Non plan expenditure should have been curtailed in Union budget'

Mangalore, March 17: Containing non-plan expenditure should have been one of the top priorities of Finance Minister Pranab Mukherjee in the Union budget, said Anantha Krishna, Chairman, Karnataka Bank.

He was speaking at an interactive programme 'Budget Talk' organized by The Hindu – Business Line in Mangalore on Saturday.

Mr. Krishna was of the opinion that the union government can find ways of curtailing expenditure. “They can do it by avoiding by-elections. Do we require a by-election every six months? Other than a genuine reason such as death of a member of the House, it should be seen that by-elections are not held. Also, is there a need for the number of escorts that MLAs and other people in authority have? Containing non-plan expenditure should have been considered by the Finance Minister”, he said.

He also said that successive governments have conveniently chosen to ignore than levying service tax is only according to the residuary clause of the constitution. “I really hope someone goes to the court and takes up this matter”, he said. He also said that tax free bonds are a 'misnomer' in our country.

On the Education Loan Guarantee Fund, he said that earlier it was difficult for the banks to track the borrowers and would hesitate in lending money to students as most of them would not repay it. But now, with this Fund, banks will be more eager to provide educational loans, Mr. Krishna said.

Responding to a question on the increase of fare in railway budget, Mr. Krishna said that it was not wrong to increase prices this year as such as no increase in rates had been made for the last 9 years.

Walter D'Souza, Chairman of the Federation of Indian Export Organisations, and Murali Mohan, Chairman of the Mangalore branch of Institute of Chartered Accountants of India also presented their analysis of the Union budget.

Karwar, Mar 19: Four drug peddlers were arrested on Thursday and 2.68 Kg of brown sugar worth Rs 2 Crore was seized from them while they were smuggling the banned drug by road from Yellapura to Ankola.

Police identified the arrested persons as Narayan (35), Chandrahas Gunaga (29), Veerabhadra Hegade (43) and Praveen Bhat (30).

Police have registered a case and investigations are ongoing.

Bengaluru,  Aug 4: Karnataka has seen a substantial increase in COVID-19 recovery rate, which was 5.67 per cent in the last week, state Medical Education Minister Dr. K Sudhakar said.

"Every day there is an increase in recovery rate which is higher by 9.17 per cent in Bengaluru city. The overall recovery rate of the state by Sunday evening was 42.81 per cent and it is 35.14 per cent in Bengaluru," the Minister wrote in a tweet.

Minister Sudhakar also directed officials to resolve the issue raised by a woman who had written to him about her struggle to take possession of the body of her father in St. Johns hospital, Madivala.

The hospital she claimed was charging money to hand over the body.

"It is inhuman on part of the hospital to refuse handover of the body. I came to know about this incident in the media and responded immediately to help out the woman," Dr. Sudhakar wrote in his tweet.

Karnataka has so far reported 74,598 active COVID-19 cases, according to the Ministry of Health and Family Welfare.

Mangaluru, Jul 9: The coastal district of Dakshina Kannada today recorded death of two coronavirus patients.

Meanwhile, the district today also recorded 167 new covid cases taking the total number of cases to 1701.

Yesterday, the district had recorded 183 cases. Today more cases were reported from Bantwal and Ullal regions. 

According to sources, a 48-year-old man from Boloor, who was under treatment for covid-19 at designated covid hospital passed away today. 

A 62-year-old covid patient, who had SARI symptoms, breathed his last at a private hospital.

With this, the total number of deaths of covid-19 patients in the district reached 30 including two deaths caused by other reasons.

Of the 167 who tested positive on Thursday, 110 are males and 57 females including seven children.

Three have returned from Qatar and Dubai, one from Bengaluru, 42 are diagnosed with influenza-like illness (ILI), six are diagnosed with severe acute respiratory illness (SARI) and 64 are primary contacts of earlier patients. Contact tracing process of 38 patients is on, and 13 pre-surgery samples.
