Did Narendra Modi govt pay for SIT chief Raghavan's foreign trips?

Ahmedabad, May 10: What was the need for amicus curiae Raju Ramachandran to put down these words in his final report before the Supreme Court which became public this week? "The cost for boarding and lodging for both the amicus curiae at BSF mess, Gandhinagar as well as the cost for local transportation by private taxi was arranged by the SIT...the cost of travel from Delhi to Ahmedabad and back (for both the advocates) was borne by the amicus curiae. In all the interactions with the witnesses, my advocate colleague Gaurav Agrawal was present."

For a while, there has been a buzz in legal circles that the SIT chief and former CBI director R K Raghavan, who has given a report which is very favourable for Gujarat chief minister Narendra Modi in the Zakia Jafri case, was being pampered by the state government.

While he had a salary of Rs 1.5 lakh and was entitled to executive-class travel by air, there were murmurs about personal trips at Gujarat government expense to London. Besides, Raghavan had no earmarked headquarter so that he could submit all his travel bills across the country even though these visits were not related to the probe.

Attempts to get information on Raghavan's travel bills under Right to Information (RTI) are being stone-walled. At least three persons, including the state Congress president Arjun Modhwadia have repeatedly tried to extract these details but even an appeal to the Chief Information Commisioner (CIC) D Rajagopalan four months back has not helped. A Modi confidant, Rajagopalan retired as chief secretary of Gujarat in 2010 after a six-month extension. Post-retirement, the Modi government then made him chairman of the Sardar Sarovar Narmada Nigam and then gave him a three-year term as CIC.

More importantly, there are strong bonds between Rajagopalan and Raghavan as their wives are closely related. Sources said Modi had in fact met Raghavan for the first time at a wedding in the Rajagopalan family while the SIT probe was still on.

New Delhi, Jan 15: The Delhi government Wednesday told the high court that execution of the death row convicts in the Nirbhaya gangrape and murder case will not take place on January 22 as a mercy plea has been filed by one of them.

The four convicts -- Vinay Sharma (26), Mukesh Kumar (32), Akshay Kumar Singh (31) and Pawan Gupta (25) -- are to be hanged on January 22 at 7 am in Tihar jail. A Delhi court had issued their death warrants on January 7.

Justices Manmohan and Sangita Dhingra Sehgal were told by the Delhi government and the Centre that the petition filed by convict Mukesh, challenging his death warrant, was premature.

The Delhi government and the prison authorities informed the court that under the rules, it will have to wait for the mercy plea to be decided before executing the death warrant.

They also said that none of the four convicts can be executed on January 22 unless the present mercy plea is decided.

The Supreme Court had on Tuesday dismissed the curative pleas of Mukesh and Vinay.

The mercy plea hearing began Wednesday morning and will continue in the afternoon.

New Delhi, Aug 2: The Centre has written to all states and Union Territories stating that smartphones and tablet devices should be allowed for hospitalised Covid-19 patients so that they can interact with family and friends through video conferencing, which would provide them psychological support.

Though mobile phones are allowed in hospital wards, the missive was issued following some representation from the kin of patients alleging otherwise.

Director-General of Health Services (DGHS) in the Health Ministry Dr Rajiv Garg in the letter to the principal secretaries of health and medical education of states and Union territories said appropriate protocols for disinfecting devices and allotting timeslots can be developed by the hospital concerned to facilitate contact between patients and their family.

He underlined that administrative and medical teams should be responsive to the psychological needs of patients admitted in Covid-19 wards and ICUs of various hospitals.

"Social connection can calm down patients and also reinforce the psychological support given by the treating team. Please instruct all concerned that they should allow smartphones and tablet devices in patient areas so that the patient can video conference with their family and friends," stated the letter issued on July 29.

"Though mobile phones are allowed in the wards to enable a patient stay in touch with his or her family, we received representations from the patient families from some states stating mobile phones are not being allowed by hospital administrations because of which they were not being able to stay in contact with the patient," said Dr Garg.

Bhopal, Mar 15: Madhya Pradesh Chief Minister Kamal Nath on Saturday sought the intervention of Home Minister Amit Shah for the "release" of 22 Congress MLAs in Karnataka, saying they had been held "captive" and were under "pressure".

In a letter to Shah, Chief Minister Nath said the BJP's demand for floor test had "no meaning" till the MLAs do not reach the state.

He said that the MLAs do not have any means of personal communication and all efforts to reach them have failed.

In the four-page letter, Nath said Governor Lalji Tandon had told him that the responsibility of security of those who will come to meet the Speaker should be with the CRPF but as the Chief Minister, it is his duty to ensure the security of all residents of the state including MLAs.

"I assure you that if these 22 MLAs are released by the Karnataka Police, then I will ensure maximum security by the state government so that they are able to convey their views without fear and take part in the proceedings of the assembly," Nath said.

He urged Shah to use his powers as Home Minister so that 22 MLAs safely reach Madhya Pradesh and discharge their responsibilities "without fear or greed" in the assembly session beginning on March 16."

Chief Minister Nath said that he had been informed that the MLAs had been deprived of all personal communication facilities.

He said that a father was not allowed to meet his son and two ministers who were accompanying the father of the legislator were "arrested" and manhandled by the Karnataka Police.

"My efforts to reach them as also of their relatives have failed which proves my apprehension that they are under captivity."

He said the videos released in the name of MLAs to "mislead" the people of the state were similar. "This proves that all these MLAs are under pressure and they are being forced to act in a particular way," he said.

Nath said that he was drawing Shah's attention to the developments in the state since March 3 which were aimed at destabalising the government.

He said three Congress MLAs, one BSP, and one independent MLA were taken to Gurugram and two ministers of his government were able to "rescue" the BSP legislator.

He said the three Congress MLAs and the independent MLA were later taken to Bengaluru by the BJP. He said a BJP MLA and a party functionary accompanied them.

"Later, 19 Congress MLAs were taken to Bengaluru in chartered planes and the arrangement was done by the BJP," he said, adding that they were accompanied by two former BJP MLAs and a former minister.

Kamal Nath said the number of MLAs in Bengaluru grew to 22 and they are all in the protection of the Karnataka Police.

He said some BJP leaders from Madhya Pradesh can be seen in pictures of the place where the MLAs were staying. "All reported expenses on these MLAs are being borne by the BJP," he said.

He said the BJP leaders had told the media about the resignation of MLAs and they had not presented themselves before the assembly Speaker.

Kamal Nath said he was concerned about the security of the MLAs and had written to the Governor earlier.

"You would agree with me that the demand for floor test has no meaning till the 22 MLAs are in captivity. This is unprecedented that the BJP is demanding floor test and several Congress MLAs have been kept outside the state,' he said.
