Team Anna seeks independent probe into charges against PM

Ghaziabad, May 30: With Prime Minister Manmohan Singh declaring that he will quit public life if corruption allegations are proved against him, Team Anna today demanded an independent probe into the charges, saying they will be most happy if these are proved wrong.

Team Anna member Arvind Kejriwal said it was not they who came up with charges against him but it was in the report of the Comptroller and Auditor General on coal bloc allocations.

"We will be most happy if the allegations levelled against the Prime Minister is found false. But how will it be proved? For that we need to have an indepenent investigating agency to probe it," he told reporters.

"The Prime Minister has said that the allegations levelled against him were baseless, unfortunate and irresponsible. We want to tell him that it was not we who levelled these allegations but the CAG, which is a Consitutional body," he said.

Kejriwal said he would like to ask the Prime Minister whether he considered "irresponsible" the CAG report which is pegging a loss of Rs 1.80 lakh crore to the exchequer in the allocation of coal blocs.

Team Anna's reaction came following Singh's remarks that he will quit public life if corruption allegations are proved against him.

"If there is even an iota of truth in it, then I will give up my public career and the country can give me any punishment," the Prime Minister had said, adding his public life has been an open book.

Another Team Anna member Justice Santosh Hegde said it is "extremely difficult" to believe that allegations raised by Team Anna against Singh could exist but demanded an inquiry if there are documents to suggest that some wrongdoing was done.

"It is extremely difficult for me to believe, having seen the Prime Minister all these years, to say that such an allegation could exist. But at the same time, if somebody has said it is in documentary form, I think an inquiry should be held," he said.

New Delhi, Mar 26: Finance Minister Nirmala Sitharaman on Thursday announced a Rs 50 lakh insurance cover for healthcare workers who are at the forefront of dealing with coronavirus pandemic.

Sitharaman said the government has finalised an economic stimulus package to deal with the impact of 21-day countrywide lockdown to prevent spread of the virus.

“It’s only 36 hours since the lockdown has been imposed. Now we have come with a package which immediately take care of the welfare concerns of the poor and suffering workers and those who need immediate help,” Sitharaman said.

She also said that 80 crore poor people, nearly two thirds of the population  will get five kg of rice or wheat per month for three months, in addition to the 5 kg they already receive, for free."

The rationcard holders can take the foodgrains and pulses from the Public Distribution System (PDS) in two installments, she added.

"This measure will ensure no gareeb (poor) remains hungry," Sitharaman said.

The package will include cash transfer and food subsidy, she said.

"Farmers who currently receive Rs 6,000 annually, will be given the first installment of the next financial year immediately. 8.7 crore farmers will benefit from it," said Sitharaman.

As many of 20.5 crore women Jan Dhan Account holders will get Rs 500 per month for next three months to run their households.

For poor senior citizens, widow and disabled will get an ex-gratia of Rs 1,000.

Also, the daily wage under MNREGA has been increased to Rs 202 a day from Rs 182 to benefit 5 crore workers.

The minister said the government will front-load Rs 2,000 payment to farmers in the first week of April under the existing PM Kishan Yojana to benefit 8.69 crore farmers.

Also, the beneficiaries of Ujjwala LPG scheme will get free cooking gas for the next three months, she said.

This forms part of the Rs 1.70 lakh crore Gramin Kalyan Package.

Prime Minister Narendra Modi last week had constituted a task force headed by the Finance Minister to work out package for economy hit by coronavirus.

New Delhi, Aug 4: India witnessed a single-day spike of 52,050 COVID-19 cases as the total cases in the country reached 18,55,746, the Union Ministry of Health and Family Welfare said on Tuesday.

803 COVID-19 related deaths were reported in the last 24 hours. The total cases include 5,86,298 active cases, 12,30,510 cured/discharged/migrated and 38,938 deaths, the Health Ministry added.

Maharashtra continues to be the worst-affected state as it has a total of 1,47,324 active cases and 15,842 deaths. A total of 4,50,196 coronavirus cases have been recorded in the state up to Monday, according to Union Ministry of Health.

Tamil Nadu reported 5,609 new COVID-19 cases and 109 deaths on Monday, taking total cases to 2,63,222 including 2,02,283 discharges and 4,241 deaths, the state Health Department said.

The total cases in Delhi have risen to 1,38,482 including 1,24,254 recovered/discharged/migrated cases and 4,021 deaths, according to the Ministry of Health.

Meanwhile, India recorded the highest single-day testing by conducting over 6.6 lakh tests to diagnose COVID-19 in the last 24 hours.
"In its fight against COVID-19, India scales a new high of 6,61,715 tests in the last 24 hours," said the Health Ministry in a tweet.

A total of 2,08,64,206 samples for COVID-19 have been tested across the country so far, said the Health Ministry.

Mumbai, Feb 9: Given the slow progress on the ongoing Rs 38,000-crore capacity expansion at the four largest metro airports, and also the surging traffic, the snaky queues will continue at least till 2023, warns a report.

The four largest airports -- New Delhi, Mumbai, Bengaluru and Hyderabad -- handle more than half of the traffic and are operating at 130 per cent of their installed capacity. These airports are under a record Rs 38,000-crore capex but the capacity will not come up before end-2023, says a Crisil report.

“With the dip in traffic growth largely behind, we expect congestion at the top four airports of New Delhi, Mumbai, Bengaluru and Hyderabad, which handle more than half of the load, to continue till about FY23,” says the report.

Already these airports are operating at over 130 percent of installed capacity, and the ongoing healthy traffic growth this operating rate is expected to rise further in the next 12 months.

“Operationalising of capacities in the following two fiscals will bring down utilisation levels albeit still high at over 90 per cent by fiscal 2023 and that is despite an unprecedented Rs 38,000 crore capex being undertaken by the operators of these airports over five fiscals 2020-24,” says the report.

Despite this unprecedented capex that is debt-funded, ratings are likely to be stable given the strong cash flows expected due to healthy traffic growth, low project risks associated with the capex and improving regulatory environment, notes the report.

“Capacity at these four airports will increase a cumulative 65 per cent to 228 million annually (from 138 million now) by fiscal 2023. However, traffic is expected to grow strong at up to 10 per cent per annum over the same period. Since additional capacities will become operational in phases only by fiscal 2023, high passenger growth will add to congestion till then,” warn the report.

High utilisation will ride on pent-up demand (accumulated in 2019 as traffic was impacted with the grounding of Jet Airways) and one-off issues with new aircraft of certain airlines.

Further impetus will also come from improving connectivity to lower-tier cities and reducing fare difference between air and rail. Increasing footfalls at airports provide a leg-up to non-aero streams such as advertising, rentals, food and beverage and parking, which comprise around half of the revenue of airports already.

These are expected to grow strongly at over 10-12 per cent, also supported by higher monetisation avenue coming along with current capex. The other half of revenue (aero revenue) is an entitlement approved by the regulator, providing a pre-determined, fixed return over the asset base and a pass-through of costs.

Aero revenue is also expected to get a bump up during fiscals 2022-24, when a new tariff order for airports is likely. Overall aggregate cash flows are likely to double by fiscal 2024 and provide a healthy cushion against servicing of debt contracted for capex, the report concludes.
