Probe report on Radia tape leakage hardly satisfactory: SC

New Delhi, August 28: The Supreme Court on Tuesday pulled up the Centre over leakage of its tapped conversation of former corporate lobbyist Niira Radia saying its probe report is hardly satisfactory.

A bench of justice GS Singhvi and justice SJ Mukhopadhaya also took strong exception to the Centre's failure to put in place a proper mechanism to prevent such leakage in future.

"Those probe reports are hardly satisfactory. The less said the better. Somebody must be made accountable for the leakage," the bench said after the Centre submitted to it that the leakage has not been done on its part or by its officials.

"There is no reply on how to prevent such leakages in future. In future it will again happen. If you are not able to protect, then why you go for tapping," the bench observed.

It also said the probe report submitted by the government does not specifically give clean chit to any department.

Tata Group chairman Ratan Tata had moved the apex court on November 29, 2010 for action against those involved in the leakage of the tapes saying that the leakage amounted to infringement of his fundamental right to life, which includes right to privacy under Article 21 of the Constitution.

The conversations were recorded by the government as part of surveillance of Radia's phone, ordered by the Directorate General of Income Tax (Investigation) on a complaint received by the finance minister on November 16, 2007 alleging that within a span of nine years, she had built up a business empire worth Rs.300 crore.

The government had recorded 180 days of Radia's conversations -- first from August 20, 2008 onwards for 60 days and then from October 19 for another 60 days. Later on May 11, 2009, her phone was again put on surveillance for another 60 days following a fresh order given on May 8.

Dhaka, Jan 3: Bangladesh's paramilitary force chief said on Thursday that a total of 445 Bangladeshi nationals returned from India in last two months following the publication of the National Register of Citizens (NRC) by the Indian government.

Border Guard Bangladesh (BGB) Director General Maj Gen Md Shafeenul Islam disclosed the figure during a press briefing here.

"About 1,000 people were arrested in 2019 for illegal border crossings from India to Bangladesh, with 445 of them returning home in November and December," he said.

After verifying their identities through local representatives, BGB came to know that all the intruders are Bangladeshis, Islam said, adding that 253 cases were lodged against them for illegal trespass, while initial investigations found that at least three of them were human traffickers.

The BGB Director said the trespassing did not create any tension between the border forces of Bangladesh and India.

Last week, Islam visited India where he said that the creation of the NRC is completely an "internal affair" of India and the cooperation between the border guarding forces of the two countries is very good.

He said the BGB will continue to do its work of preventing illegal border crossings as per its mandate.

A BGB delegation, led by Islam, was on a bilateral visit to India to hold DG-level border talks with its counterparts, the Border Security Force (BSF).

The talks took place from December 26-29, during which a host of issues related to cross-border smuggling and activities of criminals and others along the 4,096-km-long front were discussed.

Responding to a question, Islam said, "No discussion was held at the conference over the (NRC) issue".

He said during the five-day talks held in New Delhi, the BGB demanded that the BSF should take effective steps to prevent killings of Bangladeshis on frontiers as casualty figures sharply rose in 2019.

"The number of border killings in 2019 was highest in the last four years. As per our calculation, the number of such unexpected deaths was 35," the BGB chief said.

However, the BSF estimate of the casualty figure is much lower than our calculation, he said.

Islam said the BSF is following the policy of maintaining maximum restraint and minimal use of force even after being attacked by "armed border offenders".

A statement issued by the BSF last month in New Delhi after the conclusion of the DG-level talks said, "On the concern of the BGB regarding the death of Bangladeshi nationals on borders, it was informed to them that a non-lethal weapon policy is strictly followed by BSF personnel on borders.

"Firing is resorted to only in self-defence, when BSF patrols are gheraoed and attacked by ‘dah’ (a sharp-edged weapon) etc. It was specified that the BSF does not discriminate between criminals based on nationality," it said.

New Delhi, Jul 30: Even as COVID-19 cases continue to surge in various parts of India, more than 1 million people have recovered and discharged till now, informed Rajesh Bhushan, Secretary, Ministry of Health, here on Thursday.

"More than 1 million people have recovered from COVID-19 in the country. This landmark recovery has been achieved because of the selfless work and dedication of our doctors, nurses and frontline workers," Bhushan said at a press conference.

Giving the number of cured persons, Bhushan said, "More than 1,020,000 patients have recovered. They have been discharged. It is a great achievement."

He said, "The recovery rate has shown positive trends. It was 7.85 per cent in April and today it is 64.4 per cent, which is another heartening news which tells us that whatever battle is put by the Union government in collaboration with state governments is showing results."

"Sixteen states of the country have a recovery rate that is more than the national average. Of these, Delhi has a recovery rate of 88 per cent, Ladakh 80 per cent, Haryana 78 per cent, Assam 76 per cent, Telangana 74 per cent, Tamil Nadu & Gujarat 73 per cent, Rajasthan 70 per cent, Madhya Pradesh 69 per cent and Goa 68 per cent," Bhushan said.

He said effective clinical management lead to a decrease in case fatality rate. In June it was 3.33 per cent and now 2.21 per cent.

Bhushan said the case fatality rate in India today is 2.21 per cent and it's among the lowest in the world. Twenty-four states and Union Territories have lesser fatality rate than that of the country.

Herd immunity in a country of the size and population of India can not be a strategic option. It can only be achieved through immunisation.

"Over 18,190,000 tests have been conducted in the country including RT-PCR and rapid antigen tests. There has been a week-on-week increase in average tests per day. India is conducting 324 test per 10 lakhs population per day," Bhushan said.

He added, three vaccine candidates, are in phase 3 clinical trial. These three are in the US, UK and China. In India, two indigenously developed vaccine candidates are in phase I and II of clinical trials. 

Trial of the first vaccine involves 1,150 subjects at eight sites, second on 1,000 subjects at five sites.

New Delhi, Aug 3: India's COVID-19 tally crossed the 18 lakh mark with 52,972 positive cases and 771 deaths reported in the last 24 hours.

The total COVID-19 cases stand at 18,03,696 including 5,79,357 active cases, 11,86,203 cured/discharged/migrated and 38,135 deaths," said the Union Ministry of Health and Family Welfare on Monday.

As per the data provided by the Health Ministry, Maharashtra -- the worst affected state from the infection -- has a total of 1,48,843 active cases and 15,576 deaths. A total of 4,41,228 coronavirus cases have been recorded in the state up to Sunday.

Tamil Nadu has reported a total of 56,998 active cases and 4,132 deaths. While Delhi has recorded 10,356 active cases, 1,23,317 recovered/discharged/migrated cases and 4,004 deaths.

The COVID-19 samples tested across the country has crossed the 2 crore mark till August 2.

The total number of COVID-19 samples tested up to August 2 is 2,02,02,858 including 3,81,027 tests that were conducted yesterday, said Indian Council of Medical Research (ICMR) on Monday.
