Govt auditor's (CAG) report slams levy of development fee on passengers at Delhi airport

New Delhi, August 17: The government's auditor shared with parliament today a report that says that thousands of crores have been lost in the way in which coal mines were allocated to private players; another report finds fault with how the Delhi international airport was privatised. The government has prepped a detailed defense for both sectors; it will argue that the auditor's calculations are erroneous.

The Comptroller and Auditor General's (CAG) report on the Delhi airport finds that 1.63 lakh crores were lost in the way in which land was leased .

The government's auditor has also objected to the permission granted by the government to the Delhi airport consortium to charge passengers a development fee to help raise funds for the project. The auditor said this was not part of the original contract. The CAG says Delhi International Airport Limited (DIAL) will get an undue benefit of over Rs. 3,400 crore from the development fee.

DIAL charges passengers between Rs. 400 and Rs. 2600, depending on whether they're flying domestically or internationally.

The Delhi airport is run by a public-private partnership between the GMR group, which has 54% stake, and the Airports Authority of India, which is part of the government. Germany's Fraport AG and Malaysia Airport Holdings are the other minority partners in the venture that has operated the Delhi airport since 2006.

The auditor says that land was given to the airport project at highly concessional rates - 4800 acres were allotted, of which 239 acres could be used for commercial purposes like shops at Rs. 100 a year. The auditor says that the earnings from this commercial exploitation will be 1.63 lakh crores.

But in a statement earlier this year, the public-private partnership that handles the airport, referred to as DIAL (Delhi International Airport Limited), rebutted that "It (Rs. 1.63 lakh crore) is simply the absolute amount of revenues that accrue to DIAL over 58 years (45.99 per cent of the same will be shared with Airport Authority of India) - and does not represent the time value of money."

The government will point out that the token rent charged for the land saves the state-run Airports Authority of India hundreds of crores as stamp duty. The government will also emphasise that the concessions available to GMR to run the Delhi airport were part of the bid documents and were available to every bidder, so no preferential treatment was shown to GMR, which landed the project.

The CAG further points out that DIAL was allowed to extend its contract (for Operations, Maintenance and Development of the airport) for another 30 years. This, they say, is a deviation from the cabinet decision of September 11, 2003. The CAG, in its report, says, no infrastructure operator may be allowed to renew lease or extend its contract on identical terms.

The government says this position is factually incorrect as the decision to extend the contract was taken by an Empowered Group of Ministers (EGoM) - which had been constituted - based on a cabinet note of 2003.

New Delhi, Jan 31: Slamming the BJP over the Jamia firing incident, Congress leader Priyanka Gandhi Vadra on Friday said such incidents were possible with the ruling party's leaders inciting people to shoot, and asked Prime minister Narendra Modi to answer whether he stands with violence or non-violence.   

Her attack on the government comes a day after tensions in the Jamia area spiralled on Thursday after a man fired a pistol at a group of anti-CAA protesters, injuring a student, before walking away while waving the firearm above his head and shouting "Yeh lo aazadi" amid heavy police presence in the area.

"When the BJP government ministers and party leaders incite people to shoot, give provocative speeches, then all this becomes possible. The Prime Minister should answer what kind of a Delhi he wants to build?" Priyanka Gandhi said in a tweet in Hindi.

Does the PM stand with violence or non-violence, she asked.

"Does he stand with development or with anarchy?" the Congress general secretary said.

New Delhi, Mar 15: Dozens of Hindu activists held a cow urine party in New Delhi on Saturday to protect themselves from the new coronavirus, as countries around the world struggle to control the deadly pandemic.

Members and supporters of the All India Hindu Mahasabha staged fire rituals and drank from earthen cups to fight the Covid-19 virus at the gathering in New Delhi dubbed a "gaumutra (cow urine) party".

"Whoever drinks cow urine will be cured and protected," Hari Shankar Kumar, a volunteer at the event, said as he served the remedy in brown clay cups.

Governments and scientists have said no medicine or vaccine is available to protect or cure people of the infection that has killed more than 5,400 people and infected nearly 150,000 across six continents.

Two people have died in India while more than 80 have fallen ill, and the government has ordered the closure of some land routes into the country and cancelled all visas to stop the spread of the virus in the world's second most populous country.

Members draped in saffron clothes chanted Hindu hymns at the fire ritual as devotees sang paeans for the sacred animal.

"We have gathered here and prayed for world peace and we will make an offering to the corona (virus) to calm it," Chakrapani Maharaj, the group's leader, told reporters before gulping down a cup of urine.

He then offered a glass to a devil-shaped caricature of the virus to "pacify" it.

He urged people to adopt the "tried and tested" practice of drinking cow urine to ward off diseases, and desist from killing animals and eating meat.

"The coronavirus is also a bacteria and cow urine is effective against all forms of bacteria that harm us," claimed Om Prakash, a participant from the neighbouring state of Uttar Pradesh.

One legislator from the BJP last week suggested use of the urine as well as cow dung can cure the coronavirus.

Lucknow, May 24: The Yogi Adityanath government in Uttar Pradesh has banned Corona patients from keeping mobile phones inside isolation wards of COVID-19 hospitals in the state.

Patients admitted in dedicated L-2 and L-3 COVID hospitals will no longer will allowed to take mobile phones along with them in the isolation wards in order to check the spread of the infection.

According to an order issued by the state government late on Saturday night, two mobile phones will now be available with the ward in-charge of the COVID care centres so that patients and talk to their family members and administration if required.

Further, the orders specify that the mobile numbers should be communicated to the family members of the patients also.

Director General Medical Education, K.K. Gupta, who issued the order, has informed all concerned officials and directors of dedicated COVID hospitals.

"To facilitate the communication between COVID-19 patients admitted in clinics, with their family members, or anyone else, ensure that two dedicated mobile phones while adhering to infection prevention norms, are kept with ward in-charge of COVID care centre," the order said.

According to the latest data available on the website of the Ministry of Health and Family Welfare, Uttar Pradesh now has 5,735 cases of Corona positive patients and the numbers have been growing steadily since the past ten days.
