Rahul Gandhi is already No. 2 in Congress party, Janardan Dwivedi says

New Delhi, October 31: The build-up to Rahul Gandhi's elevation as Congress number two has started with the emphatic assertion that there is no doubt about his position in the party.

Asked when he would be formally designated as secretary general or working president, AICC general secretary Janardan Dwivedi said, "Something is due. It may happen when it is ready. Rahul Gandhi is number two in the party. His place is after the Congress president. It is not a hidden fact. There is no ambiguity about it. PM Manmohan Singh has said that Rahul is the future leader. There is no shying away from it."

The proclamation of Rahul's imminent coronation amid speculation over the timing of AICC reshuffle to promote him indicated that it is time for bugles for another generation of Gandhis to take over the party.

The recast of Congress organization will come after the Sunday rejig of the Union ministry which saw promotion and induction of young ministers who are seen as the party's GenNext. It is a prelude to Rahul taking over the organization as the launch pad for the 2014 elections.

Dwivedi made it clear that even as general secretary, Rahul was the first among equals and that the designation, whenever it comes, would merely be a de jure stamp on what is already de facto. "This has been accepted by every forum in the party — from block level to the plenary," he said.

The definitive tone marks the onset of "succession season", likely to end with 2014 polls. Partymen say it may not be succession in literal terms since Sonia Gandhi was still going to be the party chief but Rahul would soon be handling day-to-day management of the party after he is delineated number two.

Rahul is expected to be designated as either 'secretary general' or "working president'. He is presently general secretary in charge of youth outfits.

"It is part of the succession plan," a leader said.

The timing of AICC rejig to promote Rahul's takeover is planned to complement the reshuffle of the Union ministry that would convey a sense of purpose in the ruling camp which has been in disarray. The corruption issue and the policy paralysis at the Centre have hurt the popular perception about Congress.

Rahul's elevation would be part of his projection as prime ministerial candidate in 2014 polls with a message that the party was looking to move on from the old guard that has represented old politics.

The rejig will help Congress steal a march on the leadership issue over the opposition NDA, which is still to settle its PM candidate in view of jostling among the BJP satraps.

New Delhi, Jan 3: The National Payments Corporation of India (NPCI) on Thursday said the homegrown payments technology RuPay will offer 40 per cent cashback for its international card users for transactions in select countries.

Indians travelling to the UAE, Singapore, Sri Lanka, the UK, the US, Spain, Switzerland and Thailand will be able to earn up to Rs 16,000 cashback per month by getting their RuPay International Card activated, the NPCI said in a release.

With RuPay International cards --JCB, Discover and Diners Club--customers using multiple cards can earn more cashbacks under the 'RuPay Travel Tales' campaign.

To avail the cashback benefit, customers will have to do a minimum transaction of Rs 1000 and the maximum cashback is capped at Rs 4,000 for a single transaction.

The offer can be availed by customers using RuPay International Card four times a month that can give them a chance of earning up to Rs 16,000 as cashback.

Praveena Rai, COO, NPCI said, "We always aim to create an end-to-end value proposition for RuPay International cardholders to make their overseas travel experience seamless and memorable. The campaign is not only providing an exciting platform for travelers to earn cashbacks but also motivating them to migrate towards digital transactions nationally and globally".

Apart from earning cashbacks, RuPay International cardholders can access to RuPay affiliated domestic/international airport lounges.

They also can avail attractive offers on booking international fights and hotels in association with Thomas Cook and Make My Trip, the release said.

RuPay has a partnership with Discover Financial Services (DFS) and Japan based JCB International, allowing RuPay users the access to across 190 countries.

As on date, there are over 1,100 banks live on RuPay platform including SBI, HDFC Bank, Axis bank, among others.

RuPay card base has crossed 600 million, half of which are in the mid and premium segments, NCPI said.

NPCI was incorporated in 2008 as an umbrella organization for operating retail payments and settlement systems in India. An initiative of RBI and IBA under the provisions of the Payment and Settlement Systems Act, 2007, NPCI was initiated for creating a robust payment and settlement infrastructure in the country.

Former prime minister Gandhi was assassinated on this day in 1991 in Tamil Nadu's Sriperumbudur by a suicide bomber during an election campaign.

Feb 28: The best economic tonic for the coronavirus shock is to contain its spread and worry about stimulus later, said Raghuram Rajan, former head of the Reserve Bank of India.

There’s little central banks can do, and while more government spending would help, the priority should be on convincing companies and households that the virus is under control, he said.

“People want to have a sense that there is a limit to the spread of this virus perhaps because of containment measures or because there is hope that some kind of viral solution can be found,” Rajan told Bloomberg Television’s Haidi Stroud Watts and Shery Ahn.

“At this point I would say the best thing that governments can do is to really fight the epidemic rather than worry about stimulus measures that comes later,” said Rajan, who is currently a professor at the Chicago Booth School of Business.

The spread of coronavirus is pushing the world economy toward its worst performance since the financial crisis more than a decade ago.

Bank of America Corp. economists warned clients Thursday that they now expect 2.8% global growth this year, the weakest since 2009.

“We have moved from extreme confidence in markets to extreme panic, all in the space of one week,” said Rajan, who previously was chief economist at the International Monetary Fund.

The virus outbreak will force companies to rethink supply chains and overseas production facilities, he said.

“I think we will see a lot of rethinking on this, coming on the back of the trade disruption, now we have this,” Rajan said. “Globalization in production is going to be hit quite badly.”
