Analysis: Tactless Modi hits new low

November 3:To understand why Narendra Modi is dwelling on issues like Sonia Gandhi's travel bills, Shashi Tharoor's wife, Manmohan Singh's "silence" - he called the prime minister "Maun" (silent) mohan - during his election campaign, it has to be realised that he can no longer play the communal card that was so useful to him earlier.

The run-up to the 2002 elections was marked by the Gujarat chief minister's provocative ploy of uttering the full name of then chief election commissioner (CEC) - James Michael Lyndoh - in order to emphasise his "alien" roots. He also pointed out that both the CEC and Congress president Sonia Gandhi are Christians.

As for Muslims, he mocked their propensity to marry four wives by saying, "hum panch, hamare pachis" (we are five with 25 children) to underline their violation of the family planning norms. Modi also described the refugee camps for the victims of the 2002 riots as child-producing centres.

How effective this relentless baiting of minorities was for Modi and the Bharatiya Janata Party (BJP) could be seen from the rise in the margin of victory of Maya Kodnani, who was recently convicted for instigating the riots, from 7,000 votes in 1998 to more than 60,000 in 2002. Five years later, the margin rose to 180,000 votes.

Considering, however, that Modi has since changed tack, stressing his development plank and even holding 'sadbhavna' (goodwill) fasts in aid of social harmony, he is unable to whip up communal sentiments. He has had no alternative, therefore, but to fall back on issues like Sonia Gandhi's travels abroad although he desisted from referring to her medical expenses lest this was considered too insensitive.

However, his tactlessness was evident when he brought up the subject of Shashi Tharoor's earlier removal from the external affairs ministry following allegations of his then girlfriend's involvement in an Indian Premier League irregularities. Not surprisingly, Modi's question at a poll rally - "has anyone seen a Rs. 50,000 crore girl friend ?" - drew a riposte from Tharoor that his wife was "priceless" and angry responses from women's organisations.

The danger, however, of a descent into coarseness is that it generates more unrefined conduct. While the BJP's Mukhtar Abbas Naqvi tried to outdo Modi's lack of urbane sensitivity by suggesting that Tharoor could be made a minister for love affairs, the Congress' "loose cannon", as he once called himself, Digvijay Singh, asked YouTube users to search for Yashoda Ben who is supposed to be Modi's spouse.

The lowering of the level of political discourse is not confined to Modi and his supporters and critics. While the activist-turned-politician, Arvind Kejriwal, continues to be a "muckraker", as BJP president Nitin Gadkari called him, the president of the one-man outfit, Janata Party, Subramanian Swamy, has entered the mud pit with allegations of fraudulence against Sonia and Rahul Gandhi.

The apparent reason for the present murky scene is that neither of the two main parties, the Congress and the BJP, has been able to pull decisively ahead of the other in the political race. The resultant vacuum has left enough scope for new entrants like Kejriwal and Co and habitual litigants like Swamy to muddy the waters.

A measure of the misgivings which prevail can be gauged from the fact that Anna Hazare, who is Kejriwal's mentor, has expressed the apprehension that his protege can become "power hungry". Anna himself has re-entered the arena after a brief pause during which Kejriwal left his company.

Now, Anna has constituted another team along with the former chief of the army staff, General V.K. Singh, whose term ended under a cloud because of a controversy over his year of birth. It remains to be seen whether the general and the soldier (Anna was once in the army) can prove to be as effective as the earlier group of activists initially were.

Unfortunately, none of this kerfuffle is expected to yield a clearer picture in the near future. While the expected Congress defeat in Gujarat may make the Manmohan Singh government nervous about pursuing reforms with any vigour, it is unlikely to be of much help to Modi in fulfilling his ambition of moving to the national stage because of the BJP's internal problems.

For one, Gadkari's embroilment in the charges of sleaze will not give him much time for an organisational reshuffle. For another, the possibility of former Karnataka chief minister B.S. Yeddyurappa leaving the party will throw the BJP into further confusion.

The Congress, on its part, will be unable to take advantage of the disarray in the opposition ranks - the Left is demoralised while the BJP is a house in turmoil. First, because of the charges of corruption against Robert Vadra, Salman Khurshid, Virbhadra Singh and others and, secondly, because it will take time for the reforms to yield results.

Lucknow, Jan 16: The drive initiated by Uttar Pradesh's Yogi Adityanath government to identify non-Muslim immigrants in the state seems to have run into rough weather.

In Pilibhit, where the maximum number of about 35,000 illegal immigrants has been identified, it has now been found that information is being sought by the state government on an unverified document. A large number of families from Bangladesh settled here several decades ago.

The survey began last month even before the bill was notified. Moreover, the feedback email on the questionnaire is a Gmail ID -- [email protected] -- which is not a government server.

It is not known how the state government is drawing up the lists without having the verification criteria.

After the report was put up by a news website, Home Department officials feigned complete ignorance about the issue.

A spokesman said: "This was an unofficial and preliminary exercise to assess the number of illegal migrants in the state. The document is meant to collect basic beneficiary information. No list of potential beneficiaries has yet been sent to Delhi."

The document has eight columns asking for name, father's name, place of stay in India, and where did they come from and when. It does not mention any requirement of proof, or documents.

It also asks for a description of the kind of atrocities they faced, presumably in their home country.

The District Magistrate of Pilibhit claimed they are checking documents of the refugees, but denied any knowledge of the unsigned document.

The CAA is meant to benefit Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Pakistan, Bangladesh and Afghanistan who came to India before December 31, 2014. The statement of purposes of the Act adds that it is meant to benefit those fleeing religious persecution from the above countries.

Yogi is unfit to be CM as he does not know what he speaks and does.   Its unfortunate that we are such idiot as CM.    Instead of CAA we need PAA (Politician amendment act).    We need age limit of politicians to be fixed to 65 or maximum 70 years and any one coming in politics to be free from any bad doing.   No rapists/murders/looters/decoits should be allowed to contest election.   Presently 90 percent of the politicians have bad record.  Few are rapists, murders, having spent jail term etc.

New Delhi, July 10: Hours before gangster Vikas Dubey was killed in an alleged police encounter on Friday, a plea was filed in the Supreme Court demanding urgent listing for action into his "possible killing" by Uttar Pradesh Police.

Advocate Ghanshyam Upadhyay had apprehended in his plea that there is a high possibility that Dubey will also be killed in a 'fake' encounter after his arrest from Ujjain in Madhya Pradesh a day ago.

Upadhyay claimed that the UP Police was expected to "concoct the same story of encounter" for Dubey like it did when four of his associates were killed after the 2 July incident.

Dubey was the primary accused in the killing of eight policemen in Kanpur on July 2. He was arrested from Ujjain on Thursday. He was killed in a police encounter, when he allegedly tried to flee on Friday morning.

"During the hunt for Dubey and co-accused, five of his accused aides were arrested/caught and then killed by the police in the name of encounter...Thus, there is every possibility that even Dubey shall be killed by Uttar Pradesh Police like other co-accused once his custody is obtained," Upadhyay feared.

He submitted that the killing of the accused by the police in the name of encounter no matter how heinous the crime was "against the rule of law and serious violation of human rights and nothing sort of Talibanisation of the country". Upadhyay sought hearing in the matter on Friday itself, citing extreme urgency.

New Delhi, Feb 19: India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.

India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one.

"We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said.

From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel."

India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years.

"It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said.

State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers.

BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG.

Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020.

But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018.

The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra.

BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.

Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars.

The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI.

"We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe."

India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide.

Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001.

Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000.

The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.

Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles.
