NCTC 2.0: Big changes to anti-terror agency

New Delhi, July 13: Home Minister P Chidambaram's pet project, the National Counter Terrorism Centre (NCTC), is set to take-off again after being grounded and scuttled by as many as seven non-Congress chief ministers. Senior member of the Congress party and Assam Chief Minister Tarun Gogoi had also objected to the NCTC. The main opposition, the Bharatiya Janata Party (BJP) too had put up a stiff resistance and criticised the Home Minister over the proposed body.

The reworked NCTC proposal is now with the Cabinet Committee on Security (CCS) - the apex decision making body of the country on security issues, headed by the Prime Minister. The CCS is likely to consider the proposal in the last week of July after the Presidential election, scheduled for July 19, concludes.

The proposed anti-terror body had faced opposition on two counts. The primary objection was about it being placed under the Intelligence Bureau (IB). The IB is primarily designed and tasked to carry out covert executive action. It does not have powers to arrest and works through state police organisations, therefore, does not come directly under legal scrutiny. Placing the NCTC under the IB, it was argued, would jeopardise the IB as it would then be subject to legal scrutiny. Even senior intelligence officers found the prospect of the IB having to explain its actions before a court of law daunting and unwarranted.

Sources have told NDTV that in the fresh Ministry of Home Affairs (MHA) proposal, the NCTC is no longer under the IB. The NCTC will now be a separate organisation which will directly report to the Home Ministry. The Multi-Agency Centre (MAC) - a platform to share varied intelligence inputs coming from various agencies like the Directorate of Revenue Intelligence (DRI), Economic Intelligence Agency, Enforcement Directorate etc. - will be placed under the NCTC. As of now the MAC is within the IB.

In addition to this, the NCTC's ability to carry out counter-terror operations on its own, independent of State Police organisation, was also a major stumbling block. Although, the Union Home Ministry had argued that independent anti-terror operations would be limited and the apprehended suspected would be immediately handed over to the local police, the States, however, weren't convinced with this argument. Odisha Chief Minister Naveen Patnaik, Bihar Chief Minister Nitish Kumar and several others had refused to buy this argument. Instead they claimed that law and order was a state issue and independent anti-terror operations without involving the state police organization would violate the federal structure of the constitution. It is believed that the NCTC will now be able to carry out anti-terror operations only in the rarest of rare cases.

New Delhi, Aug 2: The Ministry of Health and Family Welfare on Sunday issued fresh guidelines for international passengers coming to India amid the COVID-19 pandemic. The new guidelines will be implemented from 12:01 am on August 8.

The ministry has also asked all passengers to submit a self-declaration form online at least 72 hours before travel.

"All travellers should submit self-declaration form on the on the online portal (www.newdelhiairport.in) at least 72hours before the scheduled travel," the guidelines said.

It also said that those coming to India must give an undertaking that they would undergo mandatory quarantine for 14 days as prescribed by the government. "They should also give an undertaking on the portal that they would undergo mandatory quarantine for 14 days i.e. 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health," it added.

Giving exemptions in some cases, the guidelines mentioned, "Only for compelling reasons/cases of human distress such as pregnancy, death in the family. Serious illness and parent (s) with children of 10 years or below, home quarantine may be permitted for 14 days."

"If they wish to seek such exemption, they shall apply to the online portal at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final," it said further.

The guidelines further said that travellers could request for exemption from institutional quarantine by submitting a negative RT-PCR test report on arrival.

"This test should have been conducted within 96 hours prior to undertaking the journey. The test report should be uploaded on the portal for consideration," it added.

Passengers have also been asked to download the Aarogya Setu app on their mobile phones.

Thiruvananthapuram, Jun 24: Kerala on Tuesday was among those honoured for tackling the Covid-19 pandemic when the United Nations celebrated the Public Service Day.

The function, held on a virtual platform, saw the participation of UN Secretary General Antonio Guterres and other top UN dignitaries who applauded all the leaders which included state Health Minister K.K. Shailaja for effectively tackling Covid-19.

Speaking on the occasion, Shailaja noted that the experiences of tackling Nipah virus and the two floods - 2018 and 2019 - where the health sector played a crucial role, all helped in tackling Covid-19 timely.

"Right from the time when Covid cases got reported in Wuhan, Kerala got into the track of the WHO and followed every standard operating protocols and international norms and hence, we have been able to keep the contact spread rate to below 12.5 per cent and the mortality rate to 0.6 per cent," she said.

New Delhi, Jun 11: Rajasthan chief minister Ashok Gehlot has obliquely hinted that the opposition Bharatiya Janata Party (BJP) is pulling out all stops to destabilise the Congress-led government by luring some of the ruling party’s members of the legislative assembly (MLAs) with Rs 25 crore each.

He alleged that the BJP’s plan is similar to that of toppling the erstwhile Kamal Nath-led government in Madhya Pradesh (MP) and some of his party lawmakers have been offered Rs 10 crore each in advance of the promised sum of Rs 25 crore.

The CM made these allegations while speaking to media persons late on Wednesday night, when the Congress took its 107 party MLAs and 13 independent lawmakers to a resort located on the outskirts of Jaipur for a meeting ahead of the upcoming Rajya Sabha polls for three seats from the desert state slated to be held on June 19.

The 120 MLAs will be shifted to the resort on Thursday.

“Our MLAs are intelligent, alert, and united. Rajasthan is the only state in the country, where 13 independent MLAs supported our government for neither exchange of any money nor post. However, the condition on which our MLAs left the party for the BJP in MP is not good,” Gehlot said.

Rajasthan government’s chief whip Mahesh Joshi in a complaint to the director-general, anti-corruption bureau (ACB), has alleged attempts to poach Congress MLAs and the independent lawmakers, who are supporting the Gehlot-led government.

“Attempts are being made to destabilise the government in Rajasthan on the lines of Karnataka and MP,” Joshi alleged.

Gehlot said that he would hold another round of meeting with the 107 Congress and 13 independent MLAs on Thursday.

The CM also targeted Prime Minister Narendra Modi, alleging that the Upper House elections were postponed under pressure because the BJP could not poach an adequate number of MLAs in Rajasthan and Gujarat.

He blamed the saffron party for its lack of faith in democracy, as it has ensured the resignation of eight Congress MLAs in Gujarat since March, including three earlier this week.

Mukesh Pareek, BJP’s state spokesperson, refuted the allegations levelled by CM Gehlot against his party and asked the ruling Congress to give evidence of alleged poaching of its and independent lawmakers.

‘The Congress has failed to manage its own house. There is growing resentment in the party’s rank and file over its failed national leadership,” Pareek alleged.
