Delhi gang rape: High court slams cops for lapses as home secretary lauds them for cracking case

New Delhi, December 22: Even as angry Delhiites continued to take to the streets over the gruesome gang rape of a 23-year-old girl and the high court slammed the cops for lapses that had led to Sunday night's incident, Union home secretary RK Singh lauded the Delhi Police for its "outstanding" job in cracking the case.

Singh's remark appeared completely out of sync with the mood of the city. It came on a day when the high court made its unhappiness known over the police's "evasive" status report in the case and demanded the names of officers on patrol duty on the route taken by the bus in which the gang-rape took place.

The home secretary was replying to a question on whether the police commissioner should resign taking moral responsibility for lapses that led to the rape. He was addressing a joint press conference with police commissioner Neeraj Kumar.

Attempting to restore people's faith in the police, Singh assured Delhiites that no 'goondagardi' (rowdiness), 'dadagiri' (bullying) or misbehaviour with women would be tolerated and a "very strict regime" would be put in place to ensure safety of people in the capital which recorded a 17% rise in rape cases in the past year.

"We will ensure that all necessary action is taken by Delhi Police ... people of Delhi will feel it," Singh said.

'Furnish case details by January 9'

A Delhi high court bench of Chief Justice D Murugesan and Justice Rajiv Sahai Endlaw on Friday said the police had submitted an incomplete status report. "We are not convinced," an anguished bench said, adding that the questions it had raised two days ago, when it took suo motu cognizance of the case, "had not been addressed.

"None of the details we sought have been mentioned. The bus couldn't be detected for 40 long minutes so we asked who were the policemen on duty on the route who manned the barricades and PCR vans? When we had asked specific questions why the report is evasive?" the bench asked Delhi Police counsel Dayan Krishnan and Delhi government sta8nding counsel Najmi Waziri.

Waziri conceded the status report filed by the cops suffered from absence of details but assured the bench that the "entire bureaucracy is seized of the matter and our primary focus is to investigate the case". "Many things cannot be brought into the public domain at this juncture," Waziri added.

The court then gave the police till January 9 to furnish details it had sought. To make it a water-tight casethat doesn't get botched up, HC also asked Waziri to ensure forensic examination in the crime be "expeditiously conducted by experts" since in many cases delay in DNA and CFSL reports affects the prosecution case.

The court's direction came after it learnt that there was no director at the CFSL. "Evidence is lost. They don't accept any sample as there is shortage of chemicals too. If it is so, then please rectify it immediately," the court directed, saying the Delhi government must look into the lack of infrastructure and other facilities at FSL labs.

During the hearing, Meera Bhatia, a woman lawyer assisting the court, raised apprehensions on the quality of medical care being given to the victim at Safdarjung hospital and urged the court to direct that she be transferred to a super-speciality hospital. But the HC refused, saying, "We have already noted in our previous order that the victim, if it is possible, should be shifted to a super-speciality hospital."

HC had on December 19 taken suo motu cognizance of the gang rape incident and decided to monitor its probe by directing the police to carry a "high standard" investigation and file the chargesheet only after the court's perusal.

Home secretary R K Singh, at his joint press meet with police commissioner Neeraj Kumar, said the police would file the chargesheet "quickly", seek life imprisonment for the accused and request day-to-day hearing of the case. Asked about the growing demand that the accused should be given death penalty, Singh said police were working as per law and according to the law, life imprisonment was the maximum punishment for rape.

On the possibility of including death penalty in the law for rape, he said, "We will have to look into the demand ... but there are many jurists and various human rights groups who are demanding abolition of capital punishment in India, though I personally believe there should be death penalty for such crime".

Singh complimented the Delhi Police for cracking the "blind case" within a very short span of time.

Thiruvananthapuram, Jun 6: The Sabarimala Temple in Kerala is set to reopen from June 14 for devotees for monthly pooja and festival.

The temple will be open for the five-day monthly rituals in the Malayalam month of Midhunom that begins on June 15. From June 19-28 is the Sabarimala festival

A virtual queue system has been put in place in which 200 people will be allowed to register within an hour, Devasom Minister Kadakampally Surendran said.

To avoid crowding, only 50 devotees will be allowed to be present in front of the temple.

Before entering the premises, people will be scanned in Pampa and Sannidhanam. As a precautionary measure, people have been asked to wear mask and sanitation would be carried out at regular intervals.

Notably, no accommodation will be provided to the devotees in Sabarimala.

According to the Devasom Minister the administration has made two slots for the temple visit-- 4 am to 1 pm and 4 pm to 11 pm.

Also, the vehicles will only be allowed till Pampa. People coming from other states are required to register at government COVID Jagrata pass registration portal. Moreover, Appam and Arvana will be provided only through online booking.

Also, the devotees coming from other states will have to upload Indian Council of Medical Research (ICMR) labs certificate as a proof that they have not been infected with the lethal infection.

Also for the Guruvayoor Temple, the district collector, police and temple administration will hold a meeting to decide on the re-opening of the Temple. Here too devotees have to get themselves registered online.

In a single day, 600 people would be allowed to offer prayers at this shrine. Each hour, 150 people will be allowed to enter the premises.

Also, the time slot will be provided to people. In one batch 50 people will be allowed for 15 minutes inside the premises

Not only that, but marriages can also again be solemnised with divine blessings at the Guruvayoor temple. The administration will allow only 60 marriages in a day.

Weddings were stopped at the temple, due to the COVID-19 lockdown that was in place since March 24.

A marriage group should not have more than 10 people, including the bride and the groom and it is mandatory for the group to abide by the social distancing norm.

New Delhi, Jul 23: Riding high on foreign investors buying stakes in Jio Platforms, Reliance Industries Ltd Chairman Mukesh Ambani became the world’s fifth-richest person Wednesday, edging past American investor Warren Buffett on the real-time ranking of billionaires by Forbes. With an estimated wealth of $75 billion, Ambani is only next to Facebook co-founder and CEO Mark Zuckerberg, whose wealth is pegged at $89 billion.

Buffet had slipped down the rankings after donating more than $37 billion of Berkshire Hathaway Inc. stock since 2006 to charity. Berkshire Hathaway’s stock performance has also underwhelmed recently.

Amazon founder and CEO Jeff Bezos still sits at top in the richest list, with a net worth of $185.8 billion. He is followed by Microsoft co-founder Bill Gates with net worth of $113.1 billion and luxury group LVMH Moet Hennessy Louis Vuitton’s chief Bernard Arnault, with a net worth of $112 billion. Facebook CEO Mark Zuckerberg is at the fourth position in the Forbes list.

Shares of Ambani’s conglomerate have more than doubled since a low in March as its digital unit got more than $15 billion in investments from companies including Facebook Inc, Silver Lake, Intel, and most recently, Google. The US tech giant has committed a capital infusion of Rs 33,737 crore for a 7.7 per cent stake on Jio Platforms.

The total investment from financial and strategic investors into Jio Platforms stands at Rs 1,52,056 crore. RIL has raised a total of Rs 2,12,809 crore through a rights issue, the combined investments in Jio Platforms and investment by BP.

During the Reliance AGM last week, Ambani had said RIL has made its net-debt free ahead of a March 2021 target due to recent investments. Ambani said Jio has designed and developed a complete 5G solution that’s ready for launch as soon as spectrum is made available next year.

Jio and Google have also entered into a commercial agreement to jointly develop an entry-level affordable smartphone with optimisations to the Android operating system and the Play Store, Ambani said.

RILs market value jumped to Rs 12.7 lakh crore or $170 billion on Monday, making it the 51st most valued company in the world. Between April 1 and July 13, RIL has gained $81 billion in market capitalisation and has climbed 47 places from being the 98th most valued company on April 1 to 51st most value company now.

The share price of RIL has risen by 120 per cent over the last four months for Rs 883 per share on March 23, 2020 to Rs 1,939 on Monday. Since April 22, when Facebook Inc announced an investment of Rs 43,574 crore in Jio Platforms for 9.99 per cent equity stake, Jio Platforms has announced investments by 12 other investors. The total investment by these 13 investors over the last 12-weeks amounted to Rs 118,318 crore.
