Lokpal Bill tabled in Rajya Sabha; BJP, BSP slam govt

New Delhi, May 21: In yet another twist, the controversial Lokpal and Lokayuktas Bill was on Monday referred to the select committee of Rajya Sabha, further delaying the setting up of the anti-graft ombudsman which has been hanging fire for 42 years.

The bill, on which debate had remained inconclusive in the Rajya Sabha during the last winter session, was referred to the select committee through a motion soon after minister of state for personnel V Narayanasamy moved it for consideration and passage.

Interestingly, the motion for referring the bill to the select committee was moved initially by Samajwadi Party member Naresh Agrawal. This was strongly objected to by BJP, Left parties and BSP, with their members arguing that only the minister concerned could move such a motion and accusing the ruling coalition of "using the shoulder" of "friendly opposition" party.

After high drama marked by arguments and counter-arguments over whether rules permitted any other member to move such a motion, the government yielded and the motion was moved by Narayanasamy which was immediately passed by voice vote. He said the 15-member committee would have to submit its report by the first day of the last week of Monsoon Session.

While moving the bill, the minister said differences on it had been narrowed down after consultations with various parties. He said the government proposed to bring lower bureaucracy under the purview of Lokpal which will have investigating and prosecution wing. Besides, CVC will monitor investigations by the CBI referred to it by the Lokpal. There will be provisions for attachment of properties and time-frame for investigations.

Questioning the sincerity of the government, leader of opposition Arun Jaitley said, "I urge the Prime Minister and the government to be upfront and forthright and say do we want a Lokpal or we don't." He also questioned the government's intentions in bringing the bill a day before the session ends, even when it had enough time to consult the opposition. "We have given our views formally at the all-party meeting and even informally," he said.

Saying "the credibility of parliamentary institution now is at stake", Jaitley said the whole nation was looking at them. "We want and the country wants that the government comes out clearly on this issue".

The government also came under sharp attack from BSP, with Mayawati agreeing with the leader of opposition on the government's intention and asked it to come out with a proper proposal for passing the bILL. "This is your weakness and you are shirking your responsibility," she said, despite expressing commitment for the bill it was delaying it on one pretext or the other. She said the bill must be not passed in haste and be done only after proper discussion with all parties.

Sitaram Yechury (CPM) also questioned the amendment motion to send the bill to select committee coming from a Samajwadi Party member instead of the minister incharge. Yechury, however, asked the government to include private corporates under the purview of Lokpal saying, "You are not putting a check on demand side of corruption and are not putting a check on the supply side of corruption."

Lucknow, Jul 15: As many as 122 alleged criminals were killed in over 6,000 encounters in Uttar Pradesh in the past three years, while 13 policemen also lost their lives during this period, a senior police official said.

He also said over 2,000 criminals were injured in police action, while over 13,000 of them have been arrested.

"Thirteen policemen have been killed in action in as many as 6,126 encounters (in UP), while as many as 122 criminals have been gunned down," Additional Director General of Police (Law and Order) Prashant Kumar said while sharing details of police encounters from March 20, 2017, to July 10, 2020.

As many as 13,361 criminals have been arrested, while 2,296 criminals were injured in police encounters, he said, adding 909 policemen were also injured in these incidents.

Referring to the Kanpur ambush in which eight policemen were killed, Kumar said, "Of the 21 named accused in the incident, six have been killed and four arrested so far. A hunt is on to nab the 11 other accused."

Eight police personnel, including a DSP, were gunned down by the henchmen of gangster Vikas Dubey in Bikru village of Kanpur on July 3.

Seven others, including a civilian, were injured in the attack after the police team entered the village past July 2 midnight to arrest the gangster.

Dubey was later killed in an encounter on July 10 after police claimed that he tried to escape from the spot in the Bhauti area where the vehicle carrying him from Ujjain to Kanpur met with an accident.

Kumar said overall there has been a decline in the crime rate in the state this year compared to the last year.

"A total of 579 instances of loot took place in the state from January 1, 2020, to June 15, 2020. This is 44.17 per cent less compared to the crimes committed in the same period in 2019, the ADG (Law and Order) said.

He said 33 incidents of dacoity have been reported in the state this year so far. It is 37.74 per cent less compared to the crimes committed in the same period in 2019 .

Similarly, 2,604 instances of burglary have taken this year so far and is 30.97 per cent less compared to the crimes committed in the same period last year, Kumar added.

He said 1,019 dowry-related deaths have taken place this year, registering a 6.34 per cent decline compared to the previous year.

As many as 913 incidents of rape have been reported this year so far, a decline of 25.41 per cent compared to the last year, Kumar said.

Lucknow , May 13: Samajwadi Party chief Akhilesh Yadav on Wednesday took a jibe at Prime Minister Narendra Modi over announcing Rs 20 lakh crore special economic package to boost the economy saying that the Centre is again making "false promises to 133 crore Indians".

"Earlier, you promised Rs 15 lakh and now Rs 20 lakh crore. You have made false promises 133 times with 133 crore Indians. How can someone trust you this time? People now are not asking how many zeroes there are but how many false promises have been made," he tweeted (translated from Hindi).

Yesterday, Prime Minister Narendra Modi had announced a Rs 20 lakh crore economic stimulus package for the country fighting COVID-19, stating that it will give a new impetus and a new direction to the self-reliant India campaign.

The Prime Minister had also announced that the fourth phase of lockdown will be completely redesigned with new rules and will commence from May 18.

Kolkata, Jun 24: Trinamool Congress (TMC) MLA Tamonash Ghosh, who had tested positive for Covid-19 in May, died at a hospital here on Wednesday, party sources said.

He was 60.

The three-time MLA from the Falta assembly constituency in South 24 Parganas district was admitted to a hospital after he tested positive for the disease, they said.

He had several complications related to the heart and the kidney, the sources said.

"Very, very sad. Tamonash Ghosh, 3-time MLA from Falta & party treasurer since 1998 had to leave us today. Been with us for over 35 years, he was dedicated to the cause of the people & party. He contributed much through his social work," West Bengal Chief Minister and TMC supremo Mamata Banerjee tweeted.

"He has left a void that will be difficult to fill. On behalf of all of us, heartfelt condolences to his wife Jharna, his two daughters, friends and well-wishers," she added.
