Zilla panchayat to recruit guest teachers

Mangalore, July 17: The Dakshina Kannada Zilla Panchayat has planned to recruit guest teachers for government schools facing shortage of teachers in the district, president of the panchayat K.T. Shailaja Bhat said here on Monday.


At the monthly meeting of the panchayat council, she said that she had written to the Minister for Primary and Secondary Education Vishveshwar Hegde Kageri to allow the panchayat to recruit guest teachers. The Government was yet to permit the panchayat to go ahead.


Meanwhile, Deputy Director for Public Instruction Moses Jayashekar told The Hindu that not all schools in the district were facing shortage of teachers.


Mamatha D.S. Gatti, a member and a former president of the panchayat, said the panchayat should pay at least Rs. 7,000 to guest teachers when they would be recruited. It was because private schools were paying teachers the same amount. The Chief Executive Officer of the panchayat told the council that K.N. Vijay Prakash said that a meeting of Block Education Officers and Deputy Director for Public Instruction would be conducted shortly to sort out issues pertaining to teacher-student ratio in schools.


M.S. Mohammed, a member of the panchayat and others, told the meeting that some schools had more teachers than required. While some schools had more students and did not have enough teachers, they said.


N. Shivaprakash, Deputy Director, Sarva Shiksha Abhiyan, Dakshina Kannada, said the panchayat had set a target of constructing compound walls to 407 schools in the district this financial year. It planned to build special toilets, which should be used by normal and special children, in 825 schools in the district.


Santosh Kumar Rai, a member from Kurnadu, demanded that the council should pass a resolution to suspend panchayat development officer (PDO) of Kurnadu Gram Panchayat as he was facing some allegations. To this, Mr. Prakash said that it was not possible as business rules pertaining to the councils of taluk and zilla panchayats did not allow passing such a resolution.

Udupi, Jun 9: Karnataka Minister for Primary and Secondary School S Suresh Kumar on Tuesday ruled out the possibility of either postponing or cancelling SSLC exam in the State and it will start from June 25 as scheduled.

Replying to a question, the Minister said that Telangana and Tamil Nadu States might have cancelled the SSLC exam, but Karnataka will not follow them. "Will hold the examination from June 25 to July 4 by taking all care to protect the interests of the Children.

The SSLC exam was originally scheduled for March 27, but was postponed as lockdown was clamped following the spread of killer Coronavirus.

Bengaluru, Jan 6: Chief minister BS Yediyurappa has plenty on his plate ahead of the 2020-21 state budget to be presented on March 5 what with the economic slowdown and a sizeable shortfall in revenue, but the biggest worry is the uncertainty surrounding Goods and Services Tax (GST) compensation from the Centre.

There is also uncertainty over the state’s share under devolution of funds as per the 14th Finance Commission recommendation.

Finance department officials say that while Rs 3,500 crore is expected as GST compensation for every two months, the devolution of funds would have yielded about Rs 7,000 crore for the current fiscal. But the economic slowdown appears to have hit the Centre’s finances and is likely to impact the state’s share of funds.

“The GST payment for August-September came only in December and we are unsure how much we will get for October-November and December-January,” an official said. Estimates suggest the state’s share under devolution of funds could be reduced by half.

At a meeting of finance department officials last week, Yediyurappa is said to have admitted that unlike those states where non-BJP parties are in power — they have threatened agitations and court cases — the government cannot go “against” Prime Minister Narendra Modi’s regime.

Instead, Yediyurappa has urged senior IAS finance department officials to lobby for funds with their counterparts in New Delhi. On his part, Yediyurappa is said to have already written to Modi and finance minister Nirmala Sitharaman to at least release the state’s share of GST compensation for the current calendar year of 2019. He is planning to personally meet the PM in Delhi to push the state’s case.

Bengaluru, Aug 7: The results of Karnataka Secondary School Leaving Certificate (SSLC) examinations will be announced on Monday, August 10.

Primary Education Minister S Suresh Kumar said, "The results will be announced at about 3 pm on August 10."

This year, over 8.50 lakh students appeared for the exams amidst the Covid-19 pandemic fear across the state.

The department conducted the exams successfully despite resistance from various quarters and pressure to postpone the exams.
