New Delhi, August 18: The CAG reports on allocation of coal blocks, ultra mega power projects and public private partnership in Indira Gandhi international airport have put the UPA government in a tight spot as the revenue loss from these projects amount to a whopping Rs3.78 lakh crore approximately.

Terming it the “biggest ever scam”, the Opposition immediately went for the government’s jugular. For the next few days, one can expect Parliament to witness pandemonium over this as the BJP-led NDA sharpens its claws and prepares to launch a frontal assault on the government.

To make the calculation simpler, let us look at the breakup: For coal allocation, the loss is Rs1.86 lakh crore, for the power projects it is 0.29 lakh crore and for the Indira Gandhi international airport 1.63 lakh crore (as quoted by the Delhi International Airport Limited). The CAG has a conservative figure of Rs24,000 crore.

For the government, this was a huge loss of face because it was prime minister Manmohan Singh who held charge of the coal portfolio when the coal blocks allocations were done. Going by the figures revealed by the CAG (Comptroller and Auditor General), the coal block allocation scam alone is the biggest ever and has caused the government a staggering loss of Rs 1.86 lakh crore. This surpasses the figure of the 2G scam, which hovered around Rs 1.76 lakh crore.

Even as the Opposition demanded Singh’s resignation, the Congress fielded Manish Tiwari to take the brunt of the NDA criticism. Tiwari was scathing in his attack on the CAG reports.

“When the coal blocks have been allotted for captive use and the coal is not for sale, how can the auditor arrive at any figure of the gain that would accrue to the allottees?” he asked.

Stressing that even in the 2G case, the Supreme Court had not endorsed the CAG’s concept of a presumptive loss, Tiwari said the CAG’s calculations have, in fact, no basis.

On the other hand, summarily dismissing the Opposition’s demand for Singh’s resignation, Union coal minister Sriprakash Jaiswal said, “The ministry does not agree with the assessments made by the auditor. There was nothing wrong with the process of finalising the allottees as it was done under the existing process.”

The BJP was unfazed by the Congress logic and its assertions against the CAG. The party made a simple point. It went on insisting that Singh should take moral responsibility and resign. After all, between 2004 and 2009, Singh was for the most part the minister for coal except for brief periods when Jharkhand Mukti Morcha leader Shibu Soren took charge of the portfolio.

BJP leaders Sushma Swaraj and Arun Jaitley came down heavily on the prime minister holding him directly responsible for the loss of Rs1.86 lakh crore to the exchequer. The BJP leaders pointed out that the CAG had shown how the government had not implemented its own decision to allow competitive bidding — a decision which was taken on June 18, 2004.

“He [Singh] has to seriously introspect, impose on himself the moral censure of quitting himself,” Jaitley said.

Swaraj said the party would go on demanding the resignation of the prime minister in Parliament.

In these politically impactful reports, the CAG has slammed the UPA government for delaying the competitive bidding process in the allocation of coal blocks. According to the report tabled in Parliament, 57 coal blocks were allocated to private sector companies that may have resulted in windfall profit for the companies while the government suffered heavy losses.

In another report on ultra mega power projects, the CAG has questioned the government’s decision to allow Reliance Power to use excess coal from the allocated blocks for its other projects.

According to the CAG report, Reliance Power, at the time the contract was awarded, had said the company would be able to use 20 million tonnes from the two blocks and there would be sufficient coal for the Sasan UMPP.

In the same report, the CAG has urged the government to review the award of the Chhatrasaal coal block to Reliance Power for providing level playing field to other power developers. The CAG has pegged the profit of the private power company to Rs29,033 crore.

These three critical reports meant yet another beating for Congress that already has a battered image. Already, the government, suffering from a policy stasis because of a lack of political consensus, has failed to defend itself in the face of huge and unprecedented corruption charges.

Now, the coal block allocation scam threatens to taint the Mr Clean persona of the prime minister. The Congress will require a lot of positive energy to emerge from this crisis with its head held high.

New Delhi, Feb 5: Kapil Baisala who opened fired at the Shaheen Bagh protest site last week is a member of the Aam Aadmi Party, police said on Tuesday, sparking a war of words between the BJP and the AAP.

While the BJP accused Chief Minister Arvind Kejriwal of "playing" with the security of the country, the AAP hit back, stating the saffron party was indulging "dirty politics".

Deputy Commissioner of Police (Crime Branch) Rajesh Deo said that Baisala and his father joined the AAP in early 2019.

Baisala's family, however, refuted the police's claim.

Kapil Baisala's uncle Fatesh Singh told PTI, "I have no idea where these photographs are circulating from. My nephew Kapil had no association with any political party nor does any other member from the family. My brother, Gaje Singh, (Baisala's father) fought assembly elections in 2008 on a Bahujan Samaj Party ticket and lost. After that no one from our family had any links with any political party."

Singh added that Baisala also doesn't have friends associated with the AAP or any other political party.

Gaje had also contested the 2012 civic body polls from the BSP, the police said.

The police officer said they seized Baisala's mobile phone and retrieved WhatsApp data.

On Saturday, Baisala fired two rounds in air at Shaheen Bagh. According to eyewitnesses, the man shouted "Hindu Rashtra Zindabad" and fired two rounds.

He was overpowered by the police and later arrested.

In the pictures, it was seen that he and his father joined the party in the presence of Atishi Marlena, Sanjay Singh and other leaders, sources said.

The police said on Thursday, Baisala, along with his friend Sarthak Larolla, went to Shaheen Bagh from his village on a bike.

Through CCTV footage, it was found they took the DND flyover, Maharani Bagh, Sarai Jullena and reached Holy Family hospital, a senior police officer said.

"Baisala was not comfortable on the bike as he had hidden the pistol near his waist. They entered the hospital's parking where he adjusted the pistol, used the washroom and headed towards Shaheen Bagh," the senior official added.

When they reached the protest site, Larolla left the spot with the motorcycle and Baisala's mobile phone. Later, Baisala fired two rounds in the air and was apprehended. The weapon was recovered from near the spot, the police said.

Larolla joined the investigation and the mobile phone was seized from his residence.

Baisala has been remanded to police remand for two days.

He had bought the pistol around seven years ago for his brother's marriage. The source of the weapon from where he procured it is yet to identified, police said.

The sources said Baisala was previously also involved in firing incident but was never caught nor was a case registered against him.

Hitting out at the AAP, BJP president J P Nadda accused Kejriwal of playing with the security of the country and said that the people will give the party a befitting reply.

"I want to make clear to Kejriwal that this country is bigger than any election, any government, and the country will not forgive those who play with its security. The people of Delhi will give a befitting reply," Nadda tweeted.

Senior AAP leader Sanjay Singh asked on whose directions was the Delhi Police accusing his party.

"Before the police revealed it (Baisala being an AAP member), how did BJP's Delhi president Manoj Tiwari come to know about it," Singh asked and accused the police of maligning the party.

New Delhi, Jan 19: Reacting to a tweet by ace lawyer Indira Jaising urging her to forgive the four men on death row for brutally raping that finally took her life, Nirbhaya's mother said on Saturday: "Even if God asks me, I won't forgive them."

Speaking to news agency, over the phone, the mother who had been fighting for seven long years to send her daughter's killers to the gallows, said, "...even if god comes and asks me to forgive them, I will not. People like these (Jaising) are a blot on the society."

Commenting on Jaising's tweet, she said: "Who is she to tell or suggest to me to forgive them. What relation does she have with me. I have nothing to do with such people. She can be a relative of those (the convicts) that she is having a soft corner for."

"She is an insult to women. She is running a business in the name of human rights. She is a veteran, she should give a message to the society. But she instead will go against her own kind," she added.

Earlier in the day, Jaising had requested Nirbhaya's mother to follow the example of Congress president Sonia Gandhi, who had moved for the clemency of a woman, Nalini Murugan convicted for the assassination of her husband and former Prime Minister Rajiv Gandhi.

"While I fully identify with the pain of Nirbhaya's mother I urge her to follow the example of Sonia Gandhi who forgave Nalini and said she didn't want the death penalty for her. We are with you but against death penalty," Jaising tweeted on Friday.

A Delhi Court on Friday issued fresh death warrants against the four convicts -- Akshay, Pawan, Mukesh and Vinay in the Nirbhaya gang rape and murder case.

Additional Sessions Judge (ASJ) Satish Kumar Arora fixed 1 February as the date of execution of the four death row convicts. They will be hanged at 6am.

The move came after the prosecution moved an application seeking issuance of fresh death warrants following the rejection of the mercy plea of one of the convicts Mukesh by President Ram Nath Kovind.

The 23-year-old victim was brutally gang-raped and tortured on December 16, 2012, which later led to her death.

All the six accused were arrested and charged with sexual assault and murder. One of the accused was a minor and appeared before a juvenile justice court, while another accused committed suicide in Tihar Jail.

Four of the convicts were sentenced to death by a trial court in September 2013, and the verdict was confirmed by the Delhi High Court in March 2014 and upheld by the Supreme Court in May 2017, which also dismissed their review petitions.

Theni, Mar 29: A young man under home quarantine for coronavirus after return from Sri Lanka suddenly ran out of his house and fatally bit a 80-year old woman in his neighbourhood in a village near here, police said on Saturday.

The woman with injuries in her neck was hospitalised late Friday after the incident but died on Saturday without responding to treatment, they said.

The man, a resident of Jakkamanayakanpatti and engaged in seasonal business in clothing, was overpowered and handed over to police, who arrested him and investigations were on.

He had recently returned from Sri Lanka and directed to remain under quarantine by health authorities as per the protocol for foreign returnees to check coronavirus spread.

He came out of his house on Friday evening and all of a sudden, denuded himself and began running through the street.

Shocked family members including his father gave a chase even as he caught hold of Nachiyammal, seated on her house’s front yard and bit hard her neck.

The man’s kin overpowered him and admitted the woman to nearby Bodi Government Hospital where doctors on Saturday said she succumbed to her injuries, not responding to treatment. Health authorities were unavailable for comments immediately.
