Schools told to reserve 25% for weaker sections for this academic year

schoolsMangalore, May 3: In what could well be a blow to unaided private schools who are trying to convince the government that they cannot implement RTE rules from this academic year, the Department of Public Instructions, Bangalore, has in a fresh circular set out orders that schools must put out the list of 75% of the students to be admitted in class I and keep 25% of the seats vacant until the next order is issued by the government.

The circular comes in the backdrop of the state government notifying RTE rules in the state gazette paving way for immediate implementation of the Act in the state.

As per the Act, 25% of the seats in a class are to be reserved for children from weaker and marginalized sections.

The circular issued by the Department dated May 2, states that schools which have already finished admission processes for class I, must put out only 75% of those names and keep 25% of the seats vacant for weaker sections. It also states that the schools must put out the list of only 75% of the children who have passed Upper KG and promoted to class I.

As far as accommodating the children belonging to weaker sections in the 25% quota are concerned, the Department has ordered schools to wait until the next order from the government.

The rules do not apply to unaided minority schools and schools specified in the sections 12(1)(a) and (b) of the RTE Act, the circular states.


Earlier today, educational activists and representatives of likeminded organisations decided to appeal to the Chief Secretary and Commissioner of the State Education Department to relax the school admission time limit specified in the previous state circular in view of the recent developments taking place after the notification of RTE rules by the state government. They have also decided to press the government to instruct schools to keep admissions open for children eligible under the 25% quota provided by the RTE till June 1, i.e. the day of commencement of classes. The fresh circular from the Department is likely to give muscle to their demand.

Belagavi, Feb 22: A madrasa in Karnataka’s Belagavi district hosted a Hindu-Muslim mass marriage on its premises on Friday, sending a strong message of communal amity. As many as 76 Muslim couples and 25 Hindu couples entered marital life on the occasion.

Madarsa Al Arabia Anwarul Ulooma, an Islamic religious institute in Bailhongal, 50km from Belagavi district headquarters, played host to the event that was organised by Jamia Faizan-ul-Quran and Issa Foundation, which has conducted mass marriages on a bigger scale in Gujarat.

The mass marriage comes a month after the 100-year-old Cheravally Jamaat Masjid in Kerala’s Kayamkulam in Alappuzha hosted a Hindu wedding, complete with a vegetarian feast for 4,000 people. A Hindu priest led the rituals, and the couple sought the blessings of chief imam Riyasudeen Faizy of the mosque.

At Bailhongal, moulvis and pontiffs led the marriage proceedings and asked the couples to read passages from Quran and Bhagvad Gita.

The Hindu couples were gifted a copy of the Gita, and newly-married Muslim couples received a copy of Quran. The organisers provided each Hindu bride a mangalsutra. Bailhongal MLA Mahantesh Koujalagi blessed the couples at the event, which was attended by more than 4,000 people.

Mohammad Rafique A Naik, a member of Jamia Faizan-ul-Quran, said they have gifted each couple a refrigerator, an almirah and a tailoring machine. Ranjita Kalala, a bride who married a daily-wage labourer, said her family couldn’t afford the cost of a wedding, adding, “When we learnt about the Bailhongal madrassa’s plan, we agreed to sign up because it also sends out a message of communal harmony.”

Mandya, Apr 7: A man who was suspected of having the COVID-19 infection, escaped from the isolation ward of the Mandya Institute of Medical Sciences (MIMS), on Monday, creating panic among the people and hospital staff.

The man had earlier been in quarantine in Malavalli. On Sunday night He was shifted to MIMS Hospital, after he complained of throat infection and breathing problems and was kept in an isolation ward.

On Monday morning, however, the hospital staff found missing from the ward. They immediately reported the matter and launched a search for him. Superintendent of Police K Parashuram and Additional SP V J Shobharani and others rushed to the spot and began an inquiry. They also viewed the CCTV footage.

Bengaluru, Mar 19: In the backdrop of coronavirus pandemic, Karnataka State Road Transport Corporation (KSRTC) has reported huge revenue losses in March.

According to official data, the cumulative revenue loss in all services from March 1 till March 18 has amounted to around Rs 8,58,86,462 crores.

This includes cumulative revenue loss of Rs 5,33,82,456 in premium services, and cumulative revenue loss of Rs 3,25,04,006 in non-premium services.

The highest reported revenue loss in all services was reported on March 18, which amounted to Rs 1,90,25,183.

The total number of coronavirus cases in the state have reached 15, according to the Karnataka Health Minister.

A total of 169 positive cases of coronavirus have been reported in India so far, the Union Ministry of Health and Family Welfare said on Thursday.
