Non-Congress CMs give stiff opposition to centre on NCTC

New Delhi, April 16: A stiff opposition from non-Congress Chief Ministers and a Congress ally over NCTC and other issues of Centre allegedly encroaching upon the states' policing powers today cast its shadow at the conference on internal security here.

Notwithstanding efforts by Singh and Home Minister P Chidambaram in trying to reach out to the states that they were together in tackling terrorism, chief ministers including Narendra Modi, J Jayalalithaa and Naveen Patnaik attacked the Centre.

Modi and Patnaik even met Jayalalithaa separately later and are understood to have discussed a common strategy on issues like NCTC.

Prime Minister Manmohan Singh tried to reach out to the chief ministers during the conference by favouring joint and coordinated efforts to deal with challenges of terrorism.

"There is no question that the burden of the fight against terrorism falls largely on the states' machinery. The Centre is ready to work with the states to put in place strong and effective institutional mechanisms to tackle this problem," he said.

Home Minister P Chidambaram also tried assure the chief ministers that there was no conflict between the Central and State agencies and they work together on the ground to deal with terrorists.

"..I would once again like to underscore my firm belief that, bound by the Constitution of India and working together, we can make this country safe and secure; ensure peace and harmony; and create an environment that will promote faster and more inclusive growth," he said.

The Centre's move for setting up a National Counter Terrorism Centre (NCTC) was one of the issues which was on top of the mind of the non-Congress chief ministers despite the fact that a separate conference of the chief ministers has been called on May 5 for discussing that issue.

The chief ministers said the Centre was not consulting states on key security issues in which the state's powers are "abrogated" with West Bengal Chief Minister Mamata Banerjee opposing the? NCTC as it "upsets" the federal structure.

Meanwhile, Congress-ruled Rajasthan Chief Minister Ashok Gehlot asked the opposing Chief Ministers to not use the forum for political agenda and control their language.

"The participants should use controlled language at such forums of national importance and these forums should not be used as a platform for political speech. This is not correct.

The language used by the CMs of Gujarat and Tamil Nadu was not correct," Gehlot said in his statement.

In her speech, Jayalalithaa hit out at the Centre for "encroaching on state powers" through the NCTC which was in "contravention" to constitutional provisions that accord priority status to police in the State list.

"Lack of consultation with the states and failure to take the states into confidence is a cogent commentary on the system of governance in the Centre," she said.

Modi said Centre was adopting a "non-consultative" approach with state governments on key security issues.

He said Centre was creating a "state within a state" by considering changes to RPF Act and BSF Act which take away powers from the state police and meddling with subjects under the state list.

Modi said the Centre was creating an atmosphere of distrust between the Centre and the States on matters of internal security which was not good. He asked the Prime Minister to take steps to remove the distrust.

On the matter of NCTC, Banerjee said that "it upsets the federal structure of the country".

Idukki, Aug 7: Several people lost their lives and dozens of tea estate workers are feared trapped under soil in Kerala’s Munnar after torrential rains triggered a massive landslide on today. 

As many as five bodies have been recovered and rescue workers are fighting inclement weather to remove the debris.

According to rescue workers, four lanes of quarters and a church are buried under mud and around 80 people are feared trapped.

Seven people have been rescued so far and shifted to the hospital.

Sources said a portion of Pettimudi came crashing down on the workers colony with a deafening roar in the wee hours of Friday.

As people were sleeping in the quarters, there was little time to escape.

Further, with the Periyavara bridge being washed away, it became all the more difficult for rescue workers to reach the spot.

The construction of a new temporary Periyavara bridge however, is underway.

The bridge was previously destructed during the deluge of August 2018. Later during the north west monsoons and the south west monsoon of 2019, it suffered damage again.

The present bridge, which got damaged on Thursday after Kannimala river levels rose, was constructed under the leadership of Coir fed.

Although a new concrete bridge has been constructed near the temporary bridge in Periyavara, vehicle  movement has not been possible because the authorities are yet to build its approach via road.

The new bridge is to be constructed at a cost of Rs 4.75 crore from Devikulam MLA S Rajendran's fund.

The entire area has been cut off from outside world and communication networks have also crashed.

Teams of Fire and Rescue personnel, NDRF, revenue officials, estate workers and police are struggling to conduct rescue operations.

Meanwhile, District collector H Dhineshan said a team of rescue personnel was sent to Pettymudy after he was briefed about the mishap and search operations to locate and rescue people are underway.

Facilities have been arranged at the hospitals nearby to provide necessary treatment facilities to the people being rescued.

New Delhi, May 6: The death toll due to COVID-19 rose to 1,694 and the number of cases climbed to 49,391 in the country on Wednesday, registering an increase of 126 deaths and 2,958 cases in the last 24 hours, the Union Health Ministry said.

The number of active COVID-19 cases is 33,514. A total of 13,160 people have recovered and one patient has migrated, it said.

"Thus, around 28.71 per cent patients have recovered so far," a senior health ministry official said.

The total number of cases include 111 foreign nationals.

A total of 111 deaths were reported since Tuesday evening, of which 49 fatalities were reported from Gujarat, 34 from Maharashtra, 12 from Rajasthan, seven from West Bengal, three from Uttar Pradesh, two each from Punjab and Tamil Nadu and one each from Karnataka and Himachal Pradesh, the ministry said.

Of the 1,694 fatalities, Maharashtra tops the tally with 617 fatalities. Gujarat comes second with 368 deaths, followed by Madhya Pradesh at 176, West Bengal at 140, Rajasthan at 89, Delhi at 64, Uttar Pradesh at 56 and Andhra Pradesh at 36.

The death toll reached 33 in Tamil Nadu, 29 in Telengana, while Karnataka has reported 29 fatalities.

Punjab has registered 25 COVID-19 deaths, Jammu and Kashmir eight, Haryana six and Kerala and Bihar four deaths each.

Jharkhand has recorded three COVID-19 fatalities.

Meghalaya, Chandigarh, Himachal Pradesh, Odisha, Assam and Uttarakhand have reported one fatality each, according to the ministry data.

According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 15, 525, followed by Gujarat at 6,245, Delhi at 5,104, Tamil Nadu at 4,058, Rajasthan at 3,158, Madhya Pradesh at 3,049 and Uttar Pradesh at 2,880.

The number of COVID-19 cases has gone up to 1,717 in Andhra Pradesh and 1,451 in Punjab.

It has risen to 1,344 in West Bengal, 1,096 in Telengana, 741 in Jammu and Kashmir, 671 in Karnataka, 548 in Haryana and 536 in Bihar.

Kerala has reported 502 coronavirus cases so far, while Odisha has 175 cases. A total of 125 people have been infected with the virus in Jharkhand and 111 in Chandigarh.

Uttarakhand has reported 61 cases, Chhattisgarh 59 cases, Assam 43, Himachal Pradesh 42 and Ladakh 41.

Thirty-three COVID-19 cases have been reported from the Andaman and Nicobar Islands.

Tripura has registered 43 cases, Meghalaya has reported 12 and Puducherry nine, while Goa has seven COVID-19 cases.

Manipur has two cases. Mizoram, Arunachal Pradesh and Dadar and Nagar Haveli have reported a case each.

"Our figures are being reconciled with the ICMR," the ministry said on its website.

State-wise distribution is subject to further verification and reconciliation, it said.

May 29: A total of 367 domestic flights, carrying 30,136 passengers, operated throughout the country till 5 pm on Thursday, Civil Aviation Minister Hardeep Singh Puri said.

Airports in West Bengal also started operations on Thursday, three days after domestic air travel resumed in India after a gap of two months.

All scheduled domestic passenger services were suspended in India from March 25 to May 24 due to restrictions in the wake of the coronavirus pandemic.

Earlier in the day, Puri had said that 460 domestic flights carrying 34,336 passengers were operated on Wednesday.

In the case of West Bengal, the minister on Sunday had said that the state will handle domestic flights from Thursday.

"Figures for domestic flights for 28th May 2020 are in. Departures 367, 30,136 passengers handled. Arrivals 310, 25,530 passengers handled. Total movements 677 with 55,666 passenger footfalls at airports.

 “Total number of flyers 30,136. These are numbers till 1700 hrs for Day 4," Puri said in a tweet.

A total of 428 domestic flights carrying 30,550 passengers and 445 domestic services carrying 62,641 flyers were operated in the country on Monday and Tuesday, respectively.

In February this year, when the lockdown was not imposed, around 4.12 lakh passengers travelled daily through domestic flights in India, according to Directorate General of Civil Aviation (DGCA) data.

During the pre-lockdown period, Indian airports handled around 3,000 daily domestic flights, aviation industry sources said. A total of 16 asymptomatic passengers on seven different flights including 13 of them who travelled by IndiGo have tested positive for COVID-19 since the resumption of domestic air services on Monday, according to airlines data.

Two of the three asymptomatic passengers who tested positive for the infection had travelled by Spicejet while one took a flight of Air India subsidiary Alliance Air.

The Karnataka government, meanwhile, said on Thursday it has requested the civil aviation ministry to reduce the number of flights originating from five states--Maharashtra, Gujarat, Tamil Nadu, Madhya Pradesh and Rajasthan--in the light of the high number of COVID-19 cases there, hours after a minister said it has "suspended" air travel from these states.

Seeking to clarify his statement, Law and Parliamentary Affairs Minister J C Madhuswamy maintained that Karnataka has not sought imposing a ban on flights from the five states as reported in some sections of the media. "India is flying high. Domestic operation figures for May 27, 2020 (till 23.59 hrs): Departures 460 with 34,336 passengers handled. Arrivals 464 with 33,525 passengers handled," Puri had said earlier in the day on Twitter.

If a flight takes off before midnight and lands in another airport after midnight, its departure and arrival are counted on different days, leading to a seeming mismatch in the figures of a particular day.

The Delhi airport, India's busiest airport, is scheduled to handle 147 departures and 145 arrivals on Thursday, said senior government officials. The Mumbai airport's operator MIAL said it handled a total of 50 domestic flights on Thursday. International passenger flights continue to remain suspended in the country.

Airports in West Bengal, Andhra Pradesh, Maharashtra, Telangana and Tamil Nadu have been allowed to handle a restricted number of daily flights as these states do not want a huge influx of flyers amid the rising number of COVID-19 cases.

While domestic services resumed in Andhra Pradesh on Tuesday, they restarted in West Bengal on Thursday.

Though domestic flight operations across the country began on May 25, they could not be restarted in Kolkata and Bagdogra as the state's machinery was involved in relief and restoration work after cyclone Amphan's devastation.

"Welcome Back, Passengers! Kolkata Airport saw the arrival of 122 passengers from @DelhiAirport after two long months and 40 passengers departed to Guwahati. Proper checks were followed, and regular sanitization was carried out in the terminal which was abuzz with passengers," the Kolkata airport tweeted.

On Thursday, eleven flights took off from Kolkata and an equal number arrived in the city, sources at the Netaji Subhas Chandra Bose International Airport said.

"A total of 1,745 passengers arrived and 1,214 passengers flew out of the city today (Thursday)," airport sources said.

The airports in Kolkata and Bagdogra are permitted to handle 20 daily flights each from Thursday onwards.

While it is not clear how many flights were handled by the Bagdogra airport on Thursday, the officials said 899 passengers arrived while 484 passengers departed from the airport during the day.

The West Bengal government recently came up with a set of guidelines for people arriving in the state on domestic flights.

According to it, those entering the state from Thursday must submit a self-declaration form, stating that they have not tested positive for COVID-19 in the past two months.

The passengers will also need to undergo health screening after they arrive at the airport, the state's guidelines said.
