Power failure: Blame game, probe begin as grids restored

New Delhi, August 1: Three electricity grids connecting more than 20 states and the national capital collapsed on Tuesday, triggering what is now being called the country's worst power crisis, and what's worse, it was the second in two days.

Even as the Power Ministry scrambles to restore normalcy, inquiry has begun over what caused it.

Sources say that the trouble started in the Eastern Grid this time. The optimal transmission frequency for any grid is 48 hertz, but the number dropped to 47.50 in the Eastern Grid and 47.69 in the Northern Grid.

While no specific region has been named so far for the overdrawing of power, the Centre has blamed four states - Haryana, Uttar Pradesh, Rajasthan and Punjab.

Meanwhile, there is uproar over Power Minister Sushil Kumar Shinde's promotion to Home Ministry on a day half of the country suffered a total blackout.

The Opposition has even questioned if this promotion was a reward for his loyalty to the Gandhi family.

Life thrown out of gear

The blackout in 20 states across north, eastern and north-eastern India affected more than 60 crore people and severely impacted train services in six railway zones, bringing 300 trains to halt.

The worst sufferers were 265 miners who got trapped in coal mines in West Bengal and Jharkhand due to the power outage. They were evacuated after hours of agony.

In the national capital, thousands of Metro commuters had a harrowing time when the trains stopped inside the tunnels as transmission lines tripped at 1 pm. The power collapse triggered disruption in Metro and train services, crippled water supply and choked roads due to non-functional traffic lights.

States that got affected

Northern Grid states: Delhi, Punjab, Jammu & Kashmir, Himachal Pradesh, Haryana, Uttar Pradesh, Rajasthan, Uttarakhand.

Eastern Grid states: West Bengal, Odisha, Jharkhand, Bihar

North East Grid states: Sikkim, Assam, Mizoram, Manipur, Nagaland, Meghalaya, Arunanchal Pradesh.

Blame game begins

For the first time, the three inter-state transmission networks - Northern Grid, Eastern Grid and North-Eastern Grid - tripped together.

Speaking to mediapersons about the crisis, Sushil Kumar Shinde, who shifted from the Power Ministry to the Home Ministry on Tuesday, put the blame of the grid failure on the states that have been over drawing power. He said, "We had warned several states about overdrawing of power. So we had to face second grid failure in less than 24 hours."

He also warned the states against overdrawing electricity above their limits, saying, "If states overdraw from their regular quota, they will be penalised."

Earlier, Power Grid Corporation of India Ltd chairman RK Nayak said that the problem was difficult to be located because of a complex network.

He further said that some sections are creating problems due to over drawing of power, but the glitch would be plugged by night.

Nayak, however, said he could not give any assurance without analysing all the details.

The blackout also gave an opportunity to the Opposition to hit out at the government over its failure to prevent the power crisis.

Gujarat Chief Minister and Bharatiya Janata Party (BJP) leader Narendra Modi posted a tweet saying, "Pradhan Mantri ji, 60 crore people and 19 states are in darkness. Country wants to know is there any coalition dharma you are following here too?"

Thiruvananthapuram, Apr 1: A day after the Kerala Government issued orders to provide special alcohol passes on doctor's prescription to tipplers, who exhibit withdrawal symptoms, the Excise Department received 40 applications from across the state.

Speaking to ANI, a Senior Excise Official said, "Around 40 people approached us with doctor's prescriptions to get liquor passes across the State. We will forward it to Beverages Corporation and they will conduct home delivery of liquor."

Ernakulam topped the list with eight applications, while Kottayam Excise Office received four and Thiruvananthapuram office received three applications.

"As per the notification we received, a maximum of three litre of alcohol can be provided in a week for a person. For availing liquor again they will have to submit fresh application for the liquor pass," the official added.

An order in this regard was issued by the government on Monday night which outlines the necessary steps to be taken by a person with withdrawal symptoms to purchase alcohol.

As per the order, any individual with a prescription from a government doctor or a doctor from a Taluk hospital or government hospital, where the doctor mentions the patient's "Alcohol Withdrawal Symptoms" can submit the prescription for alcohol to the nearest Excise Range office.

A form also has been provided which should be duly filled to get the liquor pass. The Excise Department after the scrutiny may allow the person to buy Indian Made Foreign Liquor (IMFL) from the beverages corporation.

However, the Kerala Government Medical Officers Association (KGMOA) came out against the order, saying that doctors affiliated with the organisation will not give a prescription for liquor. Further, in a statement issued they said they are observing a 'black day' on Wednesday in protest against the government move.

The Indian Medical Association (IMA) also had termed the direction by the Kerala government 'unscientific' and said doctors had no legal obligation to prescribe alcohol.

After the liquor ban was enforced in view of the lockdown, Kerala has witnessed a number of suicide cases allegedly connected with withdrawal symptoms.

Announcing the decision Kerala Chief Minister Pinarayi Vijayan had also mentioned that the government was issuing such a direction following reports of people developing suicidal tendencies due to the unavailability of alcohol.

Patna, Jan 12: Prashant Kishor, national vice-president of the Janata Dal (United), a key ally of the BJP-led NDA, has thanked Congress general secretary Priyanka Gandhi and former AICC chief Rahul Gandhi for their support in opposing CAA (Citizenship Amendment Act) and NRC (National Register of Citizens).

Perceived as one of the closest associates of Bihar Chief Minister Nitish Kumar, who is also the party’s national president, PK (as Prashant is fondly called) also assured the two top Congress leaders that the contentious legislation would not be implemented in Bihar where JD (U) is ruling the State with the support of the BJP.

“I join my voice with all to thank #Congress leadership for their formal and unequivocal rejection of #CAA_NRC. Both @rahulgandhi and @priyankagandhi deserve special thanks for their efforts on this count….also would like to reassure to all – CAA/NRC won’t be implemented in Bihar,” tweeted PK on Sunday.

The development assumes significance as a day back, the Congress Working Committee (CWC) meeting, chaired by Sonia Gandhi, had strongly opposed CAA/NRC/NPR as it was aimed at “sinister design of the present regime to divide Indian people into religious lines.”

The latest tweet by PK is also being seen as a rebuff to the BJP, which again recently reiterated that “the BJP should project its own chief ministerial candidate during the 2020 Bihar Assembly elections.”

The JD (U) had taken umbrage over such provocative statements by BJP leaders and asked the saffron camp to rein in its ‘loudmouths’ as BJP chief Amit Shah had already made it clear that the next Assembly polls in Bihar would be fought under the leadership of Nitish.

Of late, PK has been quite vocal about his opposition to the Centre’s policies, particularly the contentious issues of NRC and CAA. Besides, he even dubbed senior BJP leader Sushil Modi as the man who became Bihar’s Deputy Chief Minister due to ‘circumstances’ as the BJP was decisively decimated during the 2015 Assembly elections.

Nitish never reprimanded PK for his jibe against Modi, thereby giving rise to speculations whether Bihar was again heading for a political churning ahead of Assembly polls slated for October this year.

New Delhi, Jul 27: India's COVID tally on Monday crossed 14 lakh mark with the highest single-day spike of 49,931 cases reported in the last 24 hours, said the Union Ministry of Health and Family Welfare.

The total COVID-19 cases stand at 14,35,453, including 4,85,114 active cases, 9,17,568 cured/discharged/migrated, it added.

With 708 deaths in the last 24 hours, the cumulative toll reached 32,771.

India had crossed 13 lakhs COVID-19 cases on July 25.

Maharashtra has reported 3,75,799 coronavirus cases, the highest among states and Union Territories in the country.

A total of 2,13,723 cases have been reported from Tamil Nadu till now, while Delhi has recorded a total of 1,30,606 coronavirus cases.

According to the Indian Council of Medical Research (ICMR), 5,15,472 samples were tested for coronavirus on Sunday and overall 1,68,06,803 samples have been tested so far.
