Mulayam goes soft on Muslim quota to woo upper castes

December 28, 2012

MulayamNew Delhi, December 28: Samajwadi Party has asked the Centre to facilitate "Muslim quota", betraying concern that a strident party stamp on minority politics can neutralize its fledgling attempts to bait upper castes and OBCs with 'promotion quota'.

SP leader Ramgopal Yadav said, "We will pass a resolution in UP assembly to ask the Centre to amend the Constitution to allow reservation for Muslims in jobs and education." He said the Supreme Court has repeatedly struck down religion-based quota like in Andhra Pradesh. "It is best done by tweaking the Constitution," he told TOI.

Ostensibly to ensure an iron-clad quota law, Mulayam Singh Yadav's caution to pass the buck to the Centre has surprised observers in view of his history of muscular minority politics. It is seen as realpolitik from the wily Yadav chieftain who may see the revived stridency on Muslim quota as a red rag for upper castes and non-Yadav backwards.

The Yadav camp is aggressively opposing reservation in promotions for SCs/STs in the hope that it would polarize upper castes and backwards in its favour — non-dalits are opposed to the Centre's move to restore quota. Samajwadis stalled the quota bill in the winter session of Parliament.

SP had all but forgotten its poll promise to provide 18% quota for Muslims but was forced to revive it after a vicious assault from bete noire Mayawati. In an interview to TOI last week, the BSP supremo accused Mulayam of lip service to social groups, saying the Akhilesh Yadav regime had done nothing to enact Muslim quota in nine months in power.

Though forced to react on an issue concerning its core vote base, Samajwadi camp is treading carefully. The move to pass an assembly resolution seems aimed at making minority quota appear a demand cutting across the secular spectrum that includes BSP and Congress.

The collective political stamp would dilute Samajwadi authorship on Muslim reservation and may soften the resultant anger among upper castes and backwards.

The apprehension over Hindu reaction to minority quota stems from the failure of Congress in UP polls this year. Rahul Gandhi led an aggressive campaign by highlighting the centrally-moved 4.5% sub-quota for Muslim OBCs. The party finished poorly, failing to win upper castes while triggering a backlash from backwards who saw the sub-quota as eating into their 27% share.

Mayawati's gambit behind attacking SP on minority quota appeared aimed at forcing 'Maulana Mulayam' to take an aggressive stance on the issue that would stymie his newly-attempted appeal among upper castes and sections of Hindu backwards.

Mumbai, Apr 14: The Shiv Sena and NCP said Prime Minister Narendra Modis address to the nation on Tuesday lacked substance as he did not suggest ways to strengthen the economy or a relief package for the poor and those worst hit by the lockdown.

Shiv Sena spokesperson Manisha Kayande also took a dig at the prime minister, saying he thankfully did not give any activity to people this time like clanging utensils or lighting lamps.

Modi on Tuesday announced that the lockdown across the country will be extended till May 3, saying the measure has produced a significant outcome in containing the infection.

He said implementation of the lockdown will be strictly ensured in its second phase and detailed guidelines will be brought out on Wednesday to ensure that outbreak does not spread to new areas.

Some relaxations may be allowed after April 20 in places where there are no hotspots, he said.

Kayande said Modi could have announced extension of the lockdown on Wednesday itself along with the new guidelines, instead of declaring it separately.

"He could have elaborated steps to be taken to tackle the coronavirus, relaxing restrictions on movements in different areas (depending upon threat posed by the disease)," she said.

"His speech normally is more of a rhetoric than substance. Thankfully, he did not give any other event to the people like lighting up lamps or clanging utensils. There was nothing substantial (in the address), the only takeaway was that the lockdown has been extended, she added.

Maharashtra Minister and NCP national spokesman Nawab Malik noted that Modi talked about helping the poor.

"But, he could have announced a package on behalf of the central government to help the poor, those working in the unorganised sector who are the worst hit due to the lockdown.

There was no mention of it anywhere," Malik said.

Another NCP spokesman Mahesh Tapase said it was expected that the prime minister would address the economic concerns being faced by the country.

"The least to expect was the announcement of a slew of measures to kick-start the economy in a phased manner as and when the restrictions are lifted, he added.

Tapase said the employers and employees wanted to know from the government how recession and unemployment will be tackled in the time to come.

"Access to capital for business, especially for MSMEs and agriculture, is a big concern. Supply and logistics is the cornerstone of economic activity which has come to a virtual standstill," he said.

The 2020-21 fiscal looks grim and hence, the right stimulus from the government coupled with a renewed zeal by the industry will only bring the economy back on track, he suggested.

May 13: Senior Congress leader P Chidambaram on Wednesday mocked the prime minister's announcement of a Rs 20 lakh crore financial package as a "headline and blank page", and said he was looking forward to the finance minister filling the blank page.

Prime Minister Narendra Modi on Tuesday announced massive new financial incentives on top of the previously announced packages for a combined stimulus of Rs 20 lakh crore.

Chidambaram said he would count every additional rupee the government infuses into the economy and examine what the poor, hungry and devastated migrant workers get after walking hundreds of kilometres to their home states.

"Yesterday, PM gave us a headline and a blank page. Naturally, my reaction was a blank!

"Today, we look forward to the FM filling the blank page. We will carefully count every ADDITIONAL rupee that the government will actually infuse into the economy," he said on Twitter.

The former finance minister said "We will also carefully examine who gets what?".

"And the first thing we will look for is what the poor, hungry and devastated migrant workers can expect after they have walked hundreds of kilometres to their home states.

"We will also examine what the bottom half of the population (13 crore families) will get in terms of REAL MONEY," he said in a series of tweets.

Congress leader Jairam Ramesh also slammed the prime minister's announcement.

"Last night the Prime Minister did what comes to him best. Maximum packaging, Minimum meaning. It was a case of classic NAMO. No Action Message Only," he said on Twitter.
