FDI in retail and aviation sectors set to become a reality now

New Delhi, September 21: The government on Thursday evening braved intense political opposition and a nationwide bandh to notify the rules for allowing foreign retailers such as Walmart and Carrefour to set up stores in India.

The government also notified the relaxed conditions for single-brand retail as well as the norms for allowing 49% investment by foreign airlines in Indian carriers and permitting greater foreign investment in some sections of the broadcasting sector, sending out a clear message that it will not be cowed down by protests and effectively severing its relations with Trinamool Congress.

These notifications give effect to the decisions taken by the Cabinet last Friday, which have resulted in a political uproar and possibly threatened the long-term stability of the Manmohan Singh government.

Industry was quick to welcome the government's move. "...the notifications have been issued quite promptly, reflecting the government's strong commitment towards the reforms process. This will put to rest all apprehension on whether there would be any turnaround," said CII Director-General Chandrajit Banerjee.

The policy says foreign retailers can only open stores in states that have agreed to allow FDI in multi-brand retail. "The above policy is an enabling policy only," said the press note issued by the Department of Industrial Policy & Promotion.

Bar on Online Retail Trading

"State governments and Union Territories would be free to take their own decisions in regard to implementation of the policy," said the DIPP press note. The policy prohibits retail trading through e-commerce by companies with FDI engaged in multibrand retailing. This means the ban on FDI in B2C e-commerce continues, preventing Amazon and others from entering India.

The states that have agreed to allow foreign investment in multibrand retail, according to the press note, are Andhra, Assam, Delhi, Haryana, J&K, Maharashtra, Manipur, Rajasthan, Uttarakhand and the UTs like Daman & Diu and Dadra and Nagar Haveli.

The new rules stipulate that foreign retailers will have to invest a minimum of $100 million, and at least 50% of the total FDI brought in will have to be invested in backend infrastructure. They will have to source 30% of products from small industry within five years of operations, and every year subsequently.

Moreover, if a small industry crosses the $1-million investment mark in plant and machinery, purchases from it will not be counted towards the 30% mandatory sourcing requirement. If a state does not have a city with one million population, an exemption can be made.

The DIPP has also notified the relaxed rules for single-brand retail trading, allowing foreign retailers with more than 51% FDI the freedom to locally source 30% of the value of goods sold over a five-year period initially, and every year subsequently.

It also relaxed the condition that the single-brand retailer has to own the brand, allowing any one entity to retail the brand. Even FDI-funded single-brand retailers will not be allowed to sell their goods through e-commerce.

"The guidelines will allow many single-brand retail companies to come to India," said Diljeet Titus, senior partner at Titus & Co, which is working with foreign retailers looking to enter India.

New Delhi, Jun 17: AAP MLA and national spokesperson Atishi has tested positive for COVID-19, her party colleagues said on Wednesday.

Delhi Chief Minister Arvind Kejriwal took to Twitter to wish her speedy recovery.

"Atishi ji has played an important role in the fight against corona. I hope that she will get healthy soon and again get involved in serving the people," Kejriwal tweeted in Hindi.

According to sources, Atishi was tested on Tuesday for COVID-19 and her report came positive today.

She is presently under home quarantine, the sources said.

"Get well soon Atishi, recover soon from Corona," AAP MLA Saurabh Bhardwaj tweeted.

Atishi represents Kalkaji assembly constituency.

New Delhi, Jun 25: The Congress on Thursday asked Prime Minister Narendra Modi why has not India gained anything from the "strange bonhomie" which it claimed he shared with China.

Seeking to turn the tables on the ruling party, Congress spokesperson Pawan Khera said the BJP also shared bonhomie with the Communist Party of China (CPC) with several party-level exchanges taking place in the past.

He sought to know whether India's borders have become safe after these exchanges in the last many years.

The Congress leader asked what has the country gained out of these exchange delegations and why are the borders insecure despite the bonds that the two ruling parties of India and China share with each other.

"There is a strange kind of bonhomie between Narendra Modi and China, a two decade old bonhomie. Why doesn't the country get the benefit of that bonhomie," he asked at a virtual press conference.

Khera said all that the Congress will continue to question is about the political will that just does not get visible when it comes to China.

"Whatever is happening on the border today, is it despite the bonhomie which you have with China, or is it because of the bonhomie which you have with China. The country needs to know," he asked.

"We do want to ask you, if as president of the party, Rajnath Singh, Nitin Gadkari and Amit Shah have been sending delegations,  strengthening the bonds between the Communist Party of China and the BJP. What has the country gained out of these bonds? Why are the borders insecure despite these bonds that you have," he also asked.

The ruling has hit out at the Congress for signing an MoU with China's Communist Party and has questioned its "bond" with the ruling party in China.

Khera also asked what role did the India Foundation, an organisation run by National Security Adviser Ajit Doval's son has in strengthening the bonds with China.

"Why does India Foundation keep visiting these countries? Who do they meet? What's the outcome? What's the role of NSA Ajit Doval's son- Shaurya Doval? He keeps attending these meetings through India Foundation? These are important questions in the light of what is happening," he asked.

Khera said the prime minister is showing "red eyes" to those who are asking him questions instead of showing them to the enemy.

"It is time to stand with the Army and show red eyes to China," he said.

The Congress leader said questions will be asked to Modi especially when there are definitive reports, satellite images of incursions in the Ladakh region of India by the Chinese.

He alleged that China laps up the comment of Modi and uses it across the world that the Indian prime minister says that China is in its own territory and Galwan is theirs.

"After a lot of pressure, PMO contradicted what the prime minister said. This kind of a goof up is unpardonable," he alleged.

New Delhi, Apr 14: Prime Minister Narendra Modi on Tuesday requested young scientists of the country to come forward and take the lead in developing a vaccine for novel coronavirus which has claimed over one lakhs lives worldwide.

"While India has limited resources today. I have a special request for India's young scientists. They should come forward and take a lead in developing a vaccine for coronavirus for the welfare of the world, for the welfare of the human race," the Prime Minister said in the address to the nation.

He said that if people continue to be patient and follow rules then the country will be able to defeat even a pandemic like coronavirus.
Prime Minister Modi also announced that the country will remain under lockdown till May 3 to contain COVID-19 cases. The 21-day lockdown, which was announced by the Prime Minister last month, was slated to end today.

However, he indicated at easing of lockdown restrictions in places where there are no hotspots after April 20.

"Till 20th April, all districts, localities, states will be closely monitored, as to how strictly they are implementing norms. The states which will not let hotspots increase, they could be allowed to let some important activities resume, but with certain conditions," Modi said.

Odisha, Punjab, Maharashtra, Telangana, Tamil Nadu and Puducherry have already announced the extension of lockdown.

India's total number of coronavirus positive cases has climbed to 10,363 including 8,988 active cases, 1,035 cured/discharged/migrated and 339 deaths, the Ministry of Health and Family Welfare said today.
