EC rejects Mulayam's vote in Prez poll

New Delhi, July 20: The Election Commission today rejected Samajwadi Party leader Mulayam Singh Yadav's vote in the Presidential poll and directed the Returning Officer (RO) not to count it as the secrecy of the ballot had been violated.

"The issue of second ballot paper to Mulayam Singh Yadav was not warranted under rule 15 of the Presidential and Vice- Presidential Elections Rules, 1974. Therefore, the second ballot paper issued to Yadav may not be taken up for counting," the Commission said.

The poll panel also directed the RO that the first ballot paper issued to Yadav cannot be counted as its secrecy was violated.

In a faux pas, Yadav had yesterday cast his vote in favour of BJP-backed candidate P A Sangma instead of UPA nominee Pranab Mukherjee but realised his mistake to make a correction.

Yadav, who was among the early voters, after marking his vote for Sangma, tore the ballot paper and sought a fresh one from the polling officer, according to sources.

The SP chief then marked his correct preference on the fresh ballot paper. The ballot paper carrying the incorrect entry made by Yadav was deposited with the polling officer, the sources said.

The Sangma camp had lodged a complaint with the RO, V K Agnihotri, who is the Lok Sabha Secretary General, and sought cancellation of the second ballot paper issued to Yadav.

Sangma's authorised representative Satya Pal Jain had filed a written complaint with the RO contending Yadav was not entitled to second ballot paper under the law. Agnihotri had later written to the EC on the issue alongwith Jain's complaint.

Kozhikode, Aug 8: Kerala Chief Minister Pinarayi Vijayan on Saturday announced a compensation of Rs 10 lakh to the next of kin of each passenger who died when an Air India Express flight veered off the runway while attempting to land at the Karipur International Airport here on August 7.

He was briefing the media after visiting the crash site at the airport and the injured at the Kozhikode Medical College Hospital.

Offering his condolences, the Chief Minister said, "Apart from the solatium for the victims, the state government would bear the treatment expenses of all those injured in this unfortunate plane crash irrespective of the hospitals they are in. The Civil Aviation Ministry and other Central Government agencies are expected to announce compensation for the air passengers. 

If any further assistance is required, the State Government will take an appropriate decision at that time to support them to get back to a normal life."

"However, the immediate task now is to ensure the best possible treatment for the survivors of the accident. The District Authority is coordinating the treatment of those rescued who are now in 16 hospitals across Kozhikode and Malappuram Districts," added Vijayan.

Of the 190 people on board the ill-fated plane, there were 184 passengers and six crew members. Of the 18 dead so far, 14 are adults (seven males and females each) and four are children. Both the Pilot and the Co-Pilot are among those dead. At present, 149 passengers are hospitalised, of them 23 with serious injuries. Till now, 23 passengers have been discharged. There are few passengers from Tamil Nadu and Telangana also.

All the dead have been identified, eight from Kozhikode district, six from Malappuram district and two from Palakkad district. The post mortem process has been expedited despite the Covid threat and is expected to finish before evening. All the accident victims will be tested for Covid including those who died in the crash. So far, only one victim has tested positive for coronavirus, the Chief Minister said.

He also appreciated the instant response by the local public living in the vicinity of the airport and also the local authorities to this tragedy which ensured the minimum loss of lives in a disaster of such large magnitude as a plane crash. The rescue operations were finished in the shortest possible time yesterday.

"Even though 18 precious lives have been lost due to the impact of the crash, the rescue operations were a miraculous work. The general public and the officials played a big role in spearheading the rescue operations," he said.

Vijayan along with Governor Arif Mohammad Khan reached Kozhikode this morning.

Governor Arif Mohammad Khan expressed his condolences and sympathies to the families of the accident victims and his best wishes for the speedy recovery of those injured.

The Chief Minister was accompanied by the Niyamasabha Speaker, P. Sreeramakrishnan; Minister for Industry E.P Jayarajan, Minister for Health and Social Justice, K K Shailaja; Minister for Agriculture V.S Sunilkumar; Minister for Ports Ramachandran Kadannappalli; Minister for Transport AK Saseendran, Minister for Excise T.P Ramakrishnan, Chief Secretary, Dr Vishwas Mehta; and State Police Chief, Loknath Behra, DGP. 

The Minister for Local Self Governments, A C Moideen and the Minister for Higher Education and Welfare of Minorities, Dr K T Jaleel were already present in Kozhikode.

New Delhi, Jul 21: The Centre has written to all states and union territories warning against the use of N-95 masks with valved respirator by people, saying these don't prevent the virus from spreading out and are "detrimental" to the measures adopted for its containment.

The Director-General of Health Services in the Ministry of Health, in a letter to the Principal Secretaries of health and medical education of states, said it has been observed that there is "inappropriate use" of N-95 masks, particularly those with valved respirator, by the public other than designated health workers.

The DGHS referred to the advisory on the use of homemade protective cover for face and mouth available on the website of the Ministry of Health.

"It is to bring to your knowledge that the use of valved respirator N-95 masks is detrimental to the measures adopted for preventing the spread of coronavirus as it does not prevent the virus from escaping out of the mask. In view of the above, I request you to instruct all concerned to follow the use of face/mouth cover and prevent inappropriate use of N-95 masks," DGHS Rajiv Garg said in the letter.

The government had in April issued an advisory on the use of homemade protective cover for face and mouth, asking people to wear it, particularly when they step out of their residences.

The advisory stressed such face covers must be washed and cleaned each day, as instructed and states that any used cotton cloth can be used to make this face cover. 

The colour of the fabric does not matter but one must ensure that the fabric is washed well in boiling water for five minutes and dried well before making the face cover. Adding salt to this water is recommended, it said.

It also listed the procedures of making such homemade masks, asking to ensure it fits the face well and there are no gaps on the sides.

It urges people to wash hands thoroughly before wearing the face cover,  switching to another fresh one as the face cover becomes damp or humid, and never reusing it after single use without cleaning it. 

"Never share the face cover with anyone. Every member in a family should have separate face cover," the advisory stated.

Bookings continue & tickets are being issued," the national carrier said in a tweet on Friday.

The third phase of the mission will begin from June 11 and continue till June 30.

Air India will operate five flights in the third phase of Vande Bharat Mission to evacuate almost 1,200 Indians nationals stranded in the United Kingdom between June 18 to June 23.

Air India will operate 70 flights in the third phase of Mission Vande Bharat to evacuate Indians stranded in the US and Canada between June 11 to June 30, Civil Aviation Minister Hardeep Singh Puri had said.
