Audit a contractual obligation; RIL will abide by it: Moily

New Delhi, November 5: Amidst a row over CAG audit of Reliance Industries' KG-D6 gas field spendings, Petroleum Minister M Veerappa Moily today said audit is a contractual obligation and the company will abide by it.

"I have already gone on record to say that it is a contractual relationship between the government and the respective contracting parties... Audit (of spending on oil and gas fields) is part of this (contractual obligation)," he told reporters here.

RIL had on Saturday stated that it had never contested the government's right to get spendings on the flagging KG-D6 gas fields audited by the Comptroller and Auditor General of India (CAG) but added that the consent must not lead to a performance audit of a private firm.

"Let us not get into immediate on this. Allow them (RIL) to make a business," Moily said. "They (RIL) will abide by that (contractual obligations). We need not create problems for either for them (RIL) or for the government and CAG."

The row over CAG's second round of audit of KG-D6 field erupted after the Petroleum Ministry last week postponed a kick-off or 'Entry Conference' called to commence the scrutiny of spendings in 2008-09 to 2011-12.

The meeting was called-off due to differences over the nature and scope of audit to be conducted by CAG, with RIL saying it was open to a financial audit but not a performance scrutiny wherein complex technical decisions like hiring of a particular technology may come in for questioning.

In a Saturday evening statement, RIL said it "has at no time contested the government's right to conduct an audit by any agency, including the CAG, as provided in Section 1.9 of the Accounting Procedure of the Production Sharing Contract".

RIL said it "appreciates" CAG's reported statement that it does not conduct performance audit of private firms.

Thiruvananthapuram, Mar 30: The Kerala chapter of the Indian Medical Association (IMA) has said that the state government's decision to sell alcohol to those with a prescription from doctors for having withdrawal symptoms is not a scientific one.

"Scientific treatment should be given to those who have alcohol withdrawal symptoms. It can be treated at home or in hospitals with medicines. It is not scientifically acceptable to offer alcohol to such people instead," a statement by IMA said.
The IMA said that they have taken the matter up with Chief Minister Pinarayi Vijayan.

The association said that the doctors have no legal obligation to provide a prescription for alcohol.

"Writing a liquor prescription can result in the cancellation of the right to treatment. We have brought it to the notice of Chief Minister," it added.

IMA state president Dr Abraham Varghese and state secretary Dr Gopi Kumar said that scientific treatments are good for those with withdrawal symptoms and added that if other methods are adopted it will only complicate matters.

Kerala government had earlier said that it was considering the option of online sale of liquor in the state to those with a prescription from doctors.

The decision had come in the backdrop of a country-wide lockdown to prevent the spread of coronavirus.

New Delhi, Jul 28: India on Wednesday reported 47,704 more COVID-19 cases in the last 24 hours, taking the country's count of coronavirus cases to 14,83,157, informed the Union Ministry of Health and Family Welfare.

Out of the total cases, there are 4,96,988 active cases in the country while the number of patients cured/discharged and migrated stands at 9,52,744.

With 654 deaths due to COVID-19 in the country reported in the last 24 hours, the death toll rises to 33,425.

The recovery rate among COVID-19 patients has increased to 64.23 per cent. The recoveries to deaths ratio is 96.6 per cent:3.4 per cent, informed the Centre.

As per the data provided by the Ministry, Maharashtra continues to be the worst-affected state from the infection with 1,48,905 active cases and 13,656 deaths due to COVID-19. Tamil Nadu has a total of 53,703 active cases and 3,494 deaths.

Delhi has a total of 11,904 active cases and 3,827 deaths.

The Health Ministry further informed that more than 5 lakh COVID-19 tests were conducted in a single day over two consecutive days. On 26th July, India tested a total of 5,15,000 samples and on 27th July, a total of 5,28,000 samples were tested.

The total number of COVID-19 samples tested up to July 27 is 1,73,34,885 including 5,28,082 samples tested yesterday, said the Indian Council of Medical Research (ICMR).

Lucknow, Jul 10: Samajwadi Party supremo Akhilesh Yadav on Friday raised questions on gangster Vikas Dubey's encounter killing after an accident, saying the car did not topple but it was an effort to save the government from toppling if facts came to light.

Dubey was killed in an encounter after a police vehicle carrying him from Ujjain to Kanpur met with an accident and he tried to escape from the spot, police said.

"Darasal ye car nahi palti, raj khulne se sarkar palatne se bach gayi hai," (Actually, the car did not topple. It is an effort to save the government which would have toppled if facts came to light)," Yadav said in a tweet in Hindi.

Senior Superintendent of Police (Kanpur) Dinesh Kumar P said that the accident took place in the morning when it was raining heavily and the police vehicle overturned near Kanpur.

Eight policemen, including DSP Devendra Mishra, were ambushed in Bikru village in Chaubeypur area of Kanpur when they were going to arrest Dubey and fell to bullets fired from rooftops shortly after midnight on July 3.
