Woman's death jolts water-starved Dolhara

Dolhara (Thane District), May 10: Many myths surround the death of 41-year-old Parvati Jadhav, an adivasi woman in Dolhara. Officials attribute it to a heat stroke, and some say it was a cardiac arrest, but people in the village have no doubts about the reason. “Parvati was a sacrifice to the severe shortage of water here,” says Yashoda Wargade.

“Why don't they just poison us instead of killing us without water,” she laments. “Parvati was breathless when she was brought back from the well and couldn't even drink water,” she adds. At home, Parvati's husband Ramu, son Hiraman and four young daughters, the eldest Savita is 14 and youngest Sandhya, eight, try to reconcile with her death. A garlanded photograph of Parvati is brought out to show visitors. Her daughter-in-law Madhuri has given birth to a second daughter only a month ago.

Shocking incident

Filling water occupies most of the women's lives and the incident has come as a severe shock. They wait for six to eight hours sometimes for their turn at the well and even the men chip in at night since it is dangerous to be out alone. “Parvati made several trips in the heat and she died because of that,” says Shakuntala Jadhav.

Parvati like other women used to spend most of the mornings waiting for the elusive tanker which empties about 4,000 litres into the well, about one kilometre from her house. That Sunday morning on April 22, she rushed as usual to the well and made two trips in the baking heat carrying several steel pots each time. She was in the middle of preparing lunch for her family.

The heat and stress became a fatal combination for her. There is never enough water and it was during her third trip that she fell in a faint. Women bringing her back to the house recall that her pulse was fading and her eyes had rolled upwards. Her nephew Pundalik Jadhav says filling water repeatedly sapped her life.

She had no known ailments, confirms Kailash Jadhav, Additional Collector, Thane, who submitted a report to the Maharashtra government saying Parvati died of a heat stroke and her death was not due to water scarcity or a stampede.

Mokhada taluka in which Dolhara is situated has faced acute scarcity conditions since March this year and tanker supply has been erratic. There is chronic water shortage here. Yet, Thane is not on the government list of 15 scarcity-affected districts. People spend all day and night collecting water which forms a trickle at the bottom of bone dry wells.

The village had asked for a well closer to the village and a dam. The police patil Shankar Patil had even donated some land for a dam near the village. It was approved 10 years ago at a cost of Rs. 1.5 core but no one came forward to construct it, he rues. Villagers in disgust had boycotted elections but it was of no use. “How many more must die for water?” asks Yashoda.

The women have to amass bundles of unwashed clothes every week and wait for a State transport bus to ferry them 10 km away to a rivulet for washing. “The conductor does not let us enter with these smelly clothes even though we pay Rs. 7 per head,” says Ms. Jadhav.

The men also fetch large blue drums of water by bullock cart from another well about five km away from the village. The women scoffed at the Maharashtra Navnirman Sena (MNS) which distributed sealed plastic glasses of water to the village after Parvati died. Crushed cups are strewn in the village but in Shakuntala's house, the children have kept them untouched. “Look at these cups of water. Of what use can they be. We refuse to drink this water,” laughs Yashoda. In the village, a large hexagonal water tank stands as a testimony to the futility of government schemes. It was built many years ago for storing water but it used to leak and there is no earthly use for it now, people say amid demands of tearing it down.

‘Unfortunate event'

Immediately after her death which Mr. Jadhav termed “an unfortunate event,” a bore well was dug in the village which yielded water. And in addition, a long-pending demand for a small dam on a nearby rivulet has been sanctioned with alacrity. “Work will begin in September and it will be completed next year and then Dolhara will be out of scarcity,” declares Mr. Jadhav.

The two wells in the village are dry and two tankers supply water once in a while. Now the government sends up to three tankers for a population of 1200-1500 in the village. The two hand-pumps don't work and a new one was installed now and one last year.

No post-mortem

Sanjay Dahale says his aunt was taken to Khodala for treatment but they couldn't do much and she was taken to a private hospital in Nashik. The police are investigating her death. The doctors charged Rs. 45,000 for a day's treatment. There was no post-mortem conducted after she died.

Mr. Jadhav clarified that Parvati's condition was critical and the doctors at the Nashik hospital said they would not be able to revive her and advised the relatives to take her home. She died on the way back. While going to fill water, she fell about 200 metres away from the well and did not sustain any injuries. There was no blood supply to her brain, he said, adding that she may have been unwell or not had anything for breakfast. He said women used the well all year round and there had been no such incidents so far.

Parvati's death is a warning to an apathetic administration. The question is will it wake up.

Jan 17: President Ram Nath Kovind, on Friday, dismissed Nirbhaya convict Mukesh Singh's mercy petition, according to multiple media reports.

Mukesh Singh - one of the four convicts in the Nirbhaya gang rape and murder case had filed a mercy petition on Tuesday after Supreme Court dismissed curative petitions filed by him and Vinay Sharma (another convict).

MHA forwards mercy petition of Nirbhaya convict to President; recommends rejection

New Delhi, Jan 17: The Union Home Ministry on Friday forwarded to President Ram Nath Kovind the mercy petition of one of the convicts in the Nirbhaya gangrape case, recommending its rejection, officials said.

Mukesh Singh, one of the four death row convicts in the 2012 Nirbhaya gangrape and murder case, had filed the mercy petition a few days ago.

"The Home Ministry has forwarded the mercy petition of Mukesh Singh to the President. The ministry has reiterated the recommendation of the Lieutenant Governor of Delhi for its rejection," the official said.

The Delhi LG had sent the mercy petition of Mukesh to the Home Ministry on Thursday, a day after the Delhi government recommended its rejection.

The four convicts -- Mukesh Singh (32), Vinay Sharma (26), Akshay Kumar Singh (31) and Pawan Gupta (25) were to be hanged on January 22 at 7 am in Tihar Jail. A Delhi court had issued their death warrants on January 7.

However, the Delhi government had informed the high court during a hearing that execution of the convicts will not take place on January 22 as a mercy plea has been filed by Mukesh.

Kolkata, Jan 15: The arrows of Mahabharata's Arjuna had atomic power, claimed West Bengal Governor Jagdeep Dhankhar, drawing sharp criticism from academicians, even as he joined a long list of politicians who have in recent years given bizarre interpretations linking mythology with science.

Speaking at the 45th Eastern India Science Fair and 19th Science and Engineering Fair on Tuesday, Dhankhar also claimed that flying objects existed during the period of Ramayana.

"It is said that the plane was invented in 1910 or 1911, but if we delve into our old scriptures we will see in Ramayana, we had 'uran khatola' (aircraft)," he said.

"Sanjaya narrated the entire war of Mahabharata (to Dhitarasthra) not from TV. The arrows of Arjuna in Mahabharata had atomic power in it," Dhankhar said, asserting that the world can no longer afford to ignore India.

According to Sanskrit epic Mahabharata, Sanjay, even after staying away from the battlefield, had narrated what was happening there to Dhritarashtra, who was blind.

Dhankhar, who has been in news for clashes with the Mamata Banerjee government ever since he assumed office in July last year, joins politicians such as Tripura Chief Minister Biplab Deb and UP deputy chief minister Dinesh Sharma to give odd interpretations of mythology.

While Deb had claimed that the internet existed during Mahabharata, Sharma suggested that godess Sita was a test tube baby.

Recently, Puducherry Lt Governor Kiran Bedi was trolled online for sharing a doctored video that claimed, "NASA recorded sound of sun -- Sun chants Om".

Indologist Nrisingha Prasad Bhaduri said governors appointed by the BJP government at the Centre are delving into everything and behave "as if they are know-alls".

"They fail to understand one thing that great writers have very strong power of imagination," Bhaduri said.

Scientist Sandip Chakraborty said such comments only hurt the scientific progress in India at the global forum.

"The ancient writers described all these things based on their imagination. It is true that India made a lot of progress during the ancient period, but such comments only damages the progress made by our scientific community," he said.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.
