Karnataka police asked to book rapists under Goondas Act

Bangalore, Jan 16: Karnataka Government is contemplating amending laws to ensure that rapists do not get bail and police have been directed to book them under Goondas Act and take steps to prevent atrocities, including rape, against women, Chief Minister Jagadish Shettar said today.
Outlining measures being initiated by the government for women's safety against the backdrop of the Delhi gang rape incident, Shettar said police have also been directed to deal sternly with rapists.shettar
He was speaking after inaugurating a meeting of elected women panchayat members of BJP, organised by the party Women's Morcha here.
In another development, Minister for Energy Shobha Karandlaje called on Shettar and urged him to take steps to check atrocities against women.
The lone woman minister in the BJP government discussed the recent incident of a young housewife being lured in Chikkaballapur by some persons, who not only raped her, but also sold her to a brothel in Delhi.
Shobha, who had earlier written a letter to Shettar seeking more steps for women's safety, also requested him to direct police to check trafficking of women and keep a vigil on cases of girls going missing.
Shobha said she discussed various issues concerning women's safety with the chief minister.
Meanwhile, the Karnataka High Court today directed the state government to inform the court within a week about the steps taken by it for rehabilitation of the rape victims and providing funds for compensation to the victim or dependants as contemplated under amended section 357-A of the CrPC.
A Division bench, headed by acting Chief Justice K Sreedhar Rao issued the direction on a PIL filed by advocate M K Vijaya Kumar on the rising incidents of crime against women in the state including rape.
The petitioner had sought an exclusive Rehabilitation Centre for victims of gang rape to be maintained by the state government with at least one psychiatrist and a woman counsellor.
Counsel for the petitioner G R Mohan had submitted if the victim was a woman, it was the responsibility of the state to provide her employment and if it is a minor, the child should be provided with education.
"There must be help from the NGOs in case the rape victims are not willing to stay in the rehabilitation centre so that NGOs can educate the neighbourhood and others as to how to treat such victims. The victims must also be provided free legal aid till the proceedings before the courts are over", the petitioner had submitted.
The state government should also think of amending the Anti-Goonda Act so that those arrested in connection with gang rape, is not granted bail till the completion of trial and the state government should also direct police to provide protection to the victims and also witnesses till the case reaches its logical end, the petitioner submitted.
He also sought, among other things, ramping up the number of woman police officers for investigating rape cases.

New Delhi, Feb 11: Senior Delhi Congress leader and national spokesperson of the party Sharmishtha Mukherjee alleged delay in decision making and lack of strategy and unity at the state level for the party's humiliating performance reflected in the Assembly poll results on Tuesday.

Mukherjee, president of Delhi Mahila Congress, stated that it was high time that the party takes some action. She added that she too was responsible for the Congress' poor show.

The Congress is on the verge of drawing blank again in the Assembly polls as all its candidates were way far behind their AAP and BJP opponents on all the 70 seats. In the 2015 Assembly elections too, Congress failed to win any seat.

"We r again decimated in Delhi. Enuf of introspection, time 4 action now. Inordinate delay in decision making at the top, lack of strategy & unity at state level, demotivated workers, no grassroots connect-all r factors. Being part of d system, I too take my share of responsibility (sic)," Mukherjee tweeted as the results came out.

She also accused the BJP of playing divisive politics while crediting Delhi Chief Minister Arvind Kejriwal for playing "smart politics" as the results showed a clean sweep by the AAP to return to power.

"BJP playing divisive politics, Kejriwal playing ‘smart politics’ & what r we doing? Can we honestly say that we’ve done all 2 put our house in order? We r busy capturing Congress whereas other parties are capturing India. If we r 2 survive, time 2 come out of exalted echo chambers! (sic)," she said in another tweet.

The Congress contested the Delhi polls in alliance with the Rashtriya Janta Dal (RJD), fielding candidates on 66 seats and leaving four to its partner.

Srinagar, Jun 9: Suspended Jammu and Kashmir DSP Davinder Singh, who was nabbed while ferrying two Hizbul Mujahideen terrorists on the Srinagar-Jammu Highway, moved a Delhi court on Tuesday seeking interim bail.

Besides Singh, two other accused -- Syed Naveed Mushtaq and Imran Shafi Mir -- have also sought bail. The Special Cell of the Delhi Police is probing their role in the alleged planning of a terror attack.

The trio has sought bail asserting that there is no evidence to show that there was any conspiracy to commit an act that would threaten the sovereignty of the country. The court has listed the matter for hearing on Wednesday.

"The accused are wrongly and falsely implicated in the case. There is also no material to substantiate that the accused had the intention or conspired to carry out a terror strike," the plea stated.

Singh is currently under judicial custody at the Hira Nagar Jail in J&K till June 16. Besides Singh, three other accused -- Javed Iqbal, Syed Naveed Mushtaq and Imran Shafi Mir -- are also under custody.

Delhi Police's Special Cell had brought him from Hira Nagar Jail to the national capital in March for interrogation in another case.

The police had earlier told the court that Mushtaq, who was the commander of Hizbul Mujahiddeen in Shopian district, along with other militants were planning to execute a terror attack in Delhi and other parts of the country and targeted killings of protected persons.

In connection with this, the Delhi Police had filed an FIR which stated that the youth of Jammu and Kashmir and Punjab are being trained for carrying out terrorist activities. Singh was taken into custody under this FIR and was also interrogated regarding the Khalistan angle.

Thiruvananthapuram, Feb 21: Hindu temples, dedicated to Lord Shiva, witnessed heavy rush on Friday as devotees celebrated Maha Shivratri festival with traditional zeal and religious fervour across Kerala.

Cutting across age barriers, devotees, including women and children, thronged small and big shrines since early morning to offer prayers and take part in special poojas and rituals on the occasion.

Devotees used to mark the auspicious occasion by observing 'orikkal' (fasting), dedicating the leaves of Koovalam plant, which is considered holy according to Hindu tradition, to the Lord and by abandoning their sleep chanting 'Om Nama Shivaya' mantras.

Ardent devotees even remain awake throughout the night and spend their whole day in temples.

The Sreekandeswaram Mahadeva Temple here, Vadakkunnathan temple in Thrissur and Maha Deva temple in Vaikom were among the major shrines which witnessed heavy rush since early morning.

Temple authorities, especially Devaswom Boards which manage many major shrines in the state, have made elaborate arrangements in Shiva temples to ensure smooth darshan for devotees.

All arrangements have been put in place on the banks of River Periyar in Aluva in Ernakulam for 'Balitharppanam', a ritual in which people pay obeisance to their ancestors.

Performing the ritual on the midnight of Shivratri is considered auspicious by devotees.

Hundreds of 'bali taras' (specially erected platforms) have been set up on the banks of the river to perform the ritual and a large number of priests have been deployed to assist devotees.

Thousands of police personnel were deployed in view of the large turnout of devotees.
