he agreed with the report in toto.

Bengaluru, Jan 21: Controversial Mysuru ruler Tipu Sultan will remain in state-syllabus textbooks in the next academic year (2020-21) too. But the government will form another committee to look at the subject afresh.

"Efforts are on to give textbooks and uniforms the day schools open next academic year. After a discussion with the CM, we decided to not make any changes in the textbooks for the upcoming academic year,"said primary and secondary education minister S Suresh Kumar.

No political angle, says minister

However, we will form a committee to look into it again,” said the minister.

Three months ago, Madikeri MLA Appachu Ranjan had written to the minister seeking removal of contents on Tipu Sultan from Karnataka state syllabus books of classes 6,7 and 10. The minister said: “Appachu Ranjan is a five-time MLA. When he sent a letter, it’s my duty to seek an opinion on it. There’s no political angle here.”
