Nasheed declined India's offer to stall coup, says report

Male/New Delhi, Jan 19: Two Indian naval ships were cruising about 40 km off the Maldives coast on the morning of Feb 7, 2012, hours before then president Mohamed Nasheed was ousted from power. But he decided not to seek India's intervention, a Maldivian newspaper reported.

This has been revealed to a Maldives parliamentary panel by former defence minister Tholhath Ibrahim Kaleyfaanu.nasheed

Nasheed, the country's first democratically elected president, did not want India to be involved in the day's dramatic and violent developments that saw him step down following opposition protests.

The then foreign minister Ahmed Naseem "had suggested that the Indian government would extend its assistance", Tholhath told the parliament's Government Accountability Committee that is reviewing an enquiry report into the "transfer of power" on Feb 7 last year, according to a report in the Haveeru daily, a leading newspaper in the Maldives.

"President said no. We cannot allow India to intervene in this matter. I will never agree to that. So it cannot be done," Haveeru quoted Tholhath as telling the panel. "Two ships were operating quite close, around 23 miles off Maldives. But the president was insistent. He didn't want to seek any assistance from India in the matter."

Then vice president Mohamed Waheed took over as president after Nasheed was made to step down.

Asked if the report about the presence of two Indian naval ships was true, an Indian external ministry official declined to respond. "We do not need to respond to anything that is being written," the official told IANS, and added "We will check the matter" of the naval ships.

Tholhath added that Nasheed was the one who knew that the Indian navy ships were in Maldivian territory, which could have been told to him by Naseem, the daily added.

When the parliamentary panel chair and Thoddoo constituency MP Ali Waheed asked him why the Indian ships were so close to Maldives, Tholhath said "I really don't know."

"I had no information on those ships. All I know is it was only on that morning I found out about those ships," he said.

"There was no confirmation that the ships were in fact so close to Maldives. I don't know any other details."

In response to a question of how to confirm the presence of the Indian ships on Feb 7, Tholhath said "the Maldives coast guard can verify it."

In August last year, the Commission of National Inquiry (CNI), constituted by the Maldives government to probe the "transfer of power" of Feb 7, said in its report that it was not a coup.

It also concluded that the transfer of power to Waheed was "legal and constitutional" and that Nasheed's resignation was voluntary without any coercion or intimidation.

Nasheed, who after his ouster visited various countries, such as the US and India, had claimed he had faced a threat to his life and that the power transfer was actually a coup.

Thiruvananthapuram, Apr 23: Amid opposition charges, the Kerala government on Tuesday constituted a two-member committee to examine whether the privacy of personal and sensitive data of COVID-19 patients has been protected under the agreement entered by it with US-based IT firm Sprinklr.

The committee, headed by former Special IT Sscretary M Madhavan Nambiar and former health secretary Rajeev Sadanandan, will also ascertain whether adequate procedures were followed while finalising the arrangements with the private company.

The Opposition Congress has been levelling charges that the collection of data by the US firm violated the fundamental rights of the patients.

In its order, state government said it had initiated steps to set up a Data Analytics platform to integrate data from various sources available in the government to meet the "exigency of a massive and unprecedented surge of epidemic".

The committee will also examine whether deviations, if any, are fair, justified and reasonable considering the extraordinary and critical situation faced by the state, it said.

Meanwhile, the Kerala High Court on Tuesday asked the state government to file its reply by April 24 on a plea seeking to quash its contract with the US-based firm.

Expressing concern over the confidentiality of the citizen's data processed by a third party, the court sought to know why the sanction of the law department was not taken before finalising the agreement.

The court hailed the state government's fight against COVID-19, but said it is concerned about data confidentiality.

The government informed the court that the agreement with Sprinklr has safeguards for data protection "as per standard practices of software as a service model."

The ward-level committees, set up by the government for the anti-coronavirus fight, collect information of those under home isolation, the elderly and those at the risk of the disease, using a questionnaire and later uploads it on the server of the private agency.

New Delhi, Jun 27: Delhi Environment Minister Gopal Rai on Saturday called an emergency meeting here to discuss the situation following a locust attack in neighbouring Gurugram.

The minister also directed the administration to be alert, an official said.

"After the emergency meeting, an advisory will be issued on steps to be taken to deal with the situation," Rai told PTI.

He asked the officials of the Agriculture department to make field visits to areas close to Gurugram.

The development secretary, divisional commissioner, director, Agriculture department, and the district magistrates of South Delhi and West Delhi will attend the meeting, the official said.

Earlier in the day, the skies over many parts of Gurugram turned dark as swarms of locusts descended on the town.

However, the migratory pests are likely to spare the national capital for now, officials said.

The swarms of locusts, spread across two kilometres, moved from west to east. They entered Gurugram around 11.30 am, K L Gurjar of the Locust Warning Organisation, Ministry of Agriculture, told PTI.

The pests, he said, were headed towards Faridabad and Palwal in Haryana.

Alarmed at the invasion of the locusts, which settled on trees, rooftops and plants, many residents of Gurugram shared videos from their high-rise perches.

In May, India battled a devastating desert locust outbreak. The crop-destroying swarms first attacked Rajasthan and then spread to Punjab, Gujarat, Maharashtra and Madhya Pradesh.

According to experts, broadly four species of locusts are found in India – desert locust, migratory locust, Bombay locust and tree locust. The desert locust is considered the most destructive.

It multiplies very rapidly and is capable of covering 150 kilometers in a day.

This insect, a type of a grasshopper, can eat more than its body weight. A one square kilometer of locust swarm containing around 40 million locusts can in a day eat as much food as 35,000 people.

Experts blame the growing menace of desert locusts on climate change. They say breeding of locusts is directly related to soil moisture and food availability.

Kozhikode, Aug 8: A tailwind or crosswind could be the reason for the Air India Express flight mishap at Kozhikode international airport in Kerala, according to some aviation experts. 

Team of DGCA and AIE already reached the spot. With the death of the captain and co-pilot in the mishap, the investigation would be focusing mainly on the voice recorders and other technical aspects.

It is learnt that the ill-fated aircraft, IX 1344 with 190 onboard including crew, was initially planning to land on runway-28 of the airport. But later the pilot opted runway-10 which is toward the other direction. Pilots would be taking the decisions on the basis of inputs from ATC.

The questions now doing the rounds are what made the pilot opt runway-10 and whether the tabletop runway lacked adequate safety parameters.

An aviation expert, who didn't want to be quoted, said that Capt Deepak Sathe, who was commandeering the aircraft, was a well-experienced pilot and was also familiar with the terrains. Hence the chances of any error from his part was very unlikely. Hence a fair in-depth probe was required to find the exact cause.

Though the Kozhikode airport has an Instrument Landing System, it was of category-I for which pilot's visibility is very crucial toward a touchdown. Since it is a tabletop airport and rough weather prevailing in the region, the chances of tailwind was also high, said sources.

There had been safety concerns about the airport over quite some time. In 2011 aviation safety consultant captain Mohan Ranganathan reportedly gave a report citing the safety issues, especially the buffer zones at the end of the runway.

However, an AAI officer said that rectification steps were already done by last year by widening the Runway End Safety Area (RESA) from 90 metre to 240 metre. However, the length of the runway had to be reduced to 2,700 metre from 2,850. The AAI was also constantly pressing for increasing the runway length to 3,150 metres. But that was getting delayed due to land acquisition issues pending with the state government.
